Research shows that many water governance regimes are failing to guide social-ecological systems away from points, beyond which, damage to social and environmental well-being will be difficult to correct. This problem is apparent in regions that face water conflicts and climate threats. There remains a need to clarify what is it about governance that people need to change in water conflict prone regions, how to collectively go about doing that, and how research can actively support this. To address these needs, here I present a collaborative research project from the dry tropics of Guanacaste Province, Costa Rica. The project addressed the overarching questions: How can water be governed sustainably in water-contested and climate-threatened regions? And, how can people transition current water governance regimes toward more sustainable ones? In pursuit of these questions, a series of individual studies were performed with many partners and collaborators. These studies included: a participatory analysis and sustainability assessment of current water governance regimes; a case analysis and comparison of water conflicts; constructing alternative governance scenarios; and, developing governance transition strategies. Results highlight the need for water governance that addresses asymmetrical knowledge gaps especially concerning groundwater resources, reconciles disenfranchised groups, and supports local leaders. Yet, actions taken based on these initial results, despite some success influencing policy, found substantial challenges confronting them. In-depth conflict investigations, for example, found that deeply rooted issues such friction between opposing local-based and national institutions were key conflict drivers in the region. To begin addressing these issues, researchers and stakeholders then constructed a set of governing alternatives and devised governance transition strategies that could actively support people to achieve more sustainable alternatives and avoid less sustainable ones. These efforts yielded insight into the collective actions needed to implement more sustainable water governance regimes, including ways to overcoming barriers that drive harmful water conflicts. Actions based on these initial strategies yielded further opportunities, challenges, and lessons. Overall, the project addresses the research and policy gap between identifying what is sustainable water governance and understanding the strategies needed to implement it successfully in regions that experience water conflict and climate impacts.

Climate change will result not only in changes in the mean state of climate but also on changes in variability. However, most studies of the impact of climate change on ecosystems have focused on the effect of changes in the central tendency. The broadest objective of this thesis was to assess the effects of increased interannual precipitation variation on ecosystem functioning in grasslands. In order to address this objective, I used a combination of field experimentation and data synthesis. Precipitation manipulations on the field experiments were carried out using an automated rainfall manipulation system developed as part of this dissertation. Aboveground net primary production responses were monitored during five years. Increased precipitation coefficient of variation decreased primary production regardless of the effect of precipitation amount. Perennial-grass productivity significantly decreased while shrub productivity increased as a result of enhanced precipitation variance. Most interesting is that the effect of precipitation variability increased through time highlighting the existence of temporal lags in ecosystem response.

Further, I investigated the effect of precipitation variation on functional diversity on the same experiment and found a positive response of diversity to increased interannual precipitation variance. Functional evenness showed a similar response resulting from large changes in plant-functional type relative abundance including decreased grass and increased shrub cover while functional richness showed non-significant response. Increased functional diversity ameliorated the direct negative effects of precipitation variation on ecosystem ANPP but did not control ecosystem stability where indirect effects through the dominant plant-functional type determined ecosystem stability.

Analyses of 80 long-term data sets, where I aggregated annual productivity and precipitation data into five-year temporal windows, showed that precipitation variance had a significant effect on aboveground net primary production that is modulated by mean precipitation. Productivity increased with precipitation variation at sites where mean annual precipitation is less than 339 mm but decreased at sites where precipitation is higher than 339 mm. Mechanisms proposed to explain patterns include: differential ANPP response to precipitation among sites, contrasting legacy effects and soil water distribution.

Finally, increased precipitation variance may impact global grasslands affecting plant-functional types in different ways that may lead to state changes, increased erosion and decreased stability that can in turn limit the services provided by these valuable ecosystems.

Many wildlife species that are essential to human livelihoods are targeted with the aim of extracting short-term benefits. Overexploitation, resulting from failed common-pool resource governance, has endangered the sustainability of large animal species, in particular. Rights-based approaches to wildlife conservation offer a possible path forward. In a wildlife market, property rights, or shares of an animal population, are allocated to resource users with interests in either harvest or preservation. Here, I apply the Social-Ecological Systems (SES) framework (Ostrom, 2009) to identify the conditions under which the ecological, social, and economic outcomes of a conservation market are improved compared to the status quo. I first consider three case studies (Bighorn sheep, white rhino, and Atlantic Bluefin tuna) all of which employ different market mechanisms. Based on the SES framework and these case studies, I then evaluate whether markets are a feasible management option for other socially and ecologically significant species, such as whales (and similar highly migratory species), and whether market instruments are capable of accommodating non-consumptive environmental values in natural resource decision making. My results suggest that spatial and temporal distribution, ethical and cultural relevance, and institutional histories compatible with commodification of wildlife are key SES subsystem variables. Successful conservation markets for cross-boundary marine species, such as whales, sea turtles, and sharks, will require intergovernmental agreements.

This mixed-methods research study examined the level of collective action that is occurring among non-governmental organizations (NGOs) working in maternal and child health in Haiti. This study takes the view that health, and by extension, maternal and child health, is a global public good; global public goods are most efficiently provided by the means of collective action. Therefore, to the extent that maternal and child health services are provided efficiently in Haiti, collective action should be occurring.

This study utilized a semi-structured interview approach to gather both qualitative and quantitative data. A total of 17 participants who were managers or executives of NGOs working in maternal and child health in Haiti were interviewed. The interviews also gathered quantitative data that characterized types of cooperation that were occurring among NGOs. The qualitative data that were collected in these interviews were analyzed using thematic analysis, and quantitative data were analyzed using social network analysis. The findings concluded that while there is cooperation occurring among NGOs in Haiti, the cooperation levels are low, networks are not very dense and there is overall general consensus that more cooperation is needed

This dissertation provides a foundation for understanding who decides and proceed local climate change policymaking, how race and ethnicity, class, and political ideology inform climate beliefs, the role of personal exposure to heat-related illnesses in climate change beliefs, and finally differences in perceptions of local extreme heat and global manifestations of climate change. The first focus examines urban climate governance, the influence of state policy, and stakeholders’ climate agenda-setting in a state-centric urban governance structure. A new conceptual model is developed to explore climate governance in Istanbul, a Turkish megacity, under a unitary system of government, in a transcontinental country straddling Europe (in candidate status with the European Union) and Asia. The qualitative analyses show that swings in political leadership, the divergence between the existing laws and newly adopted urban climate agenda, and conflicting priorities between policy entrepreneurs generate barriers to long-run and tangible climate change actions in Istanbul. The second focus unveils the influence of personal heat exposure and sociodemographic characteristics affecting climate change perceptions in a large American city facing substantial climate change impacts, Phoenix, Arizona. Using the 2011 Phoenix Metropolitan Area Social Survey, a two-level logistic model examines what factors influence a belief that “global warming and climate change are already occurring.” The integrated econometric model of climate beliefs and justice shows that climate change and global warming are positively associated with non-white race and non-Latinx ethnicity, high levels of education, personal experience with heat-related illnesses, and liberal beliefs. The last focus of this dissertation explores how threats of extreme local weather conditions and global climate change are perceived differently by individuals depending on their vulnerability and adaptive capacity to the changing climate. Using the 2017 Phoenix Social Survey, the individual-level regression models demonstrate that greenspace and tight-knit communities, aspects of adaptive capacity, serve as protective elements reducing the perception of climate risk. Factors such as ethnic identity and connection to place are more closely associated with local versus global risks. In contrast, political ideology and personal experiences moderate perception of both local and global risks.

Differences in governance relationships and community efforts to remove an exotic, rapidly spreading invasive plant, the-mile-a-minute weed (Mikania micrantha), are explored in five case study community forests in the subtropical region of Chitwan, Nepal. An institutional analysis informs an examination of the de jure (formal) versus de facto (on the ground) institutions and actor relationships relevant to Mikania removal efforts. Contrary to the expectations set by the de jure situation, we find heterogeneous governance relationships and norms related to Mikania management across community forests. Content analysis of interview data illuminates reoccurring themes and their implications for social and ecological outcomes in the communities. Complex governance relationships and regular discussion of distrust of government and non-government officials help explain collective action efforts and management decisions. The content analysis suggests that Mikania is impacting people’s daily lives but the degree of severity and the response to the disruption varies substantially and is heavily affected by other problems experienced by community forest members. Our results indicate that understanding how the de facto, or on the ground situation, differs from the de jure institutions may be vital in structuring successful efforts to manage invasive species and understanding collective action problems related to other social-ecological threats. We present data-informed propositions about common pool resource management and invasive species. This study contributes to a better scientific understanding of how institutions mediate social-ecological challenges influencing common pool resources more broadly.

Adaptive comanagement endeavors to increase knowledge and responsiveness in the face of uncertainty and complexity. However, when collaboration between agency and nonagency stakeholders is mandated, rigid institutions may hinder participation and ecological outcomes. In this case study we analyzed qualitative data to understand how participants perceive strengths and challenges within an emerging adaptive comanagement in the Agua Fria Watershed in Arizona, USA that utilizes insight and personnel from a long-enduring comanagement project, Las Cienegas. Our work demonstrates that general lessons and approaches from one project may be transferable, but particular institutions, management structures, or projects must be place-specific. As public agencies establish and expand governance networks throughout the western United States, our case study has shed light on how to maintain a shared vision and momentum within an inherently murky and shared decision-making environment.
