This dissertation focuses on a quasi-governmental committee formed in November, 1932 during the interim Mexican presidency of Abelardo L. Rodríguez. “El Comité Nacional de Repatriación” (The National Repatriation Committee) brought together Mexican businessmen, politicians, social-aid administrators and government officials to deal with the U.S. repatriations of “ethnic Mexicans” (Mexican nationals and Mexican Americans). The Comité attempted to raise half a million pesos (“La Campaña de Medio Millón”) for the repatriates to cultivate Mexico’s hinterlands in agricultural communities (“colonias”). However, the Comité’s promised delivery of farm equipment, tools, livestock and guaranteed wages came too slowly for the still destitute and starving repatriados who sometimes reacted with threats of violence against local and state officials. Cloaked in political rhetoric, the Comité failed to meet the expectations of the repatriate population and the Mexican public. The ambitious plans of the Comité became mired in confusion and scandal. Finally, bowing to pressure from Mexican labor unions and the Mexican press, President Rodríguez dissolved the Comité on June 14, 1934.



In addition, this work addresses Mexican immigration settlement through the early 1930s, Mexican immigration theory, the administration of President Herbert Hoover and the conational exodus. The hardships faced by the repatriates are covered as well as unemployment issues, nativism, and U.S. immigration policies through the early years of the Great Depression. The conclusions reached confirm that the general Mexican public welcomed the Campaña de Medio Millón and the work initiated by the National Repatriation Committee. However, the negative publicity regarding the failure of the two principal resettlement colonies in Oaxaca and Guerrero convinced President Rodríguez to disband both the Comité and the Campaña de Medio Millón.

This dissertation explores how rank-and-file political prisoners navigated life after release and how they translated their experiences in the Gulag and after into memoirs, letters, and art. I argue that these autobiographical narratives formed the basis of an alternate history of the Soviet Union. This alternate history informed the cultural memory of the Gulag in the Komi Republic, which coalesced over the course of the late 1980s and 1990s into an infrastructure of memory. This alternate history was mobilized by the formation of the Soviet Union’s first civic organizations, such as the Memorial Society, that emerged in the late 1980s. However, Gulag returnees not only joined post-Soviet civil society, they also formed a nascent civil society after their release in the 1950s. The social networks and informal associations that Gulag returnees relied upon to reintegrate back into Soviet society after release, also played an essential role in the memory project of coming to terms with the Stalinist past after the collapse of the Soviet Union.

As one of the first and most populous epicenters of the Gulag archipelago located in the Far North, from 1929-1958 Komi saw hundreds of thousands of prisoners, in addition to hundreds of thousands more who were exiled to the region from all over the Soviet Union. While some left the region after they were released, many were not able to leave or chose not to when given the choice. Regardless of where they lived when the Soviet Union collapsed, many former prisoners sent their autobiographies to branches of the Memorial Society and local history museums in Komi. For many, this was the very first time they had shared their stories with anyone. While Komi is unique in many ways, it is emblematic of processes that unfolded throughout the Soviet Union and Eastern Europe at the end of the Twentieth Century. This project expands our understanding of how civil societies form under conditions of authoritarian rule and illuminates the ways in which survivors and societies come to terms with difficult pasts.

Political and economic competition, so goes the broad argument, reduce corruption because competition increases the cost of actors to engage in corrupt practices. It increases the risk of exposure, provides non-corrupt alternatives for consumers, and introduces non-corrupt practices into the political and economic domains. Why then, has corruption persisted in the Central Eastern European countries decades after the introduction of political and economic competition in the early 1990s?

This dissertation asks how and why the emergence of competition in the political and economic domains leads to a transformation of the patterns of corruption. I define corruption as an act involving a public official who violates the norms or regulations of their office, receives some compensation in return, and thus harms the public interest.

I argue that under conditions of a communist past and high levels of uncertainty, the simultaneous emergence of political and economic competition transforms the opportunity structures of actors to engage in corruption. The resulting constellation of powerful incentives for and weak constraints against corruption encourages political and economic actors to enter into corrupt state-business relationships. Finally, the resource distribution between the actors in the corrupt state-business relationship determines the type of corruption that emerges—legal corruption, local capture, or covert political financing.

To test the causal mechanism, I employ intensive process-tracing of the micro-causal mechanisms of eleven corruption cases in Poland and Hungary. Using paired comparisons of cases from the same business sector but at different points in time, the dissertation examines how corruption patterns transformed over time in Poland and Hungary.

The dissertation shows that the emergence of political and economic competition changes the opportunity structures of actors in favor of corruption. Moreover, the new constellation of incentives and constraints encourages political and economic actors to establish corrupt state-business relationships. Crucially, I find that the resource distribution within these corrupt relationships determines the type of corruption emerges—local capture where both sides have concentrated resources that balance each other out, legal corruption when a strong economic actor confronts a fragmented political actor, and covert political financing when a weak economic actor faces a strong political actor.

In September 1945, after the atomic bombings of Hiroshima and Nagasaki, the United States possessed only one nuclear weapon. Thirteen years later, in September 1958, the nation possessed a significant stockpile of nuclear weapons, including the very powerful hydrogen bomb. The United States was able to build its stockpile of nuclear weapons because the Los Alamos Laboratory, once a secret wartime facility, was able to convert the forces of nature – fission and fusion – into weapons of war. The United States also was successful because of the sacrifice made by a tiny Pacific Ocean nation, The Marshall Islands, and the people of Bikini, Enewetak, and Rongelap Atolls. Between 1946 and 1958, the United States tested sixty-six nuclear weapons in the Marshall Islands. Nuclear testing contaminated these three atolls and, in one instance, injured the people of Rongelap. As a result of this testing many of these people cannot return to their ancestral homes. This dissertation examines the many conditions that led to the creation of the Los Alamos Laboratory, its testing of nuclear weapons in the Marshall Islands, and the long term, perhaps, permanent, displacement of the people of Bikini, Enewetak, and Rongelap.

The first official history of the Great Patriotic War appeared in the Soviet Union in 1960-1965. It evolved into a six-volume set that elicited both praise and criticism from the reading public. This dissertation examines the creation of the historiographical narrative of the Great Patriotic War in the decade following de-Stalinization in 1956. The debates historians, Party and state representatives engaged in, including the responses they received from reviewers and readers, shed new light on the relationship between the government, those who wrote state-sponsored narratives, and the reading public.

The narrative examined here shows the importance and value placed on the war effort, and explores how aspects of the Stalinist period were retained during the Thaw. By focusing on previously unexplored archival material, which documents debates and editorial decisions, an examination of how officials sought to control the state’s explanation of events, motivations and consequences of the war can be examined in-depth. To date, the periodization, terminology and areas of concentration that define the course of the Great Patriotic War are fixated on topics that Stalin’s war narrative favored, assigning significance to events according to Stalinist preferences rather than objective analysis. My study of the war’s historiography shows how contentious its memory became at every level, making it difficult to clearly discern who represented and opposed the party line throughout Soviet society.

The author argues that the collective memory of the war, as propagated by the state, became so all-encompassing that it was often the preferred version, infiltrating individual memories and displacing or blending with personal recollections and factual documentation. Because the war touched the entire population of the Soviet Union, its story became the foundational myth of the USSR, replacing the October Revolution, and was used as a legitimizing tool by Nikita Khrushchev and Leonid Brezhnev. Most recently, it has experienced a revival in the post-Soviet period by Vladimir Putin as a way to unify Russia and build popular support for his administration. Viewing how the public interacted with representatives of the state over the creation of the official history of the war suggests that like no other event, war compels any state, even a totalitarian state, to reexamine its foundations, historical memory, foreign and domestic policies and views on censorship.

One of the great hallmarks of Russian life during the nineteenth century was the proliferation of alternative identities at nearly every level of society. Individuals found, created, or adopted new ways of self-identifying oneself vis-à-vis religion, nationality, and politics. This project examines the life of Daniil Avraamovich Khvol'son (1819-1911) and his understanding of his identity--from poor Lithuanian Jew to German educated scholar, to leading defendant of Jews accused of ritual murder, to renowned university professor. Khvol'son is often mentioned in works of the period but remains understudied and, as a result, poorly understood. This dissertation is the first to examine the man's life and times, his scholarly and public writings, as well as available commentaries about him from former students, opponents, and colleagues. This project is based on the available archival sources housed in the central archives of Russia and draws upon the different literary venues in which Khvol'son published during his lifetime. While it provides a broad biography of the man, more importantly, it takes on the content of his writing, the themes he explored, and the ways in which his contributions were viewed within their own time. This project argues that the aim of Russian imperial policy toward Jews was based on a hopeful, if hesitant, desire to gradually bring Jews into the state's service. Khvol'son was among the most successful of those candidates who received a world-class German education, a position within the state, and an opportunity to participate fully within Russian intellectual circles. However, Khvol'son's legacy is complex because he promoted a radical rethinking of Christian understanding of Jews and Judaism and by doing so, he challenged the Orthodox world to reconsider in a deeply personal way the ongoing persecutions of Jews based on false tales about them and their religion. Khvol'son painstakingly challenged the blood libel and sought to prove that it was not based in any identifiable reality but perpetuated an un-Christian worldview that demonized and vilified Jews. In doing so, Khvol'son formulated a controversial self-understanding for his position in society as situated between two diametrically opposed worlds--one Christian, the other Jewish.

This project examines the decision of American policymakers to deny the Amerasians of Vietnam--the offspring of American fathers and Vietnamese mothers born as a result of the Vietnam War--American citizenship in the 1982 Amerasian Immigration Act and the 1987 Amerasian Homecoming Act. It investigates why policymakers deemed a population unfit for the responsibilities of American society, despite the fact that they had American fathers.

The examination draws upon numerous archival collections of the key policymakers, humanitarians and non-governmental organizations involved in each piece of legislation. Additionally, archival and published documents from the U.S. government and military, popular media, and veteran's organizations, are important. Since many of those involved in the legislation are still living, oral history interviews are also a critical piece of the methodology.

The dissertation argues that the exclusion of citizenship was a component of bigger issues: international relationships in a Cold War era, America's defeat in the Vietnam War, and a history in the United States of racialized exclusionary immigration and citizenship policies against people of Asian descent. It exposes the contradictory approach of policymakers unable to reconcile the Amerasian mixture of race and nation with US law. Consequently, policymakers simultaneously employed an inclusionary discourse that deemed the Amerasians worthy of American attention, guidance and humanitarian aid, and implemented exclusionary policies that designated them unfit for the responsibilities of American citizenship.

This dissertation describes the public sphere that coalesced in the Soviet jazz scene during Josef Stalin’s reign. Scholars debate the extent to which Soviet citizens, especially under Stalin, were coerced into cooperating with the regime through terror; willingly cooperated with the regime out of self-interest; or re-aligned their speech, behavior, and thoughts to conform to Bolshevik ideology and discourse. In all cases, citizens were generally unable to openly express their own opinions on what Soviet society should look like. In this dissertation, I attempt to bridge this gap by analyzing the diverse reactions to jazz music in Josef Stalin’s Soviet Union. I argue that audience engagement with jazz and discussions about the genre in the Soviet press and elsewhere were attempts to grapple with bigger questions of public concern about leisure, morality, ethnicity, cosmopolitanism and patriotism in a socialist society. This jazz public sphere was suppressed in the late 1940s and early 1950s because of Cold War paranoia and fears of foreign influences in Soviet life. In its place, a counterpublic sphere formed, in which jazz enthusiasts expressed views on socialism that were more open and contradictory to official norms. This counterpublic sphere foreshadowed aspects of post-Stalinist Soviet culture. To support my arguments, I employ archival documents such as fan mail and censorship records, periodicals, memoirs, and Stalin-era jazz recordings to determine the themes present in jazz music, how audiences reacted to them, and how these popular reactions overlapped with those of journalists, musicologists, bureaucrats, and composers. This project expands our understanding of when and where public spheres can form, challenges top-down interpretations of Soviet cultural policy, and illuminates the Soviet Union and Russia’s ambivalent relationship with the West and its culture.

This dissertation attempts to explain the variation in violence at the time of state secession. Why do some governments respond to secessionist demands with violence and others settle such disputes peacefully? Previous research emphasized the high value of the secessionist region, the state’s fear of a domino effect, and the political fragmentation of the state and secessionist region elites, as the primary explanations for the violent response of the state to secession. I seek to provide a more comprehensive theory for the variation of secessionist violence that integrates individual, regional, state, and international factors. Drawing on a rational choice approach, and recent research on dehumanization, I argue that the state’s response to secessionist claims depends on the degree of economic redistribution in the country, the cultural differential between the dominant group of the state and the secessionist group, and the international security of the state. My theory predicts that the state is less likely to use violence against secessionists when there is a high degree of economic redistribution, a small cultural difference between the dominant and secessionist group, and the state enjoys a high level of external security. A state willing to redistribute in favor of the secessionist region dampens support for secession in the region and reduces the need to use violence by the state. Due to cognitive biases of the human brain, it is easier to marginalize culturally distinct groups than culturally similar groups. As a result, a high cultural differential is often associated with greater probability of secessionist violence. When the international security of the state is under threat, the government of the state can more easily convince its population to use force against the secessionist region, regardless of other considerations. In sum, my theory implies that economic redistribution, cultural differences, and international security shape state responses to secessionist claims. I test these theoretical conjectures using a new dataset on peaceful and violent secessionist campaigns, along with several case studies based on field research and primary source materials and find strong supportive evidence for them.

This dissertation presents a multifaceted examination of the complex sociopolitical contexts of contemporary popular and classical music in Russia. By attending to the competing expectations of Russian creators, government officials, impresarios, critics, and listeners, it examines how contemporary musical artists have navigated the shifting nationalistic and popular moods of the past two decades.

I argue that popular music artists Olga Kormukhina and Polina Gagarina, composer Rodion Shchedrin, and the Mariinsky Theater have transformed the works of past artists, including Viktor Tsoi and Nikolai Leskov, updating them according to a popular demand for patriotic works that the Russian state has cultivated through its media outlets and official pronouncements on cultural policy. Other rock musicians (Konstantin Kinchev and the band Bi-2) have also transformed their political identities to match the present-day demands and expectations of either Russian officialdom or their particular Russian audiences. With the exception of Bi-2 (an ambiguous counterexample), all of these transformations have led to greater associations with nationalistic sentiments or fervent support for state agendas in the contemporary geopolitical arena.

Exploring the wide variety of styles and genres in this dissertation required a methodological versatility involving archival research, reception history, the analysis of musical scores and sound recordings, an examination of prose and poetic texts, and close study of visual imagery in music videos and onstage. The approach to reception history is the most groundbreaking, for it considers a wide range of digital sources, including blogs and social media comment threads, and makes use of language partner apps to augment the pool of informants, allowing conversation with Russians living outside the limited geographical range (St. Petersburg and Moscow) considered by previous studies. This holistic approach to contemporary reception history helps us to better understand how Russian audiences from diverse regions perceive these ongoing transformations.
