This study was conducted to better understand the making and measuring of renewable energy goals by the federal government. Three different energy types are studied: wind, solar, and biofuel, for two different federal departments: the Department of Defense and the Department of Energy. A statistical analysis and a meta-analysis of current literature will be the main pieces of information. These departments and energy types were chosen as they represent the highest potential for renewable energy production. It is important to understand any trends in goal setting by the federal government, as well as to understand what these trends represent in terms of predicting renewable energy production. The conclusion for this paper is that the federal government appears to set high goals for renewable energy initiatives. While the goals appear to be high, they are designed based on required characteristics described by the federal government. These characteristics are most often technological advancements, tax incentives, or increased production, with tax incentives having the highest priority. However, more often than not these characteristics are optimistic or simply not met. This leads to the resetting of goals before any goal can be evaluated, making it difficult to determine the goal-setting ability of the federal government.

The Freedom of Information Act (1966), an amendment altering Section Three of the Administrative Procedure Act (1964), outlines the rules and regulations for United States citizens to obtain federal government records. The act, written with the guidance of journalists, was created for all members of the public, but with the intent that the press would be the primary users of the legislation. The authors of the act believed the press would utilize FOIA to enhance its ability to accomplish its duty of keeping the public informed. Now, 51 years after the act was passed into law, critics say FOIA has not satisfactorily allowed the press or the public in general to inform and be informed. Issues with demand rates, unorganized systems and subjective interpretations of the act have combined to lock information from public access through an act that was intended to be the key to it. The data from annual federal agency FOIA reports to the attorney general from 2008 to 2015 have indicated that, in multiple metrics, FOIA has increasingly struggled to fulfill and often has failed to provide records to requesting parties. These trends have inspired a discussion among journalists and right-to-information advocates about how to best resolve the issues that have contributed to them. Proposed solutions range from adjustments to requesters' approaches to the act, amendments to the act and even abandoning the act entirely in favor of constructing a new law.

In the fifteen years between the discovery of fetal alcohol syndrome, or FAS, in 1973 and the passage of alcohol beverage warning labels in 1988, FAS transformed from a medical diagnosis between practitioner and pregnant women to a broader societal risk imbued with political and cultural meaning. In this dissertation, I examine how scientific, social, moral, and political narratives dynamically interacted to construct the risk of drinking during pregnancy and the public health response of health warning labels on alcohol.
