Each of the three essays in this dissertation examine an aspect of health or health care in society. Areas explored within this dissertation include health care as a public value, proscriptive genomic policies, and socio-technical futures of the human lifespan. The first essay explores different forms of health care systems and attempts to understand who believes access to health care is a public value. Using a survey of more than 2,000 U.S. citizens, this study presents statistically significant empirical evidence regarding values and other attributes that predict the probability of individuals within age-based cohorts identifying access to health care as a public value. In the second essay, a menu of policy recommendations for federal regulators is proposed in order to address the lack of uniformity in current state laws concerning genetic information. The policy recommendations consider genetic information as property, privacy protections for re-identifying de-identified genomic information, the establishment of guidelines for law enforcement agencies to access nonforensic databases in criminal investigations, and anti-piracy protections for individuals and their genetic information. The third and final essay explores the socio-technical artifacts of the current health care system for documenting both life and death to understand the potential for altering the future of insurance, the health care delivery system, and individual health outcomes. Through the development of a complex scenario, this essay explores the long-term socio-technical futures of implementing a technology that continuously collects and stores genetic, environmental, and social information from life to death of individual participants.

This thesis explores managerial problems and recommendations to improve the efficiency and transparency of roughly 220 different boards and commissions currently active in the state of Arizona. Research for this thesis was gathered while serving as an intern in Governor Doug Ducey's office, as well as a close examination of state statues, interviews, and supplemental sources. Research indicated that there are a few major areas of concern among the boards: the use of technology, transparency, lobbyists, board politics, and methods of centralization and decentralization. These major areas highlight the challenges that these offices face and can help inform the way solutions are created. Major findings from these areas of interest include: a need for greater use of technological resources, a need for increased transparency, the reasoning behind the new system for hiring lobbyists, the problems and possible solutions associated with board politics, the nuances of operating 90/10 licensing boards, possible changes to the operation of 90/10 licensing boards, the benefits and negatives to different methods of centralization and decentralization. Taking these findings into account, a few recommendations are developed to help enhance the operations of the state office and the boards and commissions. Beyond these recommendations, simply having a greater understanding of the operations behind the state office and the boards and commissions benefits everyone involved.

In this dissertation, I study large-scale civic conversations where technology extends the range of “discourse visibility” beyond what human eyes and ears can meaningfully process without technical assistance. Analyzing government documents on digital innovation in government, emerging data activism practices, and large-scale civic conversations on social media, I advance a rhetoric for productively listening to democratic discourse as it is practiced in 2016. I propose practical strategies for how various governments—from the local to the United Nations international climate talks—might appropriately use technical interventions to assist civic dialogues and make civic decisions. Acknowledging that we must not lose the value that comes from face-to-face civic deliberation, I suggest practical pathways for how and when to use technology to increase democratic engagement from all stakeholders.

As universities, nonprofits, community foundations, and governmental organizations proliferate the language of leadership development and social transformation, it is with an inadequate understanding of what agency is being provoked. With an emphasis on ‘career-focused’ tools and techniques in community development literature and pedagogy, there is too little understanding of the knowledge being drawn upon and created by community workers (CWs). Furthermore, this knowledge is often tacit, bodily, spiritual, and collective, making it even more alien to the empiricism-focused world of social science. Situated meaning-making must be recapitulated in the study of community development in order to better address the complexity and ambiguity of specific practices and the associated construction of identities.

This study suggests an alternative way to understand and analyze community development work. Building on fieldwork in the Kumaoni Himalaya of India, it is argued that community workers make sense of the world in large part through the co-construction of dialectic identity metaphors (DIMs). These DIMs help explain to the workers the way the world works, the way it does not work, and what to do about it. More than formal community development theory, I suggest community workers look to dominant DIMs to structure organizational vision and program creation. Furthermore, ideological fragments within local DIMs contribute to the reproduction of dominant ways of knowing and the creation of best practices. For this reason, in situ examination of DIM creation and maintenance is useful for understanding how and why CWs collectively construct their identities and the co-constitutive work.

Social equity research in public administration (PA) investigates different ways in which the practices of government intersect with the lives of socially marginalized individuals. However, due to limited direct engagement with marginalized groups; a predominant focus on formal state policies and institutions; and a lack of context-specific analyses of marginalization, there remain significant limitations in the existing PA research on social equity.

To address these theoretical gaps, this dissertation focuses on the Khawaja Sira of Pakistan – a marginalized group culturally defined as neither men nor women – to empirically investigate the multiple intersections between government and life on margins of the state. Specifically, this dissertation explores research questions related to legal and self-identity of the Khawaja Sira, impact of their changed legal status, their informal institutional experiences, and their interaction with front-line government workers through an interpretive research methodology.

The research design consisted of a ten-month long person-centered ethnography in Lahore, Pakistan during which in-depth person-centered interviews were conducted with 50 Khawaja Sira. I also conducted semi-structured interviews with 19 frontline workers from National Database and Registration Authority (NADRA), social welfare department, and a local NGO and a group interview with 12 frontline workers of police. I coded the data collected from the fieldwork using qualitative thematic content analysis in MAXQDA. I then analyzed the main themes from the data using multiple theoretical perspectives to develop my findings.

My analysis shows that the legal identity of the Khawaja Sira, as conceived by the Supreme Court of Pakistan, has limited relevance and benefits for the Khawaja Sira most of whom instead choose to register as men. The analysis of administrator-citizen interactions reveals that the Khawaja Sira are exposed to hyper-surveillance, moral policing and higher administrative burden during these interactions. These interactions are also strongly mediated by formal public policy, social discourses about gender identity and informal institutions. I discuss the implications of my analysis that can contribute to a more inclusive society for the Khawaja Sira. In doing so, my research makes important contributions to research on administrative burden, everyday citizenship, and social equity in public administration.

This dissertation examines the use of social media technologies by US local governments for internal and external collaboration. Collaboration is defined as the process of working together, pooling resources, sharing information and jointly making decisions to address common issues. The need for greater collaboration is evident from numerous examples in which public agencies have failed to effectively collaborate and address complex challenges. Meanwhile, the rise of social computing promises the development of ‘cultures of participation’ that enhance collaborative learning and knowledge production as part of everyday work. But beyond these gaps and expectations, there has been little systematic empirical research investigating the use of these powerful and flexible technologies for collaboration purposes. In line with prior research, my dissertation draws on sociotechnical and resource dependence theoretical approaches to examine how the interaction between technological and social context of an organization determine the adoption and use of a technology for a task. However, in a break with prior work that often aggregates social media technologies as one class of technology, this dissertation theorizes different classes of social media based on their functionality and purpose. As a result, it develops more explicit means by which organization, technical, and environmental context matter for effective collaboration. Based on the aforementioned theoretical approaches, the dissertation develops a theoretical model and several hypotheses, which it tests using a unique 2012 national survey of local governments in the US conducted by the Center for Science, Technology and Environmental Policy Studies at ASU. Overall, the findings of this dissertation highlight that the adoption and use of social media technologies for collaboration purposes can be understood as an outcome of stakeholder participation, innovativeness, and social media type. Insights from this dissertation contribute both to our theoretical understanding about social media technology adoption and use in government and provide useful information for agencies.

The Maricopa County Heat Relief Network (HRN) is an ad-hoc partially self-organized network with some attributes of hierarchical coordination that forms each year to provide heat relief and hydration to residents in need by operating as cooling centers. These HRN organizations are a collection of non-profit, governmental and religious organizations.

The Maricopa County Heat Relief Network (HRN) is an ad-hoc partially self-organized network with some attributes of hierarchical coordination that forms each year to provide heat relief and hydration to residents in need by operating as cooling centers. These HRN organizations are a collection of non-profit, governmental and religious organizations. This dissertation looks at the HRN from a complexity governance perspective and engaged different parts of the network in interviews to learn more about their perspective in delivering heat relief. Further, participatory modeling with a prototype agent based model was done with the HRN coordinating agencies to look for emergent outcomes in the HRN system and learn from their perspective. Chapter one evaluates organizational theory and complexity with climate adaptation, hazard preparedness and resilience in the HRN. Chapter two presents results from interviews with HRN facility managers and evaluates their perspective on how they function to offer heat relief. Chapter three finds that the HRN is a good example of complexity governance when engaged through a participatory agent based modeling approach. Chapter four engages the HRN coordinators in participatory agent based modeling interviews to increase their systems level awareness, learn about their perspective on heat relief delivery, and how the system can be improved. Chapter five looks across the different levels of the HRN investigated, the facility managers and coordinators, for differences and similarities in perspectives. The research conducted in this dissertation shows different levels of systems awareness of the different parts of the HRN and how participatory modeling can be used to increase systems awareness. Results indicate that there was very little horizontal network connection between HRN facility managers and most of the interaction was vertically coordinated indicating opportunities for increased network communication in the future both horizontally and vertically if communication interventions were put in place.

In the face of these challenges, some U.S. city and county governments have adopted the “welcoming city initiative,” which promotes

Cities today face new economic, political, and social challenges spurred, in part, by the growth of immigrant and newcomer populations and increasing competitive pressure in the context of contemporary globalization. In the face of these challenges, some U.S. city and county governments have adopted the “welcoming city initiative,” which promotes both immigrant integration and economic growth. To date, little research has explored why different U.S. cities decide to pursue the welcoming city initiatives, what cities really hope to achieve through them, or what governing arrangements emerge to develop and implement these initiatives. In addition to illuminating the emerging discursive, political, and organizational dynamics of welcoming, this dissertation contributes to the literatures in urban asset development, urban regime theory, and political and bureaucratic incorporation.

Drawing on 30 interviews with key actors and document analysis, this dissertation employs a multiple case study design to conduct an interpretive policy analysis of the initiatives of four U.S. welcoming cities: Austin, Texas; Boise, Idaho; Chicago, Illinois; and Philadelphia, Pennsylvania. The analysis explores three independent but interconnected themes. The first theme concerns multiple, context-specific framings of “welcoming” and the types of assets cities seek to leverage and develop through the welcoming city initiatives. This investigation finds that while each city puts a priority on developing a certain set of assets based on its unique political, economic, and demographic contexts, welcoming efforts tend to encourage immigrant entrepreneurialism, the leveraging newcomers’ human capital and financial assets, and the development place-based assets to attract and retain newcomers. The efforts to strengthen community capacity seek to institutionalize a new norm of welcoming, structure immigrant-friendly governance practices, and engage newcomers and longer-term residents in their community affairs. The second theme probes the ways in which these four cities create and maintain governing regimes for the initiative. The analysis finds that, while the four cities develop different governing structures, all pursue the creation of mixed types of governing coalitions that combine pro-growth and opportunity expansion regimes by incorporating the goals of economic growth and immigrant integration. The third theme investigates different modes of immigrant incorporation and their contribution to immigrant integration, the final stage in immigrant settlement. The analysis suggests that political leaders and bureaucratic agencies of the welcoming cities tend to build reciprocal relationships, rather than principal-agent relationships, in which political leaders rely on the positional, professional, and technical expertise of bureaucrats. In these early stages on the initiative, political and bureaucratic incorporation aim to create institutional changes that help immigrants and newcomers to be viewed as political constituents and clients of bureaucratic agencies.

This dissertation broadly concludes that the welcoming city initiative is a promising new urban economic development framework that could reshape urban space by integrating pro-growth demands with social integration and inclusion. Going forward, however, deeper consideration of the perspectives and rights of immigrants and newcomers themselves is needed in these initiatives.

In the U.S., one of the most affluent countries in the world, hunger and food waste are two social problems that coexist in an ironic way. Food banks have become one key alternative solution to those problems because of their capacity to collect and distribute surplus food to those in need as well as to mobilize collective efforts of various organizations and citizens. However, the understanding of U.S. food banking remains limited due to research gaps in the literature. Previous public values research fails to address the key role of nonprofit organizations in achieving public values, while prior nonprofit and food bank studies suffer from insufficiently reflecting the value-driven nature in evaluating overall social impacts. Inspired by these gaps, this study asks the following question: how does food banking in the U.S. respond to public value failure?

To address this question, this study employs the interpretive approach as the logic of inquiry and the public value mapping framework as the analytic tool to contemplate the overall social impacts of U.S. food banking. Data sources include organizational documents of 203 U.S. food banks, as well as other public documents and literature pertaining to U.S. food banks.

Using public value mapping analysis, this study constructs a public value logic, which manifests the dynamics of prime and instrumental values in the U.S. food banking context. Food security, sustainability, and progressive opportunity are identified as three core prime public values. Instrumental values in this context consist of two major value categories: (1) intra-organizational values and (2) inter-and ultra-organizational values. Furthermore, this study applies public value failure criteria to examine success or failure of public values in this context. U.S. Food banks do contribute to the success of public sphere, progressive opportunity, sustainability and food security. However, the practice of U.S. food banks also lead to the failure of food security in some conditions. This study develops a new public value failure criterion based on the inherent limitations of charitable service providers. Main findings, contributions, and future directions are discussed.

This dissertation studies the role of organizational politics and power and their role in the success of public service Public Private Partnerships (PPPs). By doing so, it addresses two areas of research in network governance and organizational theory. On one hand it explores the role of public private partnerships in the emerging network governance paradigm of public administration. On the other hand it studies the widely discussed but considerably under-researched role of organizational power in network governance. The literature review establishes public service PPPs as a sub type of governance networks, and provides an initial framework to study the nature and dynamics of power in these PPPs. The research is descriptive in nature and uses inductive reasoning in the tradition of Kathleen Eisenhardt. Case studies in rural areas of Punjab, Pakistan are conducted on two very similar PPPs. A replication logic is used to understand how power contributed to the success of one of those projects and lack of success in the other. Based on analysis of the findings, the dissertation concludes that public service PPPs succeed when the goals of the PPP are aligned with the goals of the most powerful collaborators. This is because regardless of its structure, a public service PPP pursues the goals targeted by the sum total of the power of its politically active collaborators. The dissertation also provides insight into the complexity of the concept of success in public service PPPs and the donor control on the operation and outcomes of public service PPPs.
