The purpose of this dissertation is to study not only relations between Latin America and the United States, but also Latin American states with each other. It specifically aims to examine the extent to which the United States, the principal hegemonic power in the Americas, can play a constructive role by providing regional public goods. These goods include conflict resolution and economic progress. Although the United States has the potential to create such goods, it also has the potential to create public bads in the form of regional instability, political terror, and economic stagnation. This raises two fundamental research questions: Under what conditions can Washington play a positive role and if these conditions cannot be met, under what conditions can Latin American nations bypass the United States and create their own economic progress and conflict resolution strategies? Drawing upon qualitative research methods and case studies that have attracted scant academic attention, this dissertation finds that through regional multilateral diplomatic negotiations, the United States can play a positive role. However, due to U.S. parochial economic interests and the marginalization of diplomacy as a foreign policy tool, these conditions rarely occur. This research further finds, however, that through flexible regionalization Latin American nations can bypass the United States and create their own goods. Supported by an alternative regional power, flexible regionalization relies upon supranational institutions that exclude the United States, emphasize permanent political and economic integration, and avoid inflexible monetary unions. Through this type of regionalization, Latin America can decrease U.S. interference, sustain political and economic autonomy, and open space for alternative conflict resolution strategies and economic policies that Washington would otherwise oppose. This dissertation is academically significant and policy relevant. First, it reconsiders diplomacy as an instrumental variable for peace and offers generalizable results that can be applied to additional cases. Moreover, finding that Latin American countries can address their own regional issues, this study recognizes the positive agency of Latin America and counters the negative essentialization commonly found in U.S. academic and policy research. Finally, this research offers policy advice for both the United States and Latin America.

In 2015, the Law and Justice Party [Prawo I Sprawiedliwość, PiS] won the majority of seats in parliament and took control of Poland. PiS has a populist platform that has led to undemocratic practices, especially in the judicial branch, that are being questioned by the EU. This study evaluates the role that globalization, a concept that has been linked to other European countries’ citizens' appeal to right-wing populist groups, has in Poland’s rise of PiS. Two Polish websites, Przeglad and Wprost were analyzed to observe the change in positive and negative language before and after PiS’s rise to power and to observe how it has impacted party polarization. Articles that had one or more of eight key terms associated with globalization were analyzed for the negativity and positivity. Additionally, when observing sentiment over time, the term “globalization” has converged between the two websites, while “WTO” has remained consistent. Overall, the results showed that language has shifted towards neutrality, with a movement from strong positive or strong negative, to weak positive and weak negative; however, with only a few key terms being statistically significant there is a need for further research into more key terms and additional websites.

When does coercion succeed in international relations? Why do states resist coercion in some cases but concede in others? This dissertation adopts network analysis to investigate the network factors influencing the success and failure of economic and military coercion. The first chapter addresses the coercion target states’ information problem regarding how coercers would react to the targets’ resistances and concessions. By regarding resistances and concessions as network ties that can transmit information, it argues that past coercion outcomes endogenously influence targets’ current responses and coercion outcomes. Specifically, target states are more likely to concede to coercers who have been successful in gaining others’ compliance. Sender states are more likely to succeed in coercion when they had successful coercion in the past. The second chapter adds a condition to the first chapter’s argument. It argues that when being coerced by the same sender, a stronger sanction target’s compliance is likely to prompt a weaker target’s acquiescence, and that a weaker target’s resistance is likely to prompt a stronger target’s resistance. The third chapter explores how states’ positions in international security and economic networks influence the success and failure of military and trade coercion. States that occupy different network positions own different network power. I argue that when the coercion sender has relatively more network power than the target, the more likely coercion will be successful. I use interstate military alliances and arms transfer data to operationalize international security networks. International economic networks are operationalized by bilateral trade and regional trade agreements networks. Using military and trade coercion outcomes in the Military Compellent Threats (MCT) and the Threats and Imposition of Economic Sanctions (TIES) datasets as outcome variables, the statistical analysis partially supports my argument. Trade coercion is more likely to succeed when the sender has more network power. However, military coercion is less likely to succeed when the sender has more network power than the target.

How do political elites perceive regional intergovernmental organizations that seek to promote democracy? When do political elites view regional intergovernmental institutions promoting democracy as legitimate? Many informal and formal types of regional intergovernmental institutions have sought to spread democracy. However, previous research on the nexus of regional intergovernmental institutions and democracy has focused primarily on the latter. Furthermore, these studies claim that membership in these formal international institutions (a.k.a. international organizations) increases the likelihood of the democratic survival of a newly democratic regime. Membership in these organizations provides a seal of approval that the newly democratic country intends to remain democratic. This kind of external validation should dissuade spoilers from undermining the transition and encourage ordinary people to support the transitional regime. This argument assumes that the domestic audience trusts this organization and believes it plays a vital role in society. Whether elites have confidence that the regional organization can positively impact democratic consolidation and how they perceive different types of regional organizations promoting democracy are empirical questions. This project seeks to answer these questions through a small sample and non-population-based elite survey experiment in Malaysia, Indonesia, and the Philippines. I also run a laboratory survey experiment with a larger sample of university students, giving me the opportunity for statistical power. The results suggest that political elites are skeptical of regional intergovernmental bodies promoting democracy. Meanwhile, non-elites consider regional institutions promoting democracy illegitimate when they are informal, i.e., no written shared expectations, rules, and permanent secretariat. When regional interstate cooperation on democracy operates under a formal procedure or codified in an international treaty and supported by a permanent secretariat, non-elites tend to consider them more legitimate.

At first, this project intended to uncover a link between massacres of minority populations in the United States and the idea of Great Replacement Theory (GRT), sometimes known as White Genocide Theory, which originated in Jean Raspail’s The Camp of the Saints. GRT is an offensive aimed at eliminating Black and Brown people and their cultures before they, according to the thought process of the theory, eliminate the white race and Western culture through mass immigration, insurgence and interracial breeding, which is depicted in vivid and disturbing detail in The Camp of the Saints. There exists a clear trail in which the theory spawned in French Catholic circles then was exported all throughout the Western powers during the second wave of globalization with particularly devastating impact in the United States. Raspail’s work coincides with a 1972 French hate law that was decried as authoritarian and overprotective of minorities by putting in strict standards to prevent hate speech but was accused of being too lenient about what is defamatory of whites and Catholics (2003, Bleich, pp. 56). Because of this interaction in the French legal system, this project seeks to find out if there is a correlation between GRT and the United States Supreme Court, the American cultural equivalent of the French legal system, by finding frequency of five key words associated with GRT within Supreme Court syllabi and opinions then performing general linear regression in search of statistical significance between the phrases and whether the court cases are associated with race, a variable purely independent of the five key words being monitored.

The deadly shipwrecks of migrant boats in the Mediterranean brought international attention to the plight of migrants in the mid-2010s but the focus soon shifted from humanitarian assistance to capturing smugglers and preventing migrants from reaching the shores of Europe. The step towards a humane migration policy was a short-lived diversion from the project of “Fortress Europe” undertaken since the passing of the Schengen Convention. This project seeks to harden the external borders of Europe and prevent refugees from accessing the asylum system by enlisting neighboring non-European states to prevent migration at the point of departure. Deals such as the EU-Turkey deal of 2016 and the Spanish-Moroccan deals have resulted in migrants being funneled into increasingly dangerous corridors, such as Libya, as the safest and shortest paths are cut off. Although these deals are problematic in their own right, they pale in comparison to the egregious Italy-Libya Memorandum of 2017, which in practice enables Libyan militias to enforce Italy’s migration policy within the Libyan “rescue zone.” The human rights abuses perpetrated by these Libyan mercenaries in makeshift detention centers and on the Mediterranean are well documented, yet the Italian government continues to renew the deal and continue supplying these criminal groups. This literature review examines the issue of European border externalization in the Mediterranean and its impact on the internationally recognized rights of migrants and the stability of African governments. Using a systematic review of existing research, I analyze the key themes and trends that have emerged in the literature on this topic, including the legal and ethical implications of border externalization policies, the impact on African economies and governments, and the human rights implications for migrants. The review concludes that international courts are becoming increasingly ineffective in enforcing the rights of refugees and recommends a reform of the international refugee protection regime to favor autonomous movement.

How does the presence of interstate patronage impact the use of physical repression by client regimes? Previous studies have failed to comprehensively conceptualize and measure these important relationships between states. Moreover, previous studies have devoted limited attention to investigating the substantive implications of these relationships on domestic and international politics.

How does the presence of interstate patronage impact the use of physical repression by client regimes? Previous studies have failed to comprehensively conceptualize and measure these important relationships between states. Moreover, previous studies have devoted limited attention to investigating the substantive implications of these relationships on domestic and international politics. This dissertation presents an original conceptualization and measurement of interstate patronage from the United States to every country in the 1946-2010 period. The dissertation then turns to an analysis of how patterns of US patronage impact state repression in client regimes. The findings indicate that US patronage improves human rights in autocratic client states - however, the receipt of US patronage leads to worsening human rights in democratic client settings. The findings have implications for scholars, policymakers, and observers of international politics.
