Many different levels of government, organizations, and programs actively shape the future of energy in Arizona, a state that lacks a comprehensive energy plan. Disparate actions by multiple actors may slow the energy policy process rather than expedite it. The absence of a state energy policy or plan raises questions about how multiple actors and ideas engage with state energy policy development and whether the absence of a comprehensive state plan can be understood. Improving how policy development is conceptualized and giving more focused attention to the mechanisms by which interested parties become involved in shaping Arizona energy policy. To explore these questions, I examine the future energy efficiency. Initially, public engagement mechanisms were examined for their role in policy creation from a theoretical perspective. Next a prominent public engagement forum that was dedicated to the topic of the Arizona's energy future was examined, mapping its process and conclusions onto a policy process model. The first part of this thesis involves an experimental expert consultation panel which was convened to amplify and refine the results of a public forum. The second part utilizes an online follow up survey to complete unfinished ideas from the focus group. The experiment flowed from a hypothesis that formal expert discussion on energy efficiency policies, guided by the recommendations put forth by the public engagement forum on energy in Arizona, would result in an increase in relevance while providing a forum for interdisciplinary collaboration that is atypical in today's energy discussions. This experiment was designed and evaluated utilizing a public engagement framework that incorporated theoretical and empirical elements. Specifically, I adapted elements of three methods of public and expert engagement used in policy development to create a consultation process that was contextualized to energy efficiency stakeholders in Arizona and their unique constraints. The goal of the consultation process was to refine preferences about policy options by expert stakeholders into actionable goals that could achieve advancement on policy implementation. As a corollary goal, the research set out to define implementation barriers, refine policy ideas, and operationalize Arizona-centric goals for the future of energy efficiency.

Electronic waste (E-waste) is a concern, because of the increasing volume of materials being disposed of. There are economical, social and environmental implications derived from these materials. For example, the international trade of used computers creates jobs, but the recovery from valuable materials is technically challenging and currently there are environmental and health problems derived from inappropriate recycling practices. Forecasting the flows of used computers and e-waste materials supports the prevention of environmental impacts. However, the nature of these material flows is complex. There are technological geographical and cultural factors that affect how users purchase, store or dispose of their equipment. The result of these dynamics is a change in the composition and volume of these flows. Collectors are affected by these factors and the presence of markets, labor and transportation costs. In northern Mexico, there is an international flow of new and used computers between Mexico and the United States and an internal flow of materials and products among Mexican cities. In order to understand the behavior of these flows a field study was carried out in 8 different Mexican cities. Stake holders were interviewed and through a structured analysis the system and the relevant stakeholders were expressed as Data Flow Diagrams in order; to understand the critical parts from the system. The results show that Mexican cities have important qualitative differences. For example, location and size define the availability of resources to manage e-waste. Decisions to dispose a computer depend on international factors such as the price of new computers, but also on regional factors such as the cost to repair them. Decisions to store a computer depend on external factors such as markets, but also internal factors such as how users perceive the value of old equipment. E-waste collection depends on the value of e-waste, but also on costs to collect and extract value from them. The main implication is that a general policy base on how E-waste is managed at a big city might not be the most efficient for a small one. More over combining strengths from different cities might overcome respective weaknesses and create new opportunities; this integration can be stimulated by designing policies that consider diversity

This dissertation explores the intersection of two major developments in global

environmental governance: the vision for a Green Economy and the growing influence of non-state actors. The work draws on multi-sited thick description to analyze how relationships between the state, market, and civil society are being reoriented towards global problems. Its focus is a non-binding agreement between California and Chiapas to create a market in carbon offsets credits for Reducing Emissions for Deforestation and forest Degradation (REDD). The study draws on three bodies of scholarship. From the institutionalist study of global environmental politics, it uses the ideas of orchestration, civil regulation, and private entrepreneurial authority to identity emerging alignments of state and non-state actors, premised on an exchange of public authority and private expertise. From concepts borrowed from science and technology studies, it inquires into the production, certification, and contestation of knowledge. From a constitutionalist perspective, it analyzes how new forms of public law and private expertise are reshaping foundational categories such as territory, authority, and rights. The analysis begins with general research questions applied to California and Chiapas, and the international space where groups influential in these sites are also active: 1) Where are new political and legal institutions emerging, and how are they structured? 2) What role does scientific, legal, and administrative expertise play in shaping these institutions, and vice versa? And 3) How are constitutional elements of the political order being reoriented towards these new spaces and away from the exclusive domain of the nation-state? The dissertation offers a number of propositions for combining institutionalist and constructivist approaches for the study of complex global governing arrangements. It argues that this can help identify constitutional reconfigurations that are not readily apparent using either approach alone.

This dissertation explores the megamachine, a prominent metaphor in American humanist and philosopher of technology, Lewis Mumford's Myth of the Machine series. The term refers critically to dynamic, regimented human capacities that drive scientific and technical innovation in society. Mumford's view of the nature of collectives focuses on qualities and patterns that emerge from the behavior of groups, societies, systems, and ecologies. It is my aim to reenergize key concepts about collective capacities drawn from Lewis Mumford's critique of historical and modern sociotechnical arrangements. I investigate the possibility of accessing those capacities through improved design for Technology Assessment (TA), formal practices that engage experts and lay citizens in the evaluation of complex scientific and technical issues.

I analyze the components of Mumford's megamachine and align key concerns in two pivotal works that characterize the impact of collective capacities on society: Bruno Latour's Pasteurization of France (1988) and Elias Canetti's Crowds and Power (1962). As I create a model of collective capacities in the sociotechnical according to the parameters of Mumford's megamachine, I rehabilitate two established ideas about the behavior of crowds and about the undue influence of technological systems on human behavior. I depart from Mumford's tactics and those of Canetti and Latour and propose a novel focus for STS on "sociotechnical crowds" as a meaningful unit of social measure. I make clear that Mumford's critique of the sociotechnical status quo still informs the conditions for innovation today.

Using mixed mode qualitative methods in two types of empirical field studies, I then investigate how a focus on the characteristics and components of collective human capacities in sociotechnical systems can affect the design and performance of TA. I propose a new model of TA, Emergent Technology Assessment (ETA), which includes greater public participation and recognizes the interrelationship among experience, affect and the material in mediating the innovation process. The resulting model -- the "soft" megamachine --introduces new strategies to build capacity for responsible innovation in society.

The Energiewende aims to drastically reduce Germany’s greenhouse gas emissions, without relying on nuclear power, while maintaining a secure and affordable energy supply. Since 2000 the country’s renewable-energy share has increased exponentially, accounting in 2017 for over a third of Germany's gross electricity consumption. This unprecedented achievement is the result of policies, tools, and institutional arrangements intended to steer society to a low-carbon economy. Despite its resounding success in renewable-energy deployment, the Energiewende is not on track to meet its decarbonization goals. Energiewende rules and regulations have generated numerous undesired consequences, and have cost much more than anticipated, a burden borne primarily by energy consumers. Why has the Energiewende not only made energy more expensive, but also failed to bring Germany closer to its decarbonization goals? I analyzed the Energiewende as a complex socio-technical system, examining its legal framework and analyzing the consequences of successive regulations; identifying major political and energy players and the factors that motivated them to pursue socio-technical change; and documenting the political trends and events in which the Energiewende is rooted and which continue to shape it. I analyzed the dynamics and the loopholes that created barriers to transition, pushed the utility sector to the brink of dissolution, and led to such undesirable outcomes as negative wholesale prices and forced exports of electricity to Germany’s European neighbors. Thirty high-level energy experts and stakeholders were interviewed to find out how the best-informed members of German society perceive the Energiewende. Surprisingly, although they were highly critical of the way the transition has unfolded, most were convinced that the transition would eventually succeed. But their definitions of success did not always depend on achieving carbon-mitigation targets. Indeed, Germany jeopardizes the achievement of these targets by changing too many policy and institutional variables at too fast a pace. Good intentions and commitment are not enough to create economies based on intermittent energy sources: they will also require intensive grid expansion and breakthroughs in storage technology. The Energiewende demonstrates starkly that collective action driven by robust political consensus is not sufficient for steering complex socio-technical systems in desired directions.

Research confirms that climate change is primarily due to the influx of greenhouse gases from the anthropogenic burning of fossil fuels for energy. Carbon dioxide (CO2) is the dominant greenhouse gas contributing to climate change. Although research also confirms that negative emission technologies (NETs) are necessary to stay within 1.5-2°C of global warming, this dissertation proposes that the climate change problem has been ineffectively communicated to suggest that CO2 emissions reduction is the only solution to climate change. Chapter 1 explains that current United States (US) policies focus heavily on reducing CO2 emissions, but ignore the concentrations of previous CO2 emissions accumulating in the atmosphere. Through political, technological, and ethical lenses, this dissertation evaluates whether the management process of CO2 emissions and concentrations in the US today can effectively combat climate change.

Chapter 2 discusses the historical management of US air pollution, why CO2 is regulated as an air pollutant, and how the current political framing of climate change as an air pollution problem promotes the use of market-based solutions to reduce emissions but ignores CO2 concentrations. Chapter 3 argues for the need to reframe climate change solutions to include reducing CO2 concentrations along with emissions. It presents the scientific reasoning and technological needs for reducing CO2 concentrations, why direct air capture (DAC) is the most effective NET to do so, and existing regulatory systems that can inform future CO2 removal policy. Chapter 4 explores whether Responsible Innovation (RI), a framework that includes society in the innovation process of emerging technologies, is effective for the ethical research and deployment of DAC; reveals the need for increased DAC governance strategies, and suggests how RI can be expanded to allow continued research of controversial emerging technologies in case of a climate change emergency. Overall, this dissertation argues that climate change must be reframed as a two-part problem: preventing new CO2 emissions and reducing concentrations, which demands increased investment in DAC research, development, and deployment. However, without a national or global governance strategy for DAC, it will remain difficult to include CO2 concentration reduction as an essential piece to the climate change solution.
