The majority of owners use price based practices of management (expectation and decision making, control, direction, and inspection.) The price based/management and control paradigm has not worked. Clients have now been moving toward the best value environment (hire contractors who know what they are doing, who preplan, and manage and minimize risk and deviation.) Owners are trying to move from client direction and control to hiring an expert and allowing them to do the quality control/risk management. The movement of environments changes the paradigm for the contractors from a reactive to a proactive, from a bureaucratic
on-accountable to an accountable position, from a relationship based
on-measuring to a measuring entity, and to a contractor who manages and minimizes the risk that they do not control. Years of price based practices have caused poor quality and low performance in the construction industry. This research identifies what is a best value contractor or vendor, what factors make up a best value vendor, and the methodology to transform a vendor to a best value vendor. It will use deductive logic, a case study to confirm the logic and the proposed methodology.

Risk assessment instruments play a significant role in correctional intervention and guide decisions about supervision and treatment. Although advances have been made in risk assessment over the past 50 years, limited attention has been given to risk assessment for domestic violence offenders. This study investigates the use of the Domestic Violence Screening Inventory (DVSI) and the Offender Screening Tool (OST) with a sample of 573 offenders convicted of domestic violence offenses and sentenced to supervised probation in Maricopa County, Arizona. The study has two purposes. The first is to assess the predictive validity of the existing assessment tools with a sample of domestic violence offenders, using a number of probation outcomes. The second is to identify the most significant predictors of probation outcomes. Predictive validity is assessed using crosstabulations, bivariate correlations, and the Receiver Operating Characteristic (ROC) curve. Logistic regression is used to identify the most significant predictors of probation outcomes. The DVSI and the OST were found to be predictive of probation outcomes and were most predictive of the outcomes petition to revoke filed, petition to revoke filed for a violation of specialized domestic violence conditions, and unsuccessful probation status. Significant predictors include demographics, criminal history, current offense, victim characteristics, static factors, supervision variables and dynamic variables. The most consistent predictors were supervision variables and dynamic risk factors. The supervision variables include being supervised on a specialized domestic violence caseload and changes in supervision, either an increase or decrease, during the probation grant. The dynamic variables include employment and substance abuse. The overall findings provide support for the continued use of the DVSI and the OST and are consistent with the literature on evidence-based practices for correctional interventions. However, the predictive validity of the assessments varied across sub-groups and the instruments were less predictive for females and offenders with non-intimate partner victims. In addition, study variables only explained a small portion of the variation in the probation outcomes. Additional research is needed, expanding beyond the psychology of criminal conduct, to continue to improve existing risk assessment tools and identify more salient predictors of probation outcomes for domestic violence offenders.

ABSTRACT Facility managers have an important job in today's competitive business world by caring for the backbone of the corporation's capital. Maintaining assets and the support efforts cause facility managers to fight an uphill battle to prove the worth of their organizations. This thesis will discuss the important and flexible use of measurement and leadership reports and the benefits of justifying the work required to maintain or upgrade a facility. The task is streamlined by invoking accountability to subject experts. The facility manager must trust in the ability of his or her work force to get the job done. However, with accountability comes increased risk. Even though accountability may not alleviate total control or cease reactionary actions, facility managers can develop key leadership based reports to reassign accountability and measure subject matter experts while simultaneously reducing reactionary actions leading to increased cost. Identifying and reassigning risk that are not controlled to subject matter experts is imperative for effective facility management leadership and allows facility managers to create an accurate and solid facility management plan, supports the organization's succession plan, and allows the organization to focus on key competencies.

Commodity contracts are often awarded on the basis of price. A price-based methodology for making such awards fails to consider the suppliers' ability to minimize the risk of non-performance in terms of cost, schedule, or customer satisfaction. Literature suggests that nearly all risk in the delivery of commodities is in the interfacing of nodes within a supply chain. Therefore, commodity suppliers should be selected on the basis of their past performance, ability to identify and minimize risk, and capacity to preplan the delivery of services. Organizations that select commodity suppliers primarily on the basis of price may experience customer dissatisfaction, delayed services, low product quality, or some combination thereof. One area that is often considered a "commodity" is the delivery of furniture services. Arizona State University, on behalf of the Arizona Tri-University Furniture Consortium, approached the researcher and identified concerns with their current furnishing services contract. These concerns included misaligned customer expectations, minimal furniture supplier upfront involvement on large capital construction projects, and manufacturer design expertise was not being utilized during project preplanning. The Universities implemented a best value selection process and risk management structure. The system has resulted in a 9.3 / 10 customer satisfaction rating (24 percent increase over the previous system), for over 1,100 furniture projects totaling $19.3M.

The aim of this thesis is to explain the dichotomy between public perception of leadership and quantifiable measurement of leadership based on Information Measurement Theory, a method of utilizing deductive logic, and to identify and interpret the causes of such discrepancies as seen in the case of Steve Jobs. The general public perceives Steve Jobs to be an effective leader because he was visionary, entrepreneurial, charismatic and highly successful. However, these perceptions are not true indicators of leadership but rather qualitative interpretations of leadership without tangible evidence in support of this idea. An analysis of words found in multiple appearances of online articles relating to Steve Jobs and leadership revealed a variety of common factors associated with Steve Jobs' leadership, supporting a primarily positive viewpoint by the public. The thesis then identified how a new methodology of measuring leadership effectiveness based on quantitative data, known as the New Leadership Model, concludes Steve Jobs does not meet the criteria necessary to be considered a Best Value Leader, one who uses alignment rather than management, direction and control to achieve maximum efficiency within an organization. The discrepancies between public perception of Steve Jobs as a leader and the results of the New Leadership Model evaluation show significant variance. Potential rationale for these variances is offered in the thesis. In conclusion, the thesis argues that public perception will often differ from quantifiable measurement of leadership based on the interpretation of leadership by various groups and by the methods each group uses to identify characteristics of effective leadership.

Gray Area is a solo exhibition of photography in conclusion to Haylee Schiavo's studies at Arizona State University. Twenty-six images were displayed at the Step Gallery in Phoenix, and Schiavo continues to photograph for this project. The show combines her interests in two disciplines, Photography as well as Family and Human Development. She photographed a woman who self identifies as being an abuse survivor. The images display the specificity of this woman's story, but also represent the harsh realities of abuse that is highly prevalent in today's society. The purpose of this study was to investigate: 1) within police departments in Maricopa County, exactly who helps the families left behind after a domestic homicide occurs? 2) What kind of short-term resources are offered by the police to immediately help the family and any children affected? And 3) are long-term services provided to the family and children of domestic homicide victims, and if not, to where is the family referred? To answer these questions, employees from each of the 14 city police departments in Maricopa County were interviewed. Participants answered a serious of both open-ended and scale questions either via email or over the phone. This study found that all police departments in cities of Maricopa County (with the exception of Litchfield Park, which is covered by the Sherriff's Office) have what is referred to as a Victim Services Unit. This is a small team comprised of social workers and other employees specifically trained to provide a continuation of support to victims from the crisis period through the investigative and judicial processes. In terms of services provided, this study found that most of the services offered to victims through police departments in Maricopa County are short-term in nature and fall under one of the following categories: On-scene crisis intervention and initial needs-assessments, immediate basic needs and referrals, financial resources, counseling, family advocacy centers, legal advocacy and assistance with the criminal process, or Child Protective Services. Results also indicated a positive relationship between city size and the amount of resources provided to victims after a homicide. Finally, in regards to long-term resources, this study found in general, all long-term needs are handled by social service agencies and non-profits, which victims are connected to by police departments after a needs assessment has been conducted. Based on these findings, a number of recommendations were made to Purple Ribbon Council, a domestic abuse prevention and supportive care non-profit that were designed to help Purple Ribbon Council increase its reach and effectiveness.

The vigorous efforts of advocates to help victims of domestic violence have resulted in the criminalization of domestic violence in the United States and in various countries around the world. However, research studies indicate mixed success in the protection of victims through the use of the legal system. This study examines the experiences of 16 victims/survivors and their perspectives on the criminal justice system's (CJS) response to domestic violence through in-depth interviews throughout the state of Arizona. This comparative study analyzes the experiences of U.S. born non-Latinas, U.S. (mainland and island) born Latinas and foreign born (documented and undocumented) Latinas who are victims/survivors of domestic violence. The empirical cases reveal that at the root of the contradictory success of the criminal justice system are a legal culture of rationalization and a lack of recognition of the intersection of systems of power and oppression such as gender, class, race/ethnicity, and of essence to this study, legal status.

Para Mi Alma is a composition for chamber wind ensemble comprised of an Introduction, two dance movements, and a concluding movement featuring the full ensemble in a chorale-like finale. This piece follows the narrative of an abusive relationship, and the emotional rollercoaster that one experiences during the self extrication and consequential rebirth of identity. Para Mi Alma (For My Soul) is scored for chamber wind ensemble with the following instrumentation: piccolo/flute, Bb clarinet, bass clarinet, bassoon; soprano, tenor, and baritone saxophone; trumpet, trumpet/flugelhorn, horn in F, tenor and bass trombone; double bass, and three percussionists - marimba/congas, auxiliary percussion (wind chimes, suspended cymbal, triangle, bass drum, snare drum, double cowbell, tam-tam), and timpani/timbales. The duration of this work is approximately 11’00”.

Each movement portrays a stage in the relationship, and the mental state of the person experiencing abuse. The Introduction begins with a piccolo solo and marimba accompaniment, and gradually builds to the full ensemble; this section of music illustrates the moment that relational ties to the transgressor are cut — a split second of clarity and space before the spiral of anxiety and overwhelming thoughts of self deprecation invade. Movement I is a salsa, representing the dance of two people entering into a relationship. The meter changes and hemiolas serve to upset the underlying groove and create rhythmic tension, while the surface of the music appears unscathed. Finally the dance is interrupted by an aggressive bass solo, which initiates the transition to Movement II. This transition serves to remind the listener of the Introduction, and the dissolution of the relationship; it is characterized by chaos and confused clusters of melodic lines and dissonant harmonies. Movement II is a tango, representative of the emotional extremes of heartbreak, anger, confusion, and shame. The conclusion of the Tango directly segues into Movement III, which features a short brass chorale before building to include the full ensemble. Movement III portrays the support system of family and friends, and personifies the collective effort that takes place in healing and growth.
