This thesis was conducted to study and analyze the fund allocation process adopted by different states in the United States to reduce the impact of the Covid-19 virus. Seven different states and their funding methodologies were compared against the case count within the state. The study also focused on development of a physical distancing index based on three significant attributes. This index was then compared to the expenditure and case counts to support decision making.
A regression model was developed to analyze and compare how different states case counts played out against the regression model and the risk index.

This dissertation consists of three essays on education and macroeconomics. The first chapter analyzes whether public education financing systems can account for large differences among developed countries in earnings inequality and intergenerational earnings persistence. I first document facts about public education in the U.S. and Norway, which provide an interesting case study because they have very different earnings distributions and public education systems. An overlapping generations model is calibrated to match U.S. data, and tax and public education spending functions are estimated for each country. The benchmark exercise finds that taxes and public education spending account for about 15% of differences in earnings inequality and 10% of differences in intergenerational earnings persistence between the U.S. and Norway. Differences in private education spending and early childhood education investments are also shown to be quantitatively important. The second chapter develops a life-cycle model to study increases in college completion and average ability of college students born from 1900 to 1972. The model is disciplined with new historical data on real college costs from printed government surveys. I find that increases in college completion for 1900 to 1950 cohorts are due primarily to changes in college costs, which generate large endogenous increases in college enrollment. Additionally, I find strong evidence that post-1950 cohorts under-predicted large increases in the college earnings premium. Modifying the model to restrict perfect foresight of the education premia generates a slowdown in college completion consistent with empirical evidence for post-1950 cohorts. Lastly, I find that increased sorting of students by ability can be accounted for by increasingly precise ability signals over time. The third chapter assesses how structural transformation is affected by sectoral differences in labor-augmenting technological progress, capital intensity, and capital-labor substitutability. CES production functions are estimated for agriculture, manufacturing, and services on post-war U.S. data. I find that sectoral differences in labor-augmenting technological progress are the dominant force behind changes in sectoral labor and relative prices. Therefore, Cobb-Douglas production functions with labor-augmenting technological change capture the main technological forces behind post-war U.S. structural transformation.

Agent based models allow for complex results from simple parameters. The mobile agents in my model, the firms, are allocated an amount of capital, while the static agents, the workers, are allocated a range of wages. The firms are then allowed to move around and compete until they match with a worker that maximizes their production. It was found from the simulation that as competition increases so do wages. It was also found that when firms stay in the environment for longer that a higher wage is possible as a result of a larger window for drawn out competition. The different parameters result in a range of equilibriums that take variable amounts of time to reach. These results are interesting because they demonstrate that the mean wage is strongly dependent upon the window of time that firms are able to compete within. This type of model was useful because it demonstrated that there is a variation in the time dependence of the equilibrium. It also demonstrated that when there is very little entry and exiting of the market, that wage levels out at an equilibrium that is the same, regardless of the ratio between the number of firms and the number of workers. Further work to be done on this model includes the addition of a Matching Function so that firms and workers have a more fair agreement. I will also be adding parameters that allow for firms to see the workers around them so that firms are able to interact with multiple workers at the same time. Both of these alteration should improve the overall accuracy of the model.

This paper explores the history of sovereign debt default in developing economies and attempts to highlight the mistakes and accomplishments toward achieving debt sustainability. In the past century, developing economies have received considerable investment due to higher returns and a degree of disregard for the risks accompanying these investments. As the former Citibank chairman, Walter Wriston articulated, "Countries don't go bust" (This Time is Different, 51). Still, unexpected negative externalities have shattered this idea as the majority of developing economies follow a cyclical pattern of default. As coined by Reinhart and Rogoff, sovereign governments that fall into this continuous cycle have become known as serial defaulters. Most developed markets have not defaulted since World War II, thus escaping this persistent trap. Still, there have been developing economies that have been able to transition out of serial defaulting. These economies are able to leverage debt to compound growth without incurring the protracted consequences of a default. Although the cases are few, we argue that developing markets such as Chile, Mexico, Russia, and Uruguay have been able to escape this vicious cycle. Thus, our research indicates that collaborative debt restructurings coupled with long term economic policies are imperative to transitioning out of debt intolerance and into a sustainable debt position. Successful economies are able to leverage debt to create strong foundational growth rather than gambling with debt in the hopes of achieving rapid catch- up growth.

Marijuana is the most commonly used illicit substance in the United States with over two million pounds seized annually and with a usage rate estimated at 19.8 million people in 2013 (SAMSHA, 2014). Currently there is a nationwide movement for the legalization of recreational marijuana via referendum at the state level. Three states and the District of Columbia have already adopted amendments legalizing marijuana and over a dozen more currently have pending ballots. This report explores what would be the impact of legalizing marijuana in Arizona through the examination of data from Colorado and other governmental sources. Using a benefit/cost analysis the data is used to determine what the effect the legalization of marijuana would have in Arizona. I next examined the moral arguments for legalization. Finally I propose a recommendation for how the issue of the legalization of recreational marijuana should be approached in Arizona.

The esports scene has been constantly evolving ever since its inception in the early 1970s, growing from small arcade based tournaments to the multibillion dollar industry that can be observed today (Bountie Gaming, 2018). In fact, the term esports was not widely used until the early 2000s, decades after the first gaming tournaments had taken place. Decades prior, the earliest large-scale gaming tournament was hosted by Atari in 1980 for the game ​Space Invaders ​ . While still primitive by today’s standards, games such as ​Space Invaders ​ inspired fierce competition and effectively laid the foundation for what would grow into the booming industry that we see today (Edwards, 2013).

This project was organized to analyze a multitude of data in order to determine the economic impact of a professional sports team starting in a particular location, or “market”. The thesis group (“group”) collected historical data on professional sports teams from 1975 to present, state economic data as applicable, and data indicating sports fan preferences and behavior. This data was collected, cleaned, and analyzed in order to understand trends and impacts of sports teams in local economies. The group looked at a number of statistical factors including team performance, championships, state GDP and employment, and digital trends regarding the sports teams. Using economic models and statistics, the group was able to derive insights on the factors that cause sports teams to influence the economy they are located in. Additionally, the group analyzed reporting on teams in particular markets, as well as the financing surrounding stadiums to provide a diverse perspective on the topic. At a high level, starting a professional sports team in a new market does not have a significant impact on the economy: the data did not demonstrate statistical significance and qualitative analysis proved that the impact of a new team is negligible. The following serves as documentation and explanation of the group’s analysis on this topic.

The impact of the 2008 Great Recession was felt on a global level. While many European countries moved to
implement large fiscal adjustments in response to the financial crisis, various other economic consequences
were felt, such as inflation, public debt growth, and a decrease in purchasing power. A result from these
consequences that typically occur every recession are demand shocks within the employment sector. As firms
are put into tight financial positions, employers are forced to make employment decisions to cut costs for
long-term sustainability, such as laying off workers, or reducing their working hours.

This paper aims to investigate how weekly working hours are impacted by shocks to the economy across European countries. Using the 2008 recession as the basis, an empirical analysis was conducted with panel data for 32 countries over 33 years, with average weekly working hours across four occupational groups as the variable of interest, and various economic indicators such as GDP growth as independent variables. Additionally, countries were split up and grouped based on geographical location to examine potential country and region-specific trends.
Over time, there is a decreasing trend in weekly working hours across all observed occupations and countries. This decreasing trend continues during the 2008 recession, but the slope of decrease is not significant relative to the entire time period. However, when dis-aggregated into occupational groups with a distinction between full-time and part-time workers, the trends in working hours are a much more noticeable, both during the recession and over the entire time frame of observation.

This study examines the economic impact of the opioid crisis in the United States. Primarily testing the years 2007-2018, I gathered data from the Census Bureau, Centers for Disease Control, and Kaiser Family Foundation in order to examine the relative impact of a one dollar increase in GDP per Capita on the death rates caused by opioids. By implementing a fixed-effects panel data design, I regressed deaths on GDP per Capita while holding the following constant: population, U.S. retail opioid prescriptions per 100 people, annual average unemployment rate, percent of the population that is Caucasian, and percent of the population that is male. I found that GDP per Capita and opioid related deaths are negatively correlated, meaning that with every additional person dying from opioids, GDP per capita decreases. The finding of this research is important because opioid overdose is harmful to society, as U.S. life expectancy is consistently dropping as opioid death rates rise. Increasing awareness on this topic can help prevent misuse and the overall reduction in opioid related deaths.

Existing research into the health benefits of insurance fall into two major categories \u2014 observational and experimental. Observational studies have centered on data sets from before 2000 and focus on the mortality differences between the privately insured and the uninsured. Experimental studies began with Massachusetts' 2006 health reform and continued after the passage of the Affordable Care Act. These studies measure the effects of public insurance among the coverage expansion populations. These two bodies of literature come to ambiguous and contradictory conclusions to the mortality effects and health value of insurance. This study extends the observational methodologies to the publicly insured in samples from the National Health and Nutrition Examination Survey in both the 1988-1994 survey and the 2001-2002 survey. Using the Cox Proportional Hazard model, this study estimates the hazard ratios faced by the privately and publicly insured compared to the uninsured. This study finds the publicly insured face hazards 1.5 times those of the uninsured (p<.001), while the privately insured do not face hazards significantly different from those of the uninsured. Literature suggests that some unobserved characteristic of the publicly insured are influencing their mortality. Interacting with participants health reveals that these differences across groups shrink as health declines. Experimental literature suggests that public insurance lowers the uninsured risk from "healthcare amenable" conditions. Treatment of these conditions may explain the hazard reductions among the uninsured in non-excellent health. The high risk of the publicly insured in excellent health defies explanation.
