City planners often use bicycle friendly rating schemes as tools to guide them in their efforts to establish a bicycle community. However, the criteria and methodologies used vary from program to program and often do not encapsulate all of the necessary elements that comprise true bicycle friendliness. This report documents the important elements, strategies, and best practices that well-established Dutch, Danish, and German bike friendly cities exhibit to create a baseline standard for bicycle friendliness.
