Life cycle assessment (LCA) is a powerful framework for environmental decision making because the broad boundaries called for prevent shifting of burden from one life-cycle phase to another. Numerous experts and policy setting organizations call for the application of LCA to developing nanotechnologies. Early application of LCA to nanotechnology may identify environmentally problematic processes and supply chain components before large investments contribute to technology lock in, and thereby promote integration of environmental concerns into technology development and scale-up (enviro-technical integration). However, application of LCA to nanotechnology is problematic due to limitations in LCA methods (e.g., reliance on data from existing industries at scale, ambiguity regarding proper boundary selection), and because social drivers of technology development and environmental preservation are not identified in LCA. This thesis proposes two methodological advances that augment current capabilities of LCA by incorporating knowledge from technical and social domains. Specifically, this thesis advances the capacity for LCA to yield enviro-technical integration through inclusion of scenario development, thermodynamic modeling, and use-phase performance bounding to overcome the paucity of data describing emerging nanotechnologies. With regard to socio-technical integration, this thesis demonstrates that social values are implicit in LCA, and explores the extent to which these values impact LCA practice and results. There are numerous paths of entry through which social values are contained in LCA, for example functional unit selection, impact category selection, and system boundary definition - decisions which embody particular values and determine LCA results. Explicit identification of how social values are embedded in LCA promotes integration of social and environmental concerns into technology development (socio-enviro-technical integration), and may contribute to the development of socially-responsive and environmentally preferable nanotechnologies. In this way, tailoring LCA to promote socio-enviro-technical integration is a tangible and meaningful step towards responsible innovation processes.

Since its inception in 1973, the Endangered Species Act has been met with both praise and criticism. Since its inception in 1973, the Endangered Species Act has been met with both praise and criticism. More than 40 years later, the Act is still polarizing, with proponents applauding its power to protect species and critics arguing against its perceived ineffectiveness and potential mismanagement. Recovery plans, which were required by the 1988 amendments to the Act, play an important role in organizing efforts to protect and recover species under the Act. In 1999, in an effort to evaluate the process, the Society for Conservation Biology commissioned an independent review of endangered species recovery planning. From these findings, the SCB made key recommendations for how management agencies could improve the recovery planning process, after which the Fish and Wildlife Service and the National Marine Fisheries Service redrafted their recovery planning guidelines. One important recommendation called for recovery plans to make threats a primary focus, including organizing and prioritizing recovery tasks for threat abatement. Here, I seek to determine the extent to which SCB recommendations were incorporated into these new guidelines, and if, in turn, the recommendations regarding threats manifested in recovery plans written under the new guidelines. I found that the guidelines successfully incorporated most SCB recommendations, except those that addressed monitoring. As a result, recent recovery plans have improved in their treatment of threats, but still fail to adequately incorporate threat monitoring. This failure suggests that developing clear guidelines for monitoring should be an important priority in future ESA recovery planning.

This dissertation explores the megamachine, a prominent metaphor in American humanist and philosopher of technology, Lewis Mumford's Myth of the Machine series. The term refers critically to dynamic, regimented human capacities that drive scientific and technical innovation in society. Mumford's view of the nature of collectives focuses on qualities and patterns that emerge from the behavior of groups, societies, systems, and ecologies. It is my aim to reenergize key concepts about collective capacities drawn from Lewis Mumford's critique of historical and modern sociotechnical arrangements. I investigate the possibility of accessing those capacities through improved design for Technology Assessment (TA), formal practices that engage experts and lay citizens in the evaluation of complex scientific and technical issues.

I analyze the components of Mumford's megamachine and align key concerns in two pivotal works that characterize the impact of collective capacities on society: Bruno Latour's Pasteurization of France (1988) and Elias Canetti's Crowds and Power (1962). As I create a model of collective capacities in the sociotechnical according to the parameters of Mumford's megamachine, I rehabilitate two established ideas about the behavior of crowds and about the undue influence of technological systems on human behavior. I depart from Mumford's tactics and those of Canetti and Latour and propose a novel focus for STS on "sociotechnical crowds" as a meaningful unit of social measure. I make clear that Mumford's critique of the sociotechnical status quo still informs the conditions for innovation today.

Using mixed mode qualitative methods in two types of empirical field studies, I then investigate how a focus on the characteristics and components of collective human capacities in sociotechnical systems can affect the design and performance of TA. I propose a new model of TA, Emergent Technology Assessment (ETA), which includes greater public participation and recognizes the interrelationship among experience, affect and the material in mediating the innovation process. The resulting model -- the "soft" megamachine --introduces new strategies to build capacity for responsible innovation in society.

This dissertation explores the functional purpose of imagination as it is enacted in the context of shaping large transitions in sociotechnical systems. Large sociotechnical systems undergoing profound transitions embody instantiations where societies experience profound changes in the ‘rules of the game’ that underpin the conduct of daily life. The forms of imagination that guide these transformations, known in the political theory literature as ‘imaginaries,’ play a profound yet undertheorized role in transition of sociotechnical systems from one configuration to another. Expanding on this relationship, the study draws on three case studies of energy systems change in the United States during 20th and 21st century. Each case study explores unique element of how actors at a variety of levels – transnational governance, regional electrification, and in-home energy marketing – define and the possibilities for ideal human and technological action and interaction through a transition. These actors defining the parameters of a new form of systems operation and configuration are as equally focused on defining how these new configurations shape fundamental ideas that underpin American democratic sensibility. Moreover, in the process of articulating a new configuration of energy and society – be that in terms of managing global resource flows or the automation of energy use in a residential home – questions of what makes an ideal member of a society are interlinked with new contractual relationships between energy producers and energy users. Transitions research could and should pay greater attention to the normative commitments emergent systems actors – as it is in these commitments we can chart pathways to redefine the parameters that underpin emergent transitions.

The Energiewende aims to drastically reduce Germany’s greenhouse gas emissions, without relying on nuclear power, while maintaining a secure and affordable energy supply. Since 2000 the country’s renewable-energy share has increased exponentially, accounting in 2017 for over a third of Germany's gross electricity consumption. This unprecedented achievement is the result of policies, tools, and institutional arrangements intended to steer society to a low-carbon economy. Despite its resounding success in renewable-energy deployment, the Energiewende is not on track to meet its decarbonization goals. Energiewende rules and regulations have generated numerous undesired consequences, and have cost much more than anticipated, a burden borne primarily by energy consumers. Why has the Energiewende not only made energy more expensive, but also failed to bring Germany closer to its decarbonization goals? I analyzed the Energiewende as a complex socio-technical system, examining its legal framework and analyzing the consequences of successive regulations; identifying major political and energy players and the factors that motivated them to pursue socio-technical change; and documenting the political trends and events in which the Energiewende is rooted and which continue to shape it. I analyzed the dynamics and the loopholes that created barriers to transition, pushed the utility sector to the brink of dissolution, and led to such undesirable outcomes as negative wholesale prices and forced exports of electricity to Germany’s European neighbors. Thirty high-level energy experts and stakeholders were interviewed to find out how the best-informed members of German society perceive the Energiewende. Surprisingly, although they were highly critical of the way the transition has unfolded, most were convinced that the transition would eventually succeed. But their definitions of success did not always depend on achieving carbon-mitigation targets. Indeed, Germany jeopardizes the achievement of these targets by changing too many policy and institutional variables at too fast a pace. Good intentions and commitment are not enough to create economies based on intermittent energy sources: they will also require intensive grid expansion and breakthroughs in storage technology. The Energiewende demonstrates starkly that collective action driven by robust political consensus is not sufficient for steering complex socio-technical systems in desired directions.

Is nuclear power sustainable when compared to other energy sources? A truly sustainable energy source provides an environmental benefit, minimizes costs to consumers both socially and economically, and continues to do so in both the short and the long term. Taking the zero-carbon nature of nuclear generation as its net environmental benefit, this paper the evaluates the economic and social costs of nuclear power to determine if nuclear power's reputation as "unsustainable" is warranted. The sustainability of nuclear power is evaluated in two main categories. The first part focuses on the economics of nuclear power. There are many preconceived notions regarding nuclear power and its associated industry. This section addresses those notions to determine their validity given recent data. The prevalent types of nuclear plants across the U.S., the economics of the stages of nuclear energy production, and its competitiveness relative to other energy sources are addressed, culminating in an evaluation of its modern economic attractiveness as well as its future economic viability. A sustainability assessment would not be complete without addressing the social costs of an energy source, as a sustainable source must be both economically and socially viable. If it can be established that nuclear power can provide energy at lower rates and at a lower cost in terms of externalities, then it would be considered truly sustainable. To investigate those externalities, the second part of the analysis focuses on the human costs associated with the various stages of nuclear energy production. Those costs are then compared to those of alternatives sources of power, and selected case studies are examined to illustrate the ultimate risks associated with nuclear power operations. By quantifying these aspects and comparing the results to alternatives in the field, a better understanding of nuclear energy technology and its potential is achieved. The reader can then ascertain whether nuclear power's reputation as being "unsustainable" is, or is not, a reputation it deserves.

The thesis examines the Indonesian claim of H5N1 viral sovereignty in 2006, and the mutant H5N1 papers controversy in 2011, to analyze the notion of science transcending national boundaries and novel conflicts with science operating on the international stage, specifically for H5N1 preparedness. This thesis argues how the symmetries between the Indonesian sovereignty case and the H5N1 papers controversy illustrate the locus of contention and uncertainty present in the international scientific space, specifically related to the ownership and governance of influenza pandemic preparedness materials and research. To achieve this, the thesis comparatively analyzes the two controversies to reveal the unsettledness in dimensions of both pandemic preparedness and international and transnational governance of science. This symmetrical analysis clarifies the unresolved issues of ownership, control, and accountability, which exist in the scientific international space. The deliberations of both case studies were framed so that the primary goal of the resolutions developed into maintaining scientific openness for public health benefit. With this method of deliberation taken, the significant and unique issues raised by these cases, in addition to the ownership questions that were allowing these controversies to gain prominence, were commonly left unaddressed. In doing so, the potential of the reemergence for similar controversies remains high.

Through this creative project, I executed a Distracted Driving Awareness Campaign at Arizona State University to raise awareness about the dangers of distracted driving, specifically texting while driving. As an Undergraduate Student Government Senator, my priority is the safety and success of students, both in and out of the classroom.

Through this creative project, I executed a Distracted Driving Awareness Campaign at Arizona State University to raise awareness about the dangers of distracted driving, specifically texting while driving. As an Undergraduate Student Government Senator, my priority is the safety and success of students, both in and out of the classroom. By partnering with State Farm and AT&T, we were able to raise awareness about the dangers of distracted driving and collected over 200 pledges from students to never text and drive.

Several prominent research strategy organizations recommend applying life cycle assessment (LCA) early in the development of emerging technologies. For example, the US Environmental Protection Agency, the National Research Council, the Department of Energy, and the National Nanotechnology Initiative identify the potential for LCA to inform research and development (R&D)

Several prominent research strategy organizations recommend applying life cycle assessment (LCA) early in the development of emerging technologies. For example, the US Environmental Protection Agency, the National Research Council, the Department of Energy, and the National Nanotechnology Initiative identify the potential for LCA to inform research and development (R&D) of photovoltaics and products containing engineered nanomaterials (ENMs). In this capacity, application of LCA to emerging technologies may contribute to the growing movement for responsible research and innovation (RRI). However, existing LCA practices are largely retrospective and ill-suited to support the objectives of RRI. For example, barriers related to data availability, rapid technology change, and isolation of environmental from technical research inhibit application of LCA to developing technologies. This dissertation focuses on development of anticipatory LCA tools that incorporate elements of technology forecasting, provide robust explorations of uncertainty, and engage diverse innovation actors in overcoming retrospective approaches to environmental assessment and improvement of emerging technologies. Chapter one contextualizes current LCA practices within the growing literature articulating RRI and identifies the optimal place in the stage gate innovation model to apply LCA. Chapter one concludes with a call to develop anticipatory LCA – building on the theory of anticipatory governance – as a series of methodological improvements that seek to align LCA practices with the objectives of RRI.

Chapter two provides a framework for anticipatory LCA, identifies where research from multiple disciplines informs LCA practice, and builds off the recommendations presented in the preceding chapter. Chapter two focuses on crystalline and thin film photovoltaics (PV) to illustrate the novel framework, in part because PV is an environmentally motivated technology undergoing extensive R&D efforts and rapid increases in scale of deployment. The chapter concludes with a series of research recommendations that seek to direct PV research agenda towards pathways with the greatest potential for environmental improvement.

Similar to PV, engineered nanomaterials (ENMs) are an emerging technology with numerous potential applications, are the subject of active R&D efforts, and are characterized by high uncertainty regarding potential environmental implications. Chapter three introduces a Monte Carlo impact assessment tool based on the toxicity impact assessment model USEtox and demonstrates stochastic characterization factor (CF) development to prioritize risk research with the greatest potential to improve certainty in CFs. The case study explores a hypothetical decision in which personal care product developers are interested in replacing the conventional antioxidant niacinamide with the novel ENM C60, but face high data uncertainty, are unsure regarding potential ecotoxicity impacts associated with this substitution, and do not know what future risk-relevant experiments to invest in that most efficiently improve certainty in the comparison. Results suggest experiments that elucidate C60 partitioning to suspended solids should be prioritized over parameters with little influence on results. This dissertation demonstrates a novel anticipatory approach to exploration of uncertainty in environmental models that can create new, actionable knowledge with potential to guide future research and development decisions.

According to my 2016 survey of ASU undergraduate students, 33% have used stimulant medications (e.g. Adderall or Ritalin) without a prescription to study. I view this practice as a step towards cognitive enhancement, which is the deliberate application of biotechnology to radically alter the human condition. From a foresight perspective, the ability to actively improve human beings, to take our evolutionary destiny into our own hands, may be a turning point on par with agriculture or the use of fossil fuels. The existential risks, however, may be greater than the benefits—and many of the most radical technologies have made little documented progress.

I turn to an actual example where people are trying to make themselves marginally better at academic tasks, as a guide to how future transformative development in human enhancement may be incorporated into everyday practice. This project examines the history and context that led to the widespread use of stimulant medication on college campuses. I describe how Attention Deficit Hyperactivity Disorder (ADHD), for which stimulant medication is prescribed and diverted, governs students, negotiates relationships between parents and school authorities, and manages anxieties resulting from a competitive neoliberal educational system. I extend this archeology of ADHD through the actions and ethical beliefs of college students, and the bioethical arguments for and against human enhancement. Through this work, I open a new space for an expanded role for universities as institutions capable of creating experimental communities supporting ethical cognitive enhancement.
