Motivated by the need for cities to prepare and be resilient to unpredictable future weather conditions, this dissertation advances a novel infrastructure development theory of “safe-to-fail” to increase the adaptive capacity of cities to climate change. Current infrastructure development is primarily reliant on identifying probable risks to engineered systems and making infrastructure reliable to maintain its function up to a designed system capacity. However, alterations happening in the earth system (e.g., atmosphere, oceans, land, and ice) and in human systems (e.g., greenhouse gas emission, population, land-use, technology, and natural resource use) are increasing the uncertainties in weather predictions and risk calculations and making it difficult for engineered infrastructure to maintain intended design thresholds in non-stationary future. This dissertation presents a new way to develop safe-to-fail infrastructure that departs from the current practice of risk calculation and is able to manage failure consequences when unpredicted risks overwhelm engineered systems.

This dissertation 1) defines infrastructure failure, refines existing safe-to-fail theory, and compares decision considerations for safe-to-fail vs. fail-safe infrastructure development under non-stationary climate; 2) suggests an approach to integrate the estimation of infrastructure failure impacts with extreme weather risks; 3) provides a decision tool to implement resilience strategies into safe-to-fail infrastructure development; and, 4) recognizes diverse perspectives for adopting safe-to-fail theory into practice in various decision contexts.

Overall, this dissertation advances safe-to-fail theory to help guide climate adaptation decisions that consider infrastructure failure and their consequences. The results of this dissertation demonstrate an emerging need for stakeholders, including policy makers, planners, engineers, and community members, to understand an impending “infrastructure trolley problem”, where the adaptive capacity of some regions is improved at the expense of others. Safe-to-fail further engages stakeholders to bring their knowledge into the prioritization of various failure costs based on their institutional, regional, financial, and social capacity to withstand failures. This approach connects to sustainability, where city practitioners deliberately think of and include the future cost of social, environmental and economic attributes in planning and decision-making.

Scenario planning originally garnered attention within the corporate sector as a tool to manage energy transitions, but it has gained traction within the field of sustainability. It is a process for exploring potential futures and thinking critically about complex decisions that involve high degrees of uncertainty. It is also effective in shifting mental models, engaging diverse stakeholders, and enhancing organizational learning, making it ideal for the complex problems that sustainability seeks to address. The resulting insights from scenario planning are typically used in strategic planning, which further aligns it with sustainability’s commitments to action-oriented solutions.

As a highly participative process, its success hinges on inclusive and just engagement of participants. This dissertation employed a multimethod approach to address the question, “What impacts do social dynamics have on participation in scenario planning for sustainability?” First, I conducted an ethical exploration of participation, looking to the systemic societal factors that might function as barriers to authentic participation. Next, I conducted an ethnographic study of a scenario planning workshop to identify ways in which social influence and authority impact participation in the process. Finally, I piloted a psychology study that explored the impact of explicit acknowledgement of status differential and the use of pre-event brainstorming on participation in a small group task that parallels scenario planning interactions.

In doing so, this dissertation presents a conceptual framework from which to understand the role of participation in scenario planning for sustainability and coins the term “strawman participation,” drawing attention to the role and function of social influence in participatory processes. If “token participation” arises from participants not being granted decision-making power, strawman participation develops from social/structural barriers, then “authentic participation” allows for both decision-making power and social capacity for participation. Though my findings suggest that scenario planning utilizes methods to equalize participation and engage diverse participants, factors such as status differentials and gender dynamics impact authentic participation. Results of the pilot study point to the utility of status concealment and individual-level brainstorming to bolster participation. Ultimately, this work contributes to a more nuanced understanding of participation in service of more robust, pluralistic sustainability decision making.

Agglomeration research has investigated a key research question, i.e., why do firms in a specific industry co-locate geographically? In the agglomeration literature, it has been assumed that each firm has one business establishment in a cluster such that firms always co-locate with competitors. However, it is often observed that firms operate several business establishments in a cluster, so they co-locate not only with competitors (i.e., inter-firm agglomeration) but also with their own business establishments (i.e., intra-firm agglomeration). While inter-firm agglomeration is a counterpart to the traditional concept of agglomeration, intra-firm agglomeration is a new concept in agglomeration research. The separation between intra-firm and inter-firm agglomeration raises two research questions – 1) how does intra-firm agglomeration differ from inter-firm agglomeration? and 2) do firms decide their locations for intra-firm vs. inter-firm agglomeration differently? These questions actually extend the key question in agglomeration research into a new setting in which firms have several business establishments in a cluster. I proposed that firms can extract more benefits but neutralize more threats from agglomeration through intra-firm agglomeration than through inter-firm agglomeration. I further developed research hypotheses to test this argument in a research context in which multi-unit firms decide their new establishments’ distances to competitors and their other establishments at the same time. The hypotheses received empirical support in an empirical setting in which 10 large multi-unit hotel firms established new hotels in 20 U.S. cities, and several supplementary analyses show that these results are robust.

The practice of Facility Condition Assessments (FCA’s) has received academic attention with over 20 condition assessment methodologies to date, focusing on condition gradients and scale ratings. However, little attention has been brought to the life cycle of an FCA, specifically how building owners and managers plan and conduct an FCA.

The practice of Facility Condition Assessments (FCA’s) has received academic attention with over 20 condition assessment methodologies to date, focusing on condition gradients and scale ratings. However, little attention has been brought to the life cycle of an FCA, specifically how building owners and managers plan and conduct an FCA. FCA methodologies in academic research are complex, sophisticated and require time for implementation that a typical facility manager does not have. This work showcases the need for simpler, more practical planning variables for a facility manager to begin the process of planning for an FCA in their management of a facilities portfolio. This research is a compilation of two national studies, the creation of an FCA project lifecycle analytical framework, and the creation of an organizational FCA maturity self-assessment model. Data was collected through semi-structured interviews from facility managers and facility condition assessment service providers to gain in-depth insight and understanding of the current practice of facility condition assessments in the facility management profession. This data was used to develop national surveys for both facility owners/managers and FCA service providers. An FCA project delivery model was developed through a Delphi study, representing an FCA project lifecycle. The development of a multi-phased FCA project delivery method provides a relative position and sequence of phases representing an FCA project lifecycle. An organizational FCA maturity self-assessment model was created as the first step for organizations to measure their current state of FCA awareness, FCA practice, state of reliability, asset knowledge posture and historical capital spending. The resulting research makes two distinct contributions to the literature. The first contribution is the sequencing of FCA project phases provides an analytic framework for understanding an FCA project lifecycle, providing owners, FCA practitioners and researchers to acknowledge that an FCA project represents a lifecycle model. The second contribution is an FCA planning tool for building owners and managers that allows an organization to bring to light the current state of FCA awareness and help communicate the value proposition FCA’s can afford to an organization. Recommendations for future research on the role of an FCA are provided.

The Market-Oriented Theory (MOT), the Resource-Based Model and their complementary perspective try to answer this fundamental question. The primary goal of this study is to lay the groundwork for Standardized Strategic Assessment Framework (SSAF).

A fundamental question in the field of strategic management is how companies achieve sustainable competitive advantage. The Market-Oriented Theory (MOT), the Resource-Based Model and their complementary perspective try to answer this fundamental question. The primary goal of this study is to lay the groundwork for Standardized Strategic Assessment Framework (SSAF). The SSAF, which consists of a set of six models, aids in the evaluation and assessment of current and future strategic positioning of Small and Medium Enterprises (SMEs). The SSAF was visualized by IDEF0, a systems engineering tool. In addition, a secondary goal is the development of models to explain relationships between a company's resources, capabilities, and competitive strategy within the SSAF. Six models are considered within the SSAF, including R&D; activities model, product innovation model, process innovation model, operational excellence model, and export performance model. Only one of them, R&D; activities model was explained in-debt and developed a model by transformational system. In the R&D; activities model, the following question drives the investigation. Do company R&D; inputs (tangible, intangible and human resources) affect R&D; activities (basic research, applied research, and experimental development)? Based on this research question, eight hypotheses were extrapolated regarding R&D; activities model. In order to analyze these hypotheses, survey questions were developed for the R&D; model. A survey was sent to academic staff and industry experts for a survey instrument validation. Based on the survey instrument validation, content validity has been established and questions, format, and scales have been improved for future research application.
