This study is a cultural history of danger, disaster, and steam-powered transportation in nineteenth-century America. The application of steam power to transportation, a globally transformative innovation, had particular influence in the early United States. A vast American continent with difficult terrain and poor infrastructure posed significant challenges, both to individual mobility and to a nation eager to build an integrated economy, a unified culture, and a functional republican government. Steamboats and locomotives offered an apparent solution, their speed and power seemingly shrinking distances between places and expanding mobility and access across space, a process contemporaries and scholars have described as a sort of space-time compression. However, these machines that overcame space also blew up, caught fire, wrecked, collided, derailed, and broke down, killing tens, and often hundreds, of Americans at a time. This dissertation analyzes the ways Americans encountered, interpreted, and adapted to these new dangers, all the while making the technology that created them an ever more essential aspect of their lives. I argue that Americans’ responses to disasters, filtered through the transportation and communication networks created by steam power, constituted a deep, shared reflection about the nature of expanded mobility in a fast-evolving modern America. Though few suffered disaster directly, Americans collectively framed the danger of steam as both a profound national problem and an evocative symbol of modernity. Through public conversations mediated by print, Americans identified susceptibility to danger as inherent to high-speed travel, and, alongside practical safety measures, developed distinctly modern cultural adaptations to understand and manage that danger. By century's end, Americans had cultivated a modern mentality on mobility, technology, and danger: though most Americans never experienced disaster they were intimately aware of it, and though familiar with catastrophe they understood it as unlikely and accepted it as a feature of their modern technological lives.

Scholars have highlighted the role of disturbance and crisis, including disasters, in enabling systemic change towards sustainability. However, there are relatively few empirical studies on how individuals and organizations are able to utilize disasters as opportunities for change towards sustainability. This dissertation addresses three questions applied to two case studies:

Scholars have highlighted the role of disturbance and crisis, including disasters, in enabling systemic change towards sustainability. However, there are relatively few empirical studies on how individuals and organizations are able to utilize disasters as opportunities for change towards sustainability. This dissertation addresses three questions applied to two case studies: First, what changes were pursued in the aftermath of disasters, and to what extent did these changes contribute to sustainability? Second, how were people (and their organizations) able to pursue change towards sustainability? Third, what can be learned about seeing and seizing opportunities for change towards sustainability in disaster contexts and about sustaining those introduced changes over time?

The research entailed the creation of a theoretical framework, synthesizing literature from disaster studies and sustainability transition studies, to enable cross-case comparison and the appraisal of sustainability outcomes (Chapter 1). The framework was applied to two empirical case studies of post-disaster recovery: the 2004 Indian Ocean Tsunami in Aceh, Indonesia (Chapter 2), and the 2010-2012 series of earthquakes in the greater Christchurch area, New Zealand (Chapter 3).

The research revealed no systemic change towards sustainability in either case, although change towards sustainability was pursued in various areas, such as housing, educating, caring, and engaging in governance. Opportunities for sustainability emerged at different points following the disaster; change processes are ongoing. The sustainability changes were supported by “Sustainability Change Agents” (SCAs): people who were able to see and seize opportunities for change towards sustainability in the midst of disaster. SCAs were characterized as individuals with various attributes, starting with an ability to perceive opportunities, catalyze others to support this risk-taking endeavor, and stay in the endurance race. The study concludes with some recommendations for interventions to inform pre-disaster sustainability planning. These avenues include a toolbox and a curricular approach that would educate and enable students as future professionals to see and seize opportunities for change towards sustainability in disaster contexts (Chapter 4).

Environmental change and natural hazards represent a challenge for sustainable development. By disrupting livelihoods and causing billions of dollars in damages, disasters can undo many decades of development. Development, on the other hand, can actually increase vulnerability to disasters by depleting environmental resources and marginalizing the poorest. Big disasters and big cities get the most attention from the media and academia. The vulnerabilities and capabilities of small cities have not been explored adequately in academic research, and while some cities in developed countries have begun to initiate mitigation and adaptation responses to environmental change, most cities in developing countries have not. In this thesis I explore the vulnerability to flooding of the US-Mexico border by using the cities of Nogales, Arizona, USA and Nogales, Sonora, Mexico as a case study. I ask the following questions: What is the spatial distribution of vulnerability, and what is the role of the border in increasing or decreasing vulnerability? What kind of coordination should occur among local institutions to address flooding in the cities? I use a Geographic Information System to analyze the spatial distribution of flood events and the socio-economic characteristics of both cities. The result is an index that estimates flood vulnerability using a set of indicators that are comparable between cities on both sides of the border. I interviewed planners and local government officials to validate the vulnerability model and to assess collaboration efforts between the cities. This research contributes to our understanding of vulnerability and sustainability in two ways: (1) it provides a framework for assessing and comparing vulnerabilities at the city level between nations, overcoming issues of data incompatibility, and (2) it highlights the institutional arrangements of border cities and how they affect vulnerability.

Traditionally, emergency response is in large part the role and responsibility of formal organizations. Advances in information technology enable amateurs or concerned publics to play a meaningful role in emergency response. Indeed, in recent catastrophic disasters or crises such as the 2010 Haiti earthquake and the 2011 Japan earthquake and nuclear crisis, participatory online groups of the general public from both across the globe and the affected areas made significant contributions to the effective response through crowdsourcing vital information and assisting with the allocation of needed resources. Thus, a more integrative lens is needed to understand the responses of various actors to catastrophic crises or disasters by taking into account not only formal organizations with legal responsibilities, but also volunteer-based, participatory groups who actively participate in emergency response. In this dissertation, I first developed an “event-driven” lens for integrating both formal and volunteer-based, participatory emergency responses on the basis of a comprehensive literature review (chapter 1). Then I conducted a deeper analysis of one aspect of the event-driven lens: relationships between participatory online groups and formal organizations in crisis or disaster situations. Specifically, I explored organizational and technical determinants and outcomes of forming such relationships (chapter 2). As a consequence, I found out three determinants (resource dependence, shared understanding, and information technology) and two outcomes (inter-organizational alignment and the effectiveness of coordinated emergency response) of the relationship between participatory online groups and formal organizations and suggested seven hypotheses. Furthermore, I empirically tested these hypotheses, focusing on the 2015 Nepal earthquake case (chapter 3). As a result, I found empirical evidence that supports that shared understanding and information technology improve the development of the relationship between participatory online groups and formal organizations. Moreover, research findings support that the development of the relationship enhances inter-organizational coordination. Lastly, I provide implications for future research (chapter 4). This dissertation is expected to contribute to bridging the disconnect between the emergency management literature and the crisis informatics literature. The theoretical insight from inter-organizational relations (IOR) theory provides another contribution.

Recent extreme weather events such the 2020 Nashville, Tennessee tornado and Hurricane Maria highlight the devastating economic losses and loss of life associated with weather-related disasters. Understanding the impacts of extreme weather events is critical to mitigating disaster losses and increasing societal resilience to future events. Geographical approaches are best suited to examine social and ecological factors in extreme weather event impacts because they systematically examine the spatial interactions (e.g., flows, processes, impacts) of the earth’s system and human-environment relationships. The goal of this research is to demonstrate the utility of geographical approaches in assessing social and ecological factors in extreme weather event impacts. The first two papers analyze the social factors in the impact of Hurricane Sandy through the application of social geographical factors. The first paper examines how knowledge disconnect between experts (climatologists, urban planners, civil engineers) and policy-makers contributed to the damaging impacts of Hurricane Sandy. The second paper examines the role of land use suitability as suggested by Ian McHarg in 1969 and unsustainable planning in the impact of Hurricane Sandy. Overlay analyses of storm surge and damage buildings show damage losses would have been significantly reduced had development followed McHarg’s suggested land use suitability. The last two papers examine the utility of Unpiloted Aerial Systems (UASs) technologies and geospatial methods (ecological geographical approaches) in tornado damage surveys. The third paper discusses the benefits, limitations, and procedures of using UASs technologies in tornado damage surveys. The fourth paper examines topographical influences on tornadoes using UAS technologies and geospatial methods (ecological geographical approach). This paper highlights how topography can play a major role in tornado behavior (damage intensity and path deviation) and demonstrates how UASs technologies can be invaluable tools in damage assessments and improving the understanding of severe storm dynamics (e.g., tornadic wind interactions with topography). Overall, the significance of these four papers demonstrates the potential to improve societal resilience to future extreme weather events and mitigate future losses by better understanding the social and ecological components in extreme weather event impacts through geographical approaches.
