The dynamics of urban water use are characterized by spatial and temporal variability that is influenced by associated factors at different scales. Thus it is important to capture the relationship between urban water use and its determinants in a spatio-temporal framework in order to enhance understanding and management of urban water demand. This dissertation aims to contribute to understanding the spatio-temporal relationships between single-family residential (SFR) water use and its determinants in a desert city. The dissertation has three distinct papers to support this goal. In the first paper, I demonstrate that aggregated scale data can be reliably used to study the relationship between SFR water use and its determinants without leading to significant ecological fallacy. The usability of aggregated scale data facilitates scientific inquiry about SFR water use with more available aggregated scale data. The second paper advances understanding of the relationship between SFR water use and its associated factors by accounting for the spatial and temporal dependence in a panel data setting. The third paper of this dissertation studies the historical contingency, spatial heterogeneity, and spatial connectivity in the relationship of SFR water use and its determinants by comparing three different regression models. This dissertation demonstrates the importance and necessity of incorporating spatio-temporal components, such as scale, dependence, and heterogeneity, into SFR water use research. Spatial statistical models should be used to understand the effects of associated factors on water use and test the effectiveness of certain management policies since spatial effects probably will significantly influence the estimates if only non-spatial statistical models are used. Urban water demand management should pay attention to the spatial heterogeneity in predicting the future water demand to achieve more accurate estimates, and spatial statistical models provide a promising method to do this job.

By engaging an interdisciplinary approach, I uncover the epidemiological, historical-geographical, and mitigation dimensions of human vulnerability to extreme heat in a rapidly urbanizing region characterized by an intense urban heat island and summertime heat waves.

This dissertation explores vulnerability to extreme heat hazards in the Maricopa County, Arizona metropolitan region. By engaging an interdisciplinary approach, I uncover the epidemiological, historical-geographical, and mitigation dimensions of human vulnerability to extreme heat in a rapidly urbanizing region characterized by an intense urban heat island and summertime heat waves. I first frame the overall research within global climate change and hazards vulnerability research literature, and then present three case studies. I conclude with a synthesis of the findings and lessons learned from my interdisciplinary approach using an urban political ecology framework. In the first case study I construct and map a predictive index of sensitivity to heat health risks for neighborhoods, compare predicted neighborhood sensitivity to heat-related hospitalization rates, and estimate relative risk of hospitalizations for neighborhoods. In the second case study, I unpack the history and geography of land use/land cover change, urban development and marginalization of minorities that created the metropolitan region's urban heat island and consequently, the present conditions of extreme heat exposure and vulnerability in the urban core. The third study uses computational microclimate modeling to evaluate the potential of a vegetation-based intervention for mitigating extreme heat in an urban core neighborhood. Several findings relevant to extreme heat vulnerability emerge from the case studies. First, two main socio-demographic groups are found to be at higher risk for heat illness: low-income minorities in sparsely-vegetated neighborhoods in the urban core, and the elderly and socially-isolated in the expansive suburban fringe of Maricopa County. The second case study reveals that current conditions of heat exposure in the region's urban heat island are the legacy of historical marginalization of minorities and large-scale land-use/land cover transformations of natural desert land covers into heat-retaining urban surfaces of the built environment. Third, summertime air temperature reductions in the range 0.9-1.9 °C and of up to 8.4 °C in surface temperatures in the urban core can be achieved through desert-adapted canopied vegetation, suggesting that, at the microscale, the urban heat island can be mitigated by creating vegetated park cool islands. A synthesis of the three case studies using the urban political ecology framework argues that climate changed-induced heat hazards in cities must be problematized within the socio-ecological transformations that produce and reproduce urban landscapes of risk. The interdisciplinary approach to heat hazards in this dissertation advances understanding of the social and ecological drivers of extreme heat by drawing on multiple theories and methods from sociology, urban and Marxist geography, microclimatology, spatial epidemiology, environmental history, political economy and urban political ecology.

The subject of bilingual language use in the southwestern United States has been widely researched. However research pertaining to the Phoenix Metropolitan area is lacking. Studies have shown that language choice is governed by linguistic as well as social constraints (Gumperz, 1977; Poplack 1980; 1981). This study examined and compared the code-switching behaviors of two communities in the southwestern United States: Antonito, Colorado and the Phoenix Metropolitan area in Arizona. The study explored the social and linguistic factors that are said to govern code-switching behaviors such as the type of switches made (intra-sentential or single lexical switches), the position in the utterance where the switch occurs (final or other), the direction of the switch (an utterance beginning in English and ending in Spanish, or beginning in Spanish and ending in English), the gender and level of education of the participants (college or above; high school or below), the ethnicity of the interviewer (Anglo or Hispanic), as well as which of the aforementioned social and linguistic factors most favored intra-sentential switches. The study used corpus data, with four participants from each community for a total of eight interviews. Participants from each corpus were selected to control for gender, the highest level of education achieved and the ethnicity of the interviewer. The study found that in the corpora looked at, linguistic factors such as position of the switch and direction of the switch affected intra-sentential switches more than social factors, although in terms of frequencies within individual factor groups, social factors such as the ethnicity of the interviewer, and the participant's level of education were found to be significant in affecting code-switching behavior.

Canal oriented development (COD) is a placemaking concept that aims to create mixed use developments along canal banks using the image and utility of the waterfront as a natural attraction for social and economic activity. COD has the potential to for landlocked cities, which are lacking a traditional harbor, to pursue waterfront development which has become an important economic development source in the post-industrial city. This dissertation examines how COD as a placemaking technique can and has been used in creating urban development. This topic is analyzed via three separate yet interconnecting papers. The first paper explores the historical notion of canals as an urban economic development tool with particular attention paid to the Erie Canal. The second paper explores the feasibility of what it would take for canal development to occur in the Phoenix region. The third and final paper explores the importance of place in urban design and the success or nonsuccess of COD as a place maker through the examination of three different CODs.

Civic leadership in Phoenix, Arizona promoted the city's performing arts as part of a deliberate plan towards the larger growth agenda after World War II. From the 1940s through the late 1960s, the business and professional leaders who controlled city government served on boards for performing arts groups, built venues, offered financial support, and sometimes participated as artists in order to attract high-technology firms and highly skilled workers to the area. They believed one aspect of Phoenix's urban development included a need for quality, high-culture performing arts scene that signaled a high quality of life and drew more residents. After this era of boosterism ended and control shifted from business and professional leaders to city government, performing arts support fluctuated with leadership's attitudes and the local, state, and national economies. The early civic leaders were successful in their overall mission to expand the city - now the sixth largest in the nation - and many of the organizations and venues they patronized still serve the community; however, the commitment to developing a quality arts and culture scene waned. Today's public, private, and arts and culture leaders are using the same argument as Phoenix tries once again to become a high-technology center. The theory that arts and culture stimulate the economy directly and indirectly is true today as it was in the 1940s. Although the plan was effective, it needed fully committed supporters, strong infrastructure, and continued revising in order to move the vision into the twenty-first century.

It has been identified in the literature that there exists a "spatial mismatch" between geographical concentrations of lower-income or minority people who have relatively lower rates of car ownership, lower skills or educational attainment and who mainly rely on public transit for their travel, and low-skilled jobs for which they more easily qualify. Given this situation, various types of transportation projects have been constructed to improve public transit services and, alongside other goals, improve the connection between low-skilled workers and jobs. As indicators of performance, measures of job accessibility are commonly used in to gauge how such improvements have facilitated job access. Following this approach, this study investigates the impact of the Phoenix Metro Light Rail on job accessibility for the transit users, by calculating job accessibility before and after the opening of the system. Moreover, it also investigates the demographic profile of those who have benefited from improvements in job accessibility----both by income and by ethnicity. Job accessibility is measured using the cumulative opportunity approach which quantifies the job accessibility within different travel time limits, such as 30 and 45 minutes. ArcGIS is used for data processing and results visualization. Results show that the Phoenix light rail has improved job accessibility of the traffic analysis zones that are along the light rail line and Hispanic and lower-income groups have benefited more than their counterparts.

Postwar suburban sprawl resulted in environmental consequences that engendered backlash from those concerned about the quality life in the places they lived, played, and worked. Few cities grew as rapidly as Phoenix and therefore the city offers an important case study to evaluate the success and limits of environmentalism in shaping urban growth in the postwar period.

Using three episodes looking at sanitation and public health, open space preservation, and urban transportation, I argue three factors played a critical role in determining the extent to which environmental values were incorporated into Phoenix's urban growth policy. First, the degree to which environmental values influenced urban policy depends on the degree to which they fit into the Southwestern suburban lifestyle. A desire for low-density development and quality of life amenities like outdoor recreation resulted in decisions to extend municipal sewers further into the desert, the creation of a mountain preserve system, and freeways as the primary mode of travel in the city. Second, federal policy and the availability of funds guided policies pursued by Phoenix officials to deal with the unintended environmental impacts of growth. For example, federal dollars provided one-third of the funds for the construction of a centralized sewage treatment plant, half the funds to save Camelback Mountain and ninety percent of the construction costs for the West Papago-Inner Loop. Lastly, policy alternatives needed broad and diverse public support, as the public played a critical role, through bond approvals and votes, as well as grassroots campaigning, in integrating environmental values into urban growth policy. Public advocacy campaigns played an important role in setting the policy agenda and framing the policy issues that shaped policy alternatives and the public's receptivity to those choices.

Urban policy decisions are part of a dynamic and ongoing process, where previous decisions result in new challenges that provide an opportunity for debate, and the incorporation of new social values into the decision-making process. While twenty-first century challenges require responses that reflect contemporary macroeconomic factors and social values, the postwar period demonstrates the need for inclusive, collaborative, and anticipatory decision-making.

The United States elderly population is becoming increasingly larger, there is a need for a more adequate housing type to accommodate this population. It is estimated that by 2020, there will be a need for approximately 1.6 to 2.9 million units of affordable Assisted Living (Blake, 2005). With limited income and higher health bills, adequate housing becomes a low priority. It is estimated that 7.1 million elderly households have serious housing problems. (Blake, 2005) The scope of this research will look at literature, case studies, and interviews to begin to create and understand the necessary design aspects of Assisted Living and Affordable Housing to better create a housing typology that includes both low income residents and Assisted Living needs. This research hopes to have an outcome of Design Recommendations that can be utilized by designers when designing for an Affordable Assisted Living typology.

Chloroform (CHCl3) is an important atmospheric pollutant by its direct health effects as well as by its contribution to photochemical smog formation. Chloroform (CHCl3) is an important atmospheric pollutant by its direct health effects as well as by its contribution to photochemical smog formation. Chloroform outgassing from swimming pools is not typically considered a source of atmospheric CHCl3 because swimming pools are scarce compared to other sources. However, large urban areas in hot climates such as Phoenix, AZ contain a substantial amount of swimming pools, potentially resulting in significant atmospheric fluxes. In this study, CHCl3 formation potential (FP) from disinfection of swimming pools in Phoenix was investigated through laboratory experiments and annual CHCl3 emission fluxes from swimming pools were estimated based on the experimental data.

Swimming pool water (collected in June 2014 in Phoenix) and model contaminants (Pharmaceuticals and Personal Care Products (PPCPs), Endocrine Disrupting Compounds (EDCs), artificial sweeteners, and artificial human waste products) were chlorinated in controlled laboratory experiments. The CHCl3 production during chlorination was determined using Gas Chromatography-Mass Spectrometry (GC-MS) following solid-phase microextraction (SPME). Upon chlorination, all swimming pool water samples and contaminants produced measureable amounts of chloroform. Chlorination of swimming pool water produced 0.005-0.134 mol CHCl3/mol C and 0.004-0.062 mol CHCl3/mol Cl2 consumed. Chlorination of model contaminants produced 0.004-0.323 mol CHCl3/mol C and 0.001-0.247 mol CHCl3/mol Cl2 consumed. These numbers are comparable and indicate that the model contaminants react similarly to swimming pool water during chlorination. The CHCl3 flux from swimming pools in Phoenix was estimated at approximately 3.9-4.3 Gg/yr and was found to be largely dependent on water temperature and wind speed while air temperature had little effect. This preliminary estimate is orders of magnitude larger than previous estimates of anthropogenic emissions in Phoenix suggesting that swimming pools might be a significant source of atmospheric CHCl3 locally.

This thesis examines the immediate post-World War II operational strategy of Valley National Bank of Arizona, a Phoenix-based institution in operation from 1899 until its 1992 acquisition by Ohio-based Banc One Corporation (now JPMorgan Chase). For the purposes of this study, the immediate post-war period is defined as 1944 to January 20, 1953, a span that opens with the bank's wartime planning efforts for the post-war period and ends with the 1953 retirement of bank president Walter Bimson. By the end of World War II, Valley National ranked as the largest financial institution in the eight-state Rocky Mountain region, as measured by total deposits. However, post-war regulatory issues, competitor expansion, and an inability to generate deposit volume sufficient to meet subject period loan demands challenged bank leaders seeking to maintain market share and grow company profitability and stock value. In response to these difficulties, the bank focused on a three-pronged operational strategy emphasizing advertising, market-appropriate deposit and loan product offerings, and an aggressive branching and acquisition campaign. This strategy did not result in unmitigated success as the bank did experience a decrease in average deposit account balances, lost mortgage market share, and undertook acquisition activity that later resulted in federal antitrust action. However, by the end of the subject period, the three-pronged strategy employed by the bank did result in an increase in deposit dollar market share, as measured by deposits controlled directly and indirectly by the institution, rising annual net profits, and substantial share price appreciation. The findings related to bank strategy and results presented in this thesis are based primarily upon information found in the 169-box Valley National Bank Collection housed at the Arizona Historical Society. Extensive newspaper research conducted using targeted date range and keyword searches and careful consideration of secondary source materials relating to the bank, the banking industry, and state, regional, and national politics, economics, and culture during the subject period provided additional information used in this study, and corroborated much of the material found in the Valley National Bank Collection files.
