Fostering Exploitation is a thesis project that examines the link between foster care and prostitution. It identifies and explains the various factors that contribute to the significant percentage of foster care children who end up as victims of sex trafficking. Specifically, it addresses three main elements that make foster children more vulnerable to being trafficked and recruited into the sex industry: sexual/physical/emotional abuse, negative understanding of self, and running away, which leads to homelessness. In addition, it highlights several suggestions that can help curtail this issue and assist in rehabilitating the children, including the development of adequate housing solutions, drug addiction treatment services, and legislation/policy changes. While part of this thesis is a literature review that includes in-depth research, the largest aspect of this project comes in the form of a video. The video presents interviews from a sex trafficking survivor, care provider, and a police lieutenant. Ultimately, it serves as a resource and informational tool that raises awareness on the modern day form of slavery.

Camp Hope is an organization dedicated to motivating children in foster care to pursue higher education. In this paper, the organization's founder applies the engineering design process to the problems currently facing Arizona's foster care system. What emerges is Camp Hope (i.e. the "product") and in turn a model by which it can be promulgated throughout the Phoenix metropolitan area and abroad. Prototype camps held abroad in Mexico, and at local group homes in Tempe, Arizona verify the initial user inputs with 68% of campers reporting new academic interests in pre/post camp surveys. Future work includes continued fine-tuning of the model through continued Arizona camps, and longer-term surveys tracking the development of children who participate in the program.

Research into Phoenix-area School Districts' Supports and Incentives for graduation and higher education with regard to students in the foster care system

This paper is written to describe the results of an undergraduate thesis project which grew from an interest in the various supports teenagers in the foster care system can obtain the city of Phoenix, Arizona. Since graduation rates are quite low for this demographic on a national level, there is a need to research what incentives and supports various high school districts in different cities and towns within Phoenix offer students within the foster care system in order to promote graduation and potentially the pursuit of higher education. Literary texts were analyzed and district and high school officials from around the Phoenix-area were interviewed. Information gathered from these correspondences was followed by contacting local colleges in order to see what those institutions provide in terms of scholarships and housing, since after age 18 these teenagers are no longer considered wards of the state and therefore "age out" of the system. The results of this endeavor are written on the following pages.

In the first chapter, I study the two-sided, dynamic matching problem that occurs in the United States (US) foster care system. In this market, foster parents and foster children can form reversible foster matches, which may disrupt, continue in a reversible state, or transition into permanency via adoption. I first present an empirical analysis that yields four new stylized facts related to match transitions of children in foster care and their exit through adoption. Thereafter, I develop a two-sided dynamic matching model with five key features: (a) children are heterogeneous (with and without a disability), (b) children must be foster matched before being adopted, (c) children search for parents while foster matched to another parent, (d) parents receive a smaller per-period payoff when adopting than fostering (capturing the presence of a financial penalty on adoption), and (e) matches differ in their quality. I use the model to derive conditions for the stylized facts to arise in equilibrium and carry out predictions regarding match quality. The main insight is that the intrinsic disadvantage (being less preferred by foster parents) faced by children with a disability exacerbates due to the penalty. Moreover, I show that foster parents in high-quality matches (relative to foster parents in low-quality matches) might have fewer incentives to adopt.

In the second chapter, I study the Minnesota's 2015 Northstar Care Program which eliminated the adoption penalty (i.e., the decrease in fostering-based financial transfers associated with adoption) for children aged six and older, while maintaining it for children under age six. Using a differences-in-differences estimation strategy that controls for a rich set of covariates, I find that parents were responsive to the change in direct financial payments; the annual adoption rate of older foster children (aged six to eleven) increased by approximately 8 percentage points (24% at the mean) as a result of the program. I additionally find evidence of strategic adoption behavior as the adoption rate of younger children temporarily increased by 9 percentage points (23% at the mean) while the adoption rate of the oldest children (aged fifteen) temporarily decreased by 9 percentage points (65% at the mean) in the year prior to the program's implementation.

Uncharted territory: experiences of foster care youth navigating the mental health system as they age out of care

Youth who turn 18 in the foster care system often face the difficulty of transitioning to adulthood without traditional emotional and financial supports. Early experiences of trauma impact their mental health and receipt of services both while in care as well as decisions whether to continue services after leaving care.

Using the behavior analytic model, this dissertation explores the challenging and supportive situations former foster youth experience with mental health services while transitioning to adulthood. Qualitative interviews and focus groups inform the development of a quantitative instrument in a mixed methods, sequential exploratory research design. The resulting instrument identifies the most intense and frequently encountered situations former foster youth experience, related to their mental health and transitions to adulthood.

Results indicate the most challenging situations foster youth experience during the transition are related to overwhelming expectations, receiving mixed messages from professionals, feelings of isolation, and a lack of voice and choice with regard to mental health services. Young adults in this study also emphasized the importance of responsive engagement, self-efficacy, and consistency in relationships both formally and informally.

This research provides important implications for social work practice, policy, and education. Acknowledging the voice of foster youth gives them a choice in services and allows for realistic transition planning. Developing problem-solving skills and a support network beyond foster care are necessary strategies of preparation to age out. Finally, practitioners should recognize the impact of trauma and other contextual factors when conducting assessment and treatment, to promote positive outcomes.

Resilient youth in the foster care system: examining the impact of risk and protective factors on adolescent substance use

Although child welfare services are anticipated, in part, to lessen the negative

influence of maltreatment on childhood and adolescent development, there is evidence

that involvement in the foster care system negatively affects adolescent substance

use. Within the literature, limited empirical research has emerged in regard to this issue.

The present study aims to fill this critical gap in the literature by examining the

association between baseline biological, psychological, and social risk and protective

factors on adolescent involvement in substance use, and frequency of substance use, over

a period of 24 months for foster care involved youth. Furthermore, the present study

compares substance use behaviors between youth with differing experiences of

maltreatment subtypes and severity levels. Data come from VOYAGES, a longitudinal

study of older adolescents in the custody of the Missouri Children’s Division for foster

care services. The current analysis reports on those youth who completed both the

baseline and the final interview (N=323). Key findings include significant associations

between baseline peer substance use, lowered levels of school commitment, mentorship,

and familial support with later adolescent substance use. Overall, the existence of

numerous individual risk factors far outweighs the potential of protective factors

buffering against subsequent substance use in the current study. The foster care system,

although well-intentioned, potentially barricades individuals from successfully navigating

through adolescence and early adulthood without engaging in risky behaviors such as

substance use. Given the high prevalence of substance use among those placed in the

care of the foster care system, prevention efforts for this population requires an improved

understanding of psychosocial risk and protective factors.

Sensing the State, Strategizing Survival: Foster Care and the Ordering of Spacetimebodyminds

Those who are in or have aged out of foster care, most of whom are queer, Black, brown, and low-income, are represented by social workers, educational advocates, behavioral health specialists, and the mainstream media as “at-risk” for criminal behavior, teen pregnancy, homelessness, and lower levels of educational attainment. Current and former residents of foster care and their experiences must be understood beyond these deficit models in order to restore humanity to and bring about positive change for this population. This project traced the strategies for survival of those in and aged out of foster care in Arizona through artmaking and critical qualitative methods.

Using borderlands theory and medicinal histories, I demonstrated how system involved youth paint a picture of foster care as a dehumanizing borderland creating una cultura mestiza – a hybrid culture that youth learned to navigate as both healers and healing. Additionally, I argued the foster care system is inherently disabling by way of the processual (re)narrativization the system dictates in order to make those in the system legible to the State through the labeling of mental and physical disabilities. Lastly, I explored insights garnered about foster care through ensemble-based devised theatre. I found it is important to have systemic representations of foster care in tandem with embodied experiences of said system. Collage-making served as an accessible mechanism for relationship building, material generation, and material knowledge. I discovered meaningful ways of representing absent presences of system involved people through feeding forward their artistic creations into the devising process. Taken together, I found foster care system involved people survive through art and creativity, connection to people and places, and keen resourcefulness cultivated in the system.

ABSTRACT Many foster children experience numerous placements while in out-of-home care; some up to fifteen in an 18 month period (Newton, Litrownik, & Landsverk, 2000). Placement stability is important for children to find permanent families, and for social, emotional and educational development of children. This study used the National Survey of Child and Adolescent Well-being (NSCAW) data set to examine foster child and caregiver characteristics, and the caregiver-child relationship as a predictor of placement stability in the long term foster care general sample. Logistic regression was performed with the Complex Samples add-on to appropriately weight the NSCAW sampling. Children who were placed in foster homes or kinship homes and who had not been returned home at the Wave 3 interview were included in the study. The sample consisting of 562 children was divided into three groups based on age: Early Group 1, childhood ages 1to 5, group 1;Group 2, Middle childhood ages 6 to 10, group 2; Group 3, Adolescence ages 11 to 18, group 3. Results are consistent with previous studies in that children in early childhood and middle childhood who were placed in foster homes were 83% and 87% less likely to achieve placement stability than children in kinship homes, respectively. In early childhood, each additional household member reduced the odds of achieving placement stability by 35%.The caregiver-child relationship did not predict placement stability.

Children removed from methamphetamine laboratories are a severely understudied population despite the widespread deprivation parental methamphetamine abuse has on children, particularly in homes where methamphetamine is produced. Arizona's children are uniquely affected by the use and manufacturing of methamphetamine due to the geographic location and landscape of the state. A sample of 144 children removed from their homes during the seizure of methamphetamine laboratories, as part of the Arizona Drug Endangered Children program between 1999 and 2003, was investigated. Results indicate that younger children were more likely to be reported by Child Protective Services as high or moderate risk of further abuse, test positive for methamphetamine, and have maternal alleged perpetrators of abuse. Older children were more likely to be reported as low risk for further abuse, test negative for methamphetamine, and have paternal alleged perpetrators of abuse. Results also show that children initially placed in foster care were more likely to remain in foster care at the final assessment than to be living with a parent or kin. These findings have implications for individuals working with children removed from methamphetamine laboratories, including Child Protective Services case workers, medical personnel, temporary and permanent child caregivers (i.e., foster care, kin care, adoptive parents, and shelters), and community members (i.e., teachers). Recommendations based on study findings are offered to child and family advocates and interventionists.
