Police misconduct is a relatively rare event, though typically, it is a male dominated event. As such, research on police misconduct has largely ignored women. Generally, research examines differences in misconduct by using sex as a control variable, or has focused on small samples of female officers using qualitative methods.

Police misconduct is a relatively rare event, though typically, it is a male dominated event. As such, research on police misconduct has largely ignored women. Generally, research examines differences in misconduct by using sex as a control variable, or has focused on small samples of female officers using qualitative methods. Neither of these methods is able to explore or explain the possibility that factors related to officers' decisions to commit misconduct may differentially impact males and females. As a consequence, we are left with a shallow understanding of when and why women commit misconduct.

This research fills this gap by a large sample (N=3,085) of matched police officers in the New York City Police Department, half of which committed career-ending misconduct between 1975 and 1996. Additionally, unlike previous research, this data includes a large sample (N=435) of females. Research has determined that some factors, such as having children or employment problems, are risk factors for misconduct regardless of sex; likewise, other factors, such as age and higher education, create protection against misconduct. Using logistic regression and split-sample z-score comparisons, analyses will focus on examining how the predictors differentially explain the likelihood of police misconduct for men and women.

As expected, some predictors of misconduct that are salient for women, such as getting divorced, are not statistically significant for men; likewise, some variables that are significant for both men and women have a larger effect size for one sex, such as citizen complaints, which are of more predictive value for women than for men. These findings yield important theoretical, empirical, and policy implications. Notably, there is evidence that a gendered theory of police misconduct may be necessary. Additionally, conceptualizations within mainstream criminological theories may need to be rethought; for example, divorce was found to be a protective factor for women in this study, rather than a risk factor as both strain and life-course criminology would indicate. The findings also demonstrate the need for gender-specific models when studying police misconduct. Finally, the results of this study yield important policy implications, such as the utility of gender-specific hiring considerations and early-intervention "red flags."

Since the 1990s, stop and frisk activities have been a cornerstone of the New York Police Department (NYPD). The manner in which the NYPD has carried out stop, question, and frisks (SQFs), however, has been a focal point of discussion, resulting in public outrage and two major lawsuits. Recently, the Federal District Court Judge ruled that the NYPD was engaging in unconstitutional stop-and-frisk practices that targeted predominately Black and Latino New Yorkers. Questions surrounding the NYPD’s SQF practices have almost exclusively focused on racial and ethnic disproportionality in the rate of stops without necessarily considering what transpired during the stop. This study will fill that void by examining the prevalence and nature of use of force during those stops, along with testing the minority threat hypothesis. By combining micro-level measures from the NYPD’s 2012 “Stop, Question, and Frisk” database with macro-level variables collected from the United States Census Bureau, the current study examines police use of force in the context of SQF activities. The results should help judges, policy makers, police officers, and scholars understand the nature of police use of force in the context of SQFs.

This dissertation integrates concepts from three bodies of literature: police use of force, neighborhood/ecological influence on police, and police culture. Prior research has generally found that neighborhood context affects police use of force. While scholars have applied social disorganization theory to understand why neighborhood context might influence use of force, much of this theorizing and subsequent empirical research has focused exclusively on structural characteristics of an area, such as economic disadvantage, crime rates, and population demographics. This exclusive focus has occurred despite the fact that culture was once an important component of social disorganization theory in addition to structural factors. Moreover, the majority of the theorizing and subsequent research on police culture has neglected the potential influence that neighborhood context might have on officers’ occupational outlooks. The purpose of this dissertation is to merge the structural and cultural elements of social disorganization theory in order to shed light on the development and maintenance of police officer culture as well as to further specify the relationship between neighborhood context and police use of force. Using data from the Project on Policing Neighborhoods (POPN), I address three interrelated research questions: 1) does variation of structural characteristics at the patrol beat level, such as concentrated disadvantage, homicide rates, and the percentage of minority citizens, predict how an officer views his/her occupational outlook (i.e., culture)?; 2) do officers who work in the same patrol beats share a similar occupational outlook (i.e., culture) or is there variation?; and 3) does the inclusion of police culture at the officer level moderate the relationship between patrol beat context and police use of force? Findings suggest that a patrol beat’s degree of concentrated disadvantage and homicide rate slightly influence officer culture at the individual level. Results show mixed evidence of a patrol beat culture. There is little support for the idea that characteristics of the patrol beat and individual officer culture interact to influence police use of force. I conclude with a detailed discussion of the methodological, theoretical, and policy implications as well as limitations and directions for future research.

Recently, there has been an upsurge in highly publicized negative police-citizen encounters, contributing to the current crisis in police legitimacy. These encounters, mostly filmed and disseminated by citizens, provide a new type of vicarious experience through which the viewer can assess police-citizen interactions, potentially shaping their perceptions of the police.

Recently, there has been an upsurge in highly publicized negative police-citizen encounters, contributing to the current crisis in police legitimacy. These encounters, mostly filmed and disseminated by citizens, provide a new type of vicarious experience through which the viewer can assess police-citizen interactions, potentially shaping their perceptions of the police. These recordings have sparked national conversations and protests regarding police behavior and treatment of minority citizens. An area that has received less attention, however, is what effect viewing video recordings of less contentious police-citizen interactions has on public perceptions of police. To that end, this study seeks to address the knowledge gap through experimental methodology. Using actual footage of a variety of police-citizen encounters, this study examines the impact of viewing videos of police encounters on individuals' perceptions of police legitimacy, procedural justice, estimates of police misconduct, and their willingness to cooperate with police. Also examined are the impact these videos have on support for officer body-worn cameras and willingness to film the police. The findings indicate the impact of viewing police-citizen encounters on individual perceptions and attitudes are primarily linked to the content – whether positive, negative or neutral – of the video. Specifically, positive videos depicting procedurally just encounters increased perceptions of procedural justice, decreased estimations of police misconduct and increased support for officer body-worn cameras. Viewing negative videos, however, decreased perceptions of police legitimacy, distributive fairness, and procedural justice while increasing estimations of police misconduct and willingness to film the police in the future. The effects of the video encounters on perceptions of police were not lasting and were not stable when respondents were surveyed again two weeks later. Lasting effects were found for individuals’ self-reported willingness to film the police in the future. Given these findings, the process-based model of policing should consider also incorporating digital vicarious experiences when examining factors impacting perceptions of police.

Training for law enforcement on effective ways of intervening in mental health crises is limited. What is available tends to be costly for implementation, labor-intensive, and requires officers to opt-in. DEFUSE, an interactive online training program, was specifically developed to train law enforcement on mental illness and de-escalation skills. Derived from a stress inoculation framework, the curriculum provides education, skills training, and rehearsal; it is brief, cost-effective, and scalable to officers across the country. Participants were randomly assigned to either the experimental or delayed treatment control conditions. A multivariate analysis of variance yielded a significant treatment-by-repeated-measures interaction and univariate analyses confirmed improvement on all of the measures (e.g., empathy, stigma, self-efficacy, behavioral outcomes, knowledge). Replication dependent t-test analyses conducted on the control condition following completion of DEFUSE confirmed significant improvement on four of the measures and marginal significance on the fifth. Participant responses to BPAD video vignettes revealed significant differences in objective behavioral proficiency for those participants who completed the online course. DEFUSE is a powerful tool for training law enforcement on mental illness and effective strategies for intervening in mental health crises. Considerations for future study are discussed.

Body-worn cameras and early intervention systems have become best practices for police departments. A wide body of empirical work has examined body-worn cameras, and there is a growing focus on early intervention systems. However, little research has examined how these mechanisms of accountability influence officer behavior when employed together. Further, little attention has explored whether the effects of body-worn cameras and early intervention systems are stable by officer gender and race, important and largely untested assumptions of each program. To address these gaps, the current study uses longitudinal, administrative data from the Phoenix Police Department to examine patrol officer misconduct between January 1, 2016, and December 31, 2020. Generalized estimating equation models predict seven alleged and sustained misconduct outcomes, including police crime, use of force, harassment/conduct unbecoming, obstruction of justice, neglect of duty, traffic-related, and an overall measure of misconduct. The findings revealed that body-worn camera implementation and activation and early intervention system implementation and referrals individually and in combination were associated with very few substantive changes in officer misconduct. Increases in body-worn camera activation were associated with reductions in sustained police crime (i.e., felonies and misdemeanors), while officers who received an early intervention system referral were more likely to be alleged of police crime in the future. These findings were stable by officer gender and race. Further, past work demonstrates that implementing accountability programs can lead officers to less self-initiated engagement with the public. The current study reaffirmed that body-worn cameras and early intervention systems have unintended effects on officers’ proactive behaviors with unique changes in arrests, citations, and self-initiated incidents across accountability program measures. Given the importance of addressing officer misconduct to build and maintain community trust, the rapid expansion of body-worn cameras and early intervention systems across the United States, and the cost of these systems, it is vital that police departments consider the accountability programs they implement and whether and how these programs influence officer behavior. The current study provides insight into this process in one police agency and offers policy implications and directions for future research.

Scholars have extensively researched citizens’ preferences regarding the actions, language, and demeanors displayed by officers during citizen-police interactions. Specifically, there are a multitude of factors that can influence a citizens’ perception of such interactions as either satisfactory or unsatisfactory. What appears to be missing from the literature, however, is police officers’ understanding of citizens’ preferences for regarding factors. In other words, it is unclear if and how officers are actively attempting to interact with victims and witnesses based on actual citizen preferences or if officers do not consider these preferences during citizen interactions. This gap has important implications for officer training on citizen’s preferences due to the influence such interactions can have on citizens, specifically citizens’ physical and psychological well-being, as well as citizens’ perceptions of - and reaction to - the criminal justice system. This project examines original data collection of citizen and officer surveys regarding officers’ actions, language, and demeanors. Additionally, observations during ride-alongs are presented to expand on the current literature regarding citizen preferences during interactions with the police and to assess officers’ understanding and application of this knowledge. Results indicate that, while officers seem to understand what actions, language, and demeanors will increase citizen satisfaction, officers may believe that there exist situational factors that are more important in affecting citizen satisfaction with officers. Observations revealed that the vast majority of citizen-police interactions were positive and productive. Even so, results from the surveys and observations point to several important policy implications for improvement between officers and citizens.

Over the last decade, scholars have become increasingly attentive to the role of procedural fairness in shaping police officer attitudes and behaviors. In Chapter 1, I review key developments within this research, and identify several theoretical and methodological issues present in the current literature. I then outline the issues I seek to address through the three studies presented in this dissertation. In Chapter 2, I explore a divergence in how scholars conceptualize and measure sources of internal procedural fairness (IPF) within police departments. I discuss the implications of these divergences, and then compare three conceptualizations of IPF sources. I find that officers appear to form separate IPF judgement for each source, and that each procedural fairness judgment has unique associations with several outcomes. In Chapter 3, I examine the relationship between internal procedural fairness and officer engagement in external procedural fairness (EPF). Drawing upon the group engagement model (GEM), I argue that the relationship between IPF and EPF is mediated by organizational identification. Comparing the GEM against the prevailing explanation for this relationship, I find that the GEM better accounts for the relationship between IPF and EPF. In Chapter 4, I explore the role of organizational emphasis in shaping police officer support for several different policing strategies. The GEM suggests that IPF will simply bond officers to organizational goals and norms; it is this bond that motivates officers to adopt the strategies emphasized by their department. Examining support for several policing strategies, I find that officers who are more committed to their agency are more sensitive to changes in the emphasis placed on specific strategies. In Chapter 5, I review the findings of the various studies presented in this dissertation and discuss the implications of this research. Collectively, these three studies offer several insights into how IPF shapes police officer attitudes and behaviors. They highlight the importance of officer identification with organizational norms and value in shaping police officer attitudes and behaviors and establish new avenues for IPF research within police organizations.

Discretion is central to policing. The way officers use their discretion is influenced by situational, officer, and neighborhood-level factors. Concerns that discretion could be used differentially across neighborhoods have resulted in calls for increased police transparency and accountability. Body-worn cameras (BWCs) have been promoted to further these goals through increasing oversight of police-citizen encounters. The implication is that BWCs will increase officer self-awareness and result in more equitable outcomes. Prior researchers have largely evaluated the direct impact of BWCs. Researchers have yet to examine the potential for BWCs to moderate the influence of neighborhood context in individual incidents.

To address this gap, I use Phoenix Police Department data collected as part of a three-year randomized-controlled trial of BWCs to examine variation in police discretion. These data include over 1.5 million police-citizen contacts nested within 826 officers and 388 neighborhoods. I examine two research questions. First, how do proactivity, arrests, and use of force vary depending on situational, officer, and neighborhood contexts? This provides a baseline for my next research question. Second, examining the same contexts and outcomes, do BWCs moderate the influence of neighborhood factors on police behavior? As such, I examine the untested, though heavily promoted, argument that BWCs will reduce the influence of extralegal factors on officer behavior.

Using cross-classified logistic regression models, I found that situational, officer, and neighborhood factors all influenced proactivity, arrest, and use of force. BWCs were associated with a lower likelihood of proactivity, but an increased likelihood of arrest and use of force. Officers were more proactive and were more likely to conduct arrests in immigrant and Hispanic neighborhoods. The moderating effects suggest that officers were even more likely to proactively initiate contacts and conduct arrests in immigrant and Hispanic neighborhoods when BWCs were activated. However, after BWCs were deployed, use of force was significantly less likely to occur in black neighborhoods. Given that high-profile police use of force incidents involving black suspects are often cited as a major impetus for the adoption of BWCs in American police agencies, this finding is a key contribution to the literature.

Intelligence, or the “critical and substantive products that support law enforcement decision making” (Ratcliffe, 2007, p. v), is a vital component within contemporary law enforcement in the United States. It has been used in a multitude of ways to address problems with specific crimes, populations, or locations. Often, this is accomplished through an intelligence-led policing (ILP) framework. ILP frameworks encompass the utilization of intelligence and analysis to achieve “crime and harm reduction, disruption and prevention through strategic and tactical management, deployment and enforcement” (Ratcliffe, 2016, p.5). While related strategies can be incorporated within an ILP approach, attempts at adopting intelligence-led frameworks in law enforcement typically target specific crimes or are orchestrated from the top down. Patrol-driven ILP initiatives are particularly uncommon, and there have been no known evaluations of such efforts to date. This dissertation addresses this gap in the literature by analyzing and evaluating the Phoenix Police Department’s (PPD) Intelligence Officer Program (IOP). More specifically, it explores how communication and information sharing function in the program, the program's perceived value to the patrol function, and whether the program impacts officer behavior, specifically in terms of productivity and proactivity. Data for examining these three key areas originate from various sources, including surveys of three different groups of stakeholders (patrol officers, intelligence officers [IOs], and IO supervisors), Intelligence Officer Reports (IORs), executive reports from the program, and official activity data from the Crime Analysis and Research Unit (CARU). Results suggest that patrol officers and IOs are involved in communication and information sharing, and perceptions suggest that the IOP is improving these. Diverse information is shared within the program, which is also reflected by success stories that arise from it. Broadly the stakeholders examined seem to be receptive to and supportive of the IOP, with more awareness and familiarity with the program resulting in more supportive views of it. In terms of tangible measures, IOP training and resources appear to decrease both productivity and proactivity. The implications of the aforementioned findings for both practice and research are discussed.
