United States Air Force airfield PAVER pavement management system enterprise data was reviewed for 67 networks. The distress survey extents and severity fields were joined with treatment costs estimated using RSMeans to determine the costliest distress. In asphalt surfaced pavements Longitudinal/transverse cracking, weathering, and block cracking resulted in the most pavement condition index (PCI) deducts while the costliest distresses are weathering, block cracking and longitudinal cracking. In portland cement concrete surfaced pavements linear cracking, joint seal damage, and joint spalling resulted in the most PCI deducts while the costliest distresses are joint seal damage, linear cracking, and corner spalling. The results of this data were then compared to airfield attributes: Pavement Temperature Group, Dominant American Association of State Highway and Transportation Officials (AASHTO) Soil Classification, Pavement- Transportation Computer Assisted Structural Engineering (PCASE) Climate Zone, and years since last maintenance. Maps showing the Pavement Temperature Group, Dominant AASHTO Soil Classification, and PCASE Climate Zone are included in Appendix A. Alligator cracking is most prevalent at the airfields with PTG 64-34 (Ellsworth, Fairchild, Hill, and Offutt) and 58-22 (Niagara and Vandenberg). Rutting is most prevalent at PTG 64-34 (Ellsworth, Fairchild, Hill, and Offutt). An increasing trend of joint spalling, corner spalling, and corner break with decreasing soil quality (AASHOTO A-1 to A-8 soils). The PCASE Climate Zone Cost Indices the cost index for weathering is approximately double in the moist region over the dry region. The cost index for block cracking is approximately double in the cold region over the hot region. It is recommended that the agency review its pavement performance modeling in the pavement management system to increase the recommendation of pavement preservation treatments and review the use of higher quality materials for pavement maintenance treatments.

Bio-modification of asphalt binder brings significant benefits in terms of increasing sustainable and environmental practices, stabilizing prices, and decreasing costs. However, bio-modified asphalt binders have shown varying performance regarding susceptibility to moisture damage; some bio-oil modifiers significantly increase asphalt binder's susceptibility to moisture damage. This variability in performance is largely due to the large number of bio-masses available for use as sources of bio-oil, as well as the type of processing procedure followed in converting the bio-mass into a bio-oil for modifying asphalt binder. Therefore, there is a need for a method of properly evaluating the potential impact of a bio-oil modifier for asphalt binder on the overall performance of asphalt pavement, in order to properly distinguish whether a particular bio-oil modifier increases or decreases the moisture susceptibility of asphalt binder. Therefore, the goal of this study is a multi-scale investigation of bio-oils with known chemical compositions to determine if there is a correlation between a fundamental property of a bio-oil and the resulting increase or decrease in moisture susceptibility of a binder when it is modified with the bio-oil. For instance, it was found that polarizability of asphalt constituents can be a promising indicator of moisture susceptibility of bitumen. This study will also evaluate the linkage of the fundamental property to newly developed binder-level test methods. It was found that moisture-induced shear thinning of bitumen containing glass beads can differentiate moisture susceptible bitumen samples. Based on the knowledge determined, alternative methods of reducing the moisture susceptibility of asphalt pavement will also be evaluated. It was shown that accumulation of acidic compounds at the interface of bitumen and aggregate could promote moisture damage. It was further found that detracting acidic compounds from the interface could be done by either of neutralizing active site of stone aggregate to reduce affinity for acids or by arresting acidic compounds using active mineral filler. The study results showed there is a strong relation between composition of bitumen and its susceptibility to moisture. This in turn emphasize the importance of integrating knowledge of surface chemistry and bitumen composition into the pavement design and evaluation.

Several ways exist to improve pavement performance over time. One suggestion is to tailor the asphalt pavement mix design according to certain specified specifications, set up by each state agency. Another option suggests the addition of modifiers that are known to improve pavement performance, such as crumb rubber and fibers.

Several ways exist to improve pavement performance over time. One suggestion is to tailor the asphalt pavement mix design according to certain specified specifications, set up by each state agency. Another option suggests the addition of modifiers that are known to improve pavement performance, such as crumb rubber and fibers. Nowadays, improving asphalt pavement structures to meet specific climate conditions is a must. In addition, time and cost are two crucial settings and are very important to consider; these factors sometimes play a huge role in modifying the asphalt mix design needed to be set into place, and therefore alter the desired pavement performance over the expected life span of the structure. In recent studies, some methods refer to predicting pavement performance based on the asphalt mixtures volumetric properties.

In this research, an effort was undertaken to gather and collect most recent asphalt mixtures’ design data and compare it to historical data such as those available in the Long-Term Pavement Performance (LTPP), maintained by the Federal Highway Administration (FHWA). The new asphalt mixture design data was collected from 25 states within the United States and separated according to the four suggested climatic regions. The previously designed asphalt mixture designs in the 1960’s present in the LTPP Database implemented for the test sections were compared with the recently designed pavement mixtures gathered, and pavement performance was assessed using predictive models.

Three predictive models were studied in this research. The models were related to three major asphalt pavement distresses: Rutting, Fatigue Cracking and Thermal Cracking. Once the performance of the asphalt mixtures was assessed, four ranking criteria were developed to support the assessment of the mix designs quality at hand; namely, Low, Satisfactory, Good or Excellent. The evaluation results were reasonable and deemed acceptable. Out of the 48 asphalt mixtures design evaluated, the majority were between Satisfactory and Good.

The evaluation methodology and criteria developed are helpful tools in determining the quality of asphalt mixtures produced by the different agencies. They provide a quick insight on the needed improvement/modification against the potential development of distress during the lifespan of the pavement structure.

This dissertation explores the role transportation infrastructure played in regional and community development in northwestern Arizona from 1882 to 1989. Transportation infrastructure undergirds the economic viability and development of most American regions and communities. In northwestern Arizona, following a process familiar throughout the American West, the initial construction of railroad transportation infrastructure fundamentally transformed the area from sparsely populated space to an industrialized region centered on railroad created townsites. Although critical to regional development and growth, U.S. Route 66 was added well after the initial railroad period. In total, regional transformation occurred in four phases: Railroad, Route 66, I-40, and post-bypass. For regional residents, Route 66 was the most important phase transforming railroad created spaces into functional communities. Yet, despite maturing as communities, each of these towns also struggled with the same racial and class divides as the larger nation. From the early railroad period, through WW2, tourism was present in the region, but an ancillary part of the economy focused on visiting environmental attractions like the Grand Canyon. After WW2, it became more important as regional industrialism faded and traffic levels rose on Route 66. However, as long as Route 66 remained a primary highway, tourism retained its focus on the environment. As much as the construction of transportation infrastructure provided initial access to the region and founded towns, the later regional highway and railroad bypasses cut-off many of these communities from the source of their economic livelihood. Regional towns lucky enough to be integrated into the new interstate highway system like Kingman profited and grew; towns bypassed by the interstate and railroad withered and were forced to reinvent themselves to survive. This post-bypass reinvention took the form of a non-environmental focused mythic tourism connected to an emerging national Route 66 nostalgia movement that envisioned the lost Route 66 as representative of a better, more authentic America. The association with the national Route 66 nostalgia myth successfully attracted tourists but came at the cost of regional communities losing a more realistic understanding of their past and becoming disassociated from their previous community identity.

Urban areas across the Unites States are facing a housing affordability crisis. One approach some cities and states have taken is to reduce or eliminate single-family zoning. Single-family zoning prevents the construction of more-affordable apartments in vast swaths of the American urban landscape. This policy shift has already occurred in Minneapolis, Sacramento, and Oregon, and is under discussion in California, Massachusetts, and North Carolina, among others. Independent of any effects on housing affordability, changes to land use will have effects on transport. I evaluate these effects using a microsimulation framework. In order for land use policies to have an effect on transport, they need to first have an effect on land use, so I first build an economic model to simulate where development will occur given a loosening of single-family zoning. Transport outcomes will vary depending on which households live in which parts of the region, so I use an equilibrium sorting model to forecast how residents will re-sort across the region in response to the land use changes induced by new land-use policies. This model also jointly forecasts how many vehicles each household will choose to own. Finally, I apply an activity-based travel demand microsimulation model to forecast the changes in transport associated with the forecast changes from the previous models. I find that while there is opportunity for economically-feasible redevelopment of single-family homes into multifamily structures, the amount of redevelopment that will occur varies greatly depending on the exact expectations of developers about future market conditions. Redevelopment is focused in higher-income neighborhoods. The transport effects of the redevelopment are minimal. Average car ownership across the region does not change hardly at all, although residents of new housing units do have somewhat lower car ownership. Vehicles kilometers traveled, mode choice, and congestion change very little as well. This does not mean that upzoning does not affect transport in general, but that more nuanced proposals may be necessary to promote desirable transport outcomes. Alternatively, the results suggest that upzoning will not worsen transport outcomes, promising for those who support upzoning on affordability grounds.

Since the mid-2000s, the domestic aviation industry has been influenced by new, rapidly growing ultra low-cost carriers (ULCCs) such as Allegiant Air, Spirit Airlines, and Frontier Airlines. These carriers augment the existing low-cost airline model by operating largely point-to-point routes with a minimum of passenger amenities. Existing literature, however, is limited for North American ULCCs, often lumping them together with mainstream low-cost carriers. The pattern of markets served by ULCCs is incongruous with the models of other airlines and requires further research to examine causal factors. This paper sought to establish conclusions about ULCCs and the relevant market factors used for airport choice decisions.The relationship between ULCC operations and airport choice factors was analyzed using three methods: a collection of 2019 flight data to establish existing conditions and statistics, two regression analyses to evaluate airport market variables, and three case studies examining distinct scenarios through qualitative interviews with airport managers. ULCC enplanement data was assembled for every domestic airport offering scheduled ULCC service in 2019. Independent variable data informed by previous research were collected for every Part 139 airport in the U.S. The first regression analysis estimated a OLS regression model to analyze the log of enplanements. The second model estimated a binary logistic equation for ULCC service as a 0-1 dependent variable. Case studies for Bellingham, Washington, Waco, Texas, and Lincoln, Nebraska were selected based on compelling airport factors and relevant ULCC experience. Results of the research methods confirm certain theories regarding ULCC airport choice, but left others unanswered. Maps of enplanements and market share revealed concentrations of ULCC operations on the East Coast. Each regression analysis showed a strong and positive relationship between population figures and the existence and quantity of ULCC operations. Tourism employment was only significantly related to enplanements. Other factors including distance and competition variables were significantly associated to ULCC service. Case studies revealed the importance of airport fees and costs in ULCC decision-making; factors that proved difficult to investigate quantitatively in this research. Further research may shed light on this complex and ever- changing subset of the domestic commercial aviation industry.

The following case study covers Avnet, Inc., a global technology distributor and supply chain service company with a headquarters in Phoenix, Arizona and customers in over 125 countries within North America, Asia and Europe. The case includes a strategic overview of Avnet’s unique 100-year history and transformed business model, while also highlighting the company’s current business strategies. The hallmark of Avnet’s growth and success has been through over one hundred mergers and acquisitions which make up Avnet’s 2020 company ecosystem. The strategies presented in this case focus specifically on the automotive initiative, a strong growth area within the semiconductor industry, which consists of a two-part global transportation strategy for Avnet. The strategy accommodates both Strategic Supply Chain customers as well as Strategic Design Change customers, two main transportation customer types. The case then further explores the transformation of Avnet’s automotive strategy team from a regional to global focus. This research is accomplished through a literature review of market research from various sources on semiconductor market trends and best industry practices. The research also investigates the impacts on demand creation for Avnet through customer relationships. In addition to research and analysis, other information included in the case is derived from direct collaboration with Avnet employees on the cross-functional global team and employee interviews. The research and recommendations in this paper are presented with the goal of providing proof of concept on the global automotive initiative for Avnet and will be shared with the strategy team following completion of the case study.

Gathering the necessary information required to tackle traffic congestion problems is generally time consuming and challenging but is an important part of city planners’ work. The purpose of this paper is to describe the methodology used when analyzing potential solutions for the Arizona State Route 89A and Highway 179 roundabout in Sedona, Arizona; which is currently experiencing significant congestion. The oversaturated condition is typically applied to signalized intersections but its application to roundabouts requires further exploration for future management of similar transportation systems. The accompanying Quick Estimation and Simulation model (QESM) spreadsheet was calibrated using an iterative process to optimize its level of adaptability to various scenarios. This microsimulation modeling program can be used to predict the outcome of possible roadway improvements aimed at decreasing traffic congestion. The information provided in this paper helps users understand traffic system problems, as a primary to visual simulation programs.

This thesis discusses how American Airlines and its’ wholly owned regional partner Piedmont Airlines could improve schedule options by optimizing its existing operations enabling Piedmont to operate more flights with the same number of airplanes. This thesis uses data exclusively from Piedmont Airlines’ September 2019 Schedule, and focuses on operational improvements through minimizing downtime for aircraft both at hubs and outstations.

In the hubs, it was found that there was significant room for optimization to ensure that the aircraft are truly being used to their full potential versus long ramp wait times between flights. When looking at outstations, planes typically only spent the minimum required amount of time on the ground. The exception is if the plane was going to Remain Overnight (RON), however this also meant it was the last flight of the day, and it arrived in the evening or later. The thesis specifically looks at the flows for the week of September 14-20, 2019.
