This project is a comparative exploration of the connection between descriptive representation and the substantive and symbolic representation of ethnic minorities: do Afro and indigenous representatives effectively “stand for” group members by introducing identity and empowering descriptive constituents? Featuring reserved seats for both minority groups, Colombia is an ideal case. In combination, the institutional design of reserved seats and the tradition of mestizaje and racial democracy add complexity to analyzing these populations. Consequently, in order to assess minority representation this work adds to extant representational theory by taking into account the crystallization of minority constituencies across elections.

I use quantitative and qualitative data to comparatively assess the use of reserved seats for integrating minority identity to the deliberative process and measuring empowerment impacts for minority-majority municipalities. This data includes an original dataset of electoral outcomes across seven cycles (1990-2010) and transcripts of congressional plenaries spanning three legislative periods (2002-2014). I take into account constituency dynamics identifying the concentration and geographical sources of votes in minority districts. These outcomes translate to expectations of representative behavior, hinging on the theoretical belief that constituency dynamics act as signals of legislator accountability to minority constituents.

This dissertation is located at the intersection of the comparative politics literature on minority quotas and representation, on one hand, and ethno-racial minority politics in Latin America, on the other. I find that ongoing electoral reforms have impacted constituency outcomes in post-reform cycles. More importantly, I observe that reserved representatives from both groups have integrated identity into deliberative processes often, but that only in the case of indigenous representation has the use of identity in plenaries been responsive to constituency variables. In addition, empowerment effects are identified in indigenous-majority communities that have strong linkages to minority districts, while the same empowerment cannot be conclusively identified in Afro-majority communities.

This dissertation seeks to show that the fate of emerging democracies is largely dependent upon the strategic behaviors of political militaries and their coup potential. Given the known issue of democratization's temporarily destabilizing effects, it first examines if such effects makes states vulnerable to coups. It finds clear evidence on democratization's destabilizing effects on coup risk. Such evidence is used to shed new light on the literature about the armed forces and coups in emerging democracies. To explain variation in the military's responses to democratization and consolidation against coup threats, it argues that how the armed forces were organized and controlled during the authoritarian periods influences whether emerging democracies are able to consolidate against coup risk. Second, it explores the declining coup risk and the trilateral relationship between Western democracy promotion, coup risk, and election violence in recently emerging electoral regimes, the so-called "illiberal democracies." It argues that vulnerability to Western leverage, coupled with an emphasis on multiparty elections, creates a political moral hazard problem for incumbents, permitting them to commit electoral violence during the emergence of mass electoral politics.

Gerrymandering is a central problem for many representative democracies. Formally, gerrymandering is the manipulation of spatial boundaries to provide political advantage to a particular group (Warf, 2006). The term often refers to political district design, where the boundaries of political districts are “unnaturally” manipulated by redistricting officials to generate durable advantages for one group or party. Since free and fair elections are possibly the critical part of representative democracy, it is important for this cresting tide to have scientifically validated tools. This dissertation supports a current wave of reform by developing a general inferential technique to “localize” inferential bias measures, generating a new type of district-level score. The new method relies on the statistical intuition behind jackknife methods to construct relative local indicators. I find that existing statewide indicators of partisan bias can be localized using this technique, providing an estimate of how strongly a district impacts statewide partisan bias over an entire decade. When compared to measures of shape compactness (a common gerrymandering detection statistic), I find that weirdly-shaped districts have no consistent relationship with impact in many states during the 2000 and 2010 redistricting plan. To ensure that this work is valid, I examine existing seats-votes modeling strategies and develop a novel method for constructing seats-votes curves. I find that, while the empirical structure of electoral swing shows significant spatial dependence (even in the face of spatial heterogeneity), existing seats-votes specifications are more robust than anticipated to spatial dependence. Centrally, this dissertation contributes to the much larger social aim to resist electoral manipulation: that individuals & organizations suffer no undue burden on political access from partisan gerrymandering.

One clause added to the Mexican constitution on February 10, 2014, set off a sea change in the way Mexican elections are conducted. By requiring states to hold at least one local election concurrent with federal contests, the timing of entire races changed, most notably with regard to a number of gubernatorial races, and Mexico embarked on an adventure of creating concurrence. The result is a wave of governors serving terms of two, four or five years instead of the customary six, creating so-called gubernaturas cortas (short governorships). This phenomenon has potential implications for the relationship of state and federal elections and voter turnout in state races. This work analyzes the potential impacts of concurrence by looking at four previous cases of states that have moved to concurrent elections: Yucatán, which moved its gubernatorial elections forward a year to coincide with the presidential elections beginning in 2012; Guerrero and Baja California Sur, which brought their gubernatorial elections two years forward beginning in 2015 to coincide with midterm elections for the Chamber of Deputies; and Michoacán, which pushed its elections two years back and split the elongated term in two, in order to line up with the federal calendar in 2015. It argues that concurrent elections reduce the disparity between gubernatorial and proportional representation deputy performance, particularly when the election is concurrent with the federal midterm, but that variation continues to exist due to strategic voting effects and the attractiveness of individual candidates.

The 2016 election brought to light a political climate change in the United States and showed that questions scholars and pundits alike thought were answered perhaps had not been completely addressed. For some, the main question left unanswered was what would it take for a woman to become President of the United States? For others, the question of fear politics and the effects of social media were raised. Perhaps, the most intriguing was exactly who has influence over US elections? While these, and other, questions were asked in the context of the presidential election, they are also applicable to all political races. This dissertation examines how voter perceptions based on stereotypes and racial threat can affect Latina candidates’ prospects for election. Using an online experiment with 660 subjects and two elite interviews to test four hypotheses in order to determine whether or not racial resentment and stereotypes play a role in voter perceptions of Latina political candidates. The results show that racial resent and gender stereotypes play a role in voter perception of Latina political candidates. The results have theoretical and practical implications.

What explains why governments and militaries pursue accountability against some human rights violations committed by members of their armed forces during ongoing conflicts, but not other violations? Further, what are the consequences of such prosecutions for their military and governmental objectives? The theory put forth by this study suggests that rather than only the natural outcome of strong rule of law, domestic prosecutions within a state’s security apparatus represents a strategic choice made by political and military actors. I employ a strategic actor approach to the pursuit of accountability, suggesting that the likelihood of accountability increases when elites perceive they will gain politically or militarily from such actions. I investigate these claims using both qualitative and quantitative methods in a comparative study across the United States and the United Kingdom. This project contributes to interdisciplinary scholarly research relevant to human rights studies, human rights law, political science, democratic state-building, democratic governance, elite decision making, counter-insurgency, protests, international sanctions, and conflict resolution. Particularly, this dissertation speaks to the intersection of strategy and law, or “lawfare” a method of warfare where law is used as means of realizing a military objective (Dunlap 2001). It provides generalizable results extending well beyond the cases analyzed. Thus, the results of this project will interest those dealing with questions relating to legitimacy, human rights, and elite decision making throughout the democratic world.

Treating the Pro-Life Movement as a monolithic entity creates a blind spot regarding the cognitive effect of the fetal personhood rhetorical framework. This study applies an interpretive lens, using legal and discourse analysis as tools, to provide a critical analysis of personhood laws and web content to shed light on how linguistic patterns construct, and are informed by, worldview. Examining variations in proposed Human Life Amendments—and asking how, or if, proposed bills achieve their specified aim—reveals tension in state and federal jurisdiction of abortion regulations. It also exposes conflicts concerning tactical preferences for attaining fetal personhood and ending abortion that are useful to differentiating the Pro-Life and Personhood Movements.

Framing and discursive practices of the Personhood Movement reflect a ‘black and white’ mentality and an overly-simplified worldview. Movement cognition is shaped by patterns of omission and exclusion, inclusion, repetition, troubling phrases, and the power of labels. The linguistic choices demonstrate, constitute, and reinforce the dominant narratives of the movement and are integral to advocacy, praxis, and legislative efforts. While the struggle to pass personhood-compliant legislation has not been successful, the rhetorical practices and representational framework of the Personhood Movement have succeeded in altering the national discourse surrounding beginnings of life and abortion. The extreme views of the Personhood Movement reconstitute the middle—making tactics of the mainstream Pro-Life Movement seem moderate and reasonable by comparison, which allows dangerous legislation to slide by under the radar.

In 1985 Schotland made the observation that judicial campaigns were becoming “nosier, nastier, and costlier.” Because judicial campaigns are one of very few occasions in which individuals receive information about the bench (Schaffner and Diascro 2007), there is a possibility that such negativity in judicial elections could harm individual perceptions of the legitimacy of state supreme courts (Gibson 2008). This dissertation seeks to uncover the amount of negativity present in judicial campaigns, and to understand the effects of such negativity on perceptions of state courts’ specific and diffuse legitimacy.

To accomplish this goal I first conduct a content analysis of all televised judicial advertisements aired from 2005-2016. While other scholars have examined the use of attack advertisements in judicial elections (Hall 2014), my study is the first to consider ads airing before and after the U.S. Supreme Court’s Citizens United ruling that removed spending limits for political groups. I find that neither the use of attack nor contrast advertisements appears to be increasing, though the sponsors of such ads have changed such that candidates and political parties air far fewer negative advertisements, but political groups air more negative ads than they did before Citizens United.

I then conduct a unique experiment to examine the effects of negativity on perceptions of specific and diffuse legitimacy. Unlike previous studies, I include a treatment group for contrast advertisements, which are advertisements containing elements of negativity about a target, as well as positive information about the target’s opponent. I find that, perceptions of the court’s diffuse legitimacy are only moderately influenced by exposure to negative ads. I do however find that contrast advertisements appear to depress perceptions of the court’s diffuse legitimacy by a significant amount for individuals with high knowledge of the courts.

This project seeks to explore how organizations work toward refugee and immigrant integration through forming different types of coalitions and strategic networks. Semi-structured interviews were conducted to identify when coalitions emerge between refugee organizations and immigrant rights groups in order to examine their development, from how the coalitions broadly conceive of refugee and immigrant rights, to how they organize resources and information sharing, service provision, policy advocacy, and policy implementation. The project is guided by the question: What explains the formation of coalitions that advocate for both immigrant rights and refugee rights? Through examining the formation and development of these coalitions, this thesis engages at the intersections of immigration federalism, refugee studies and human rights scholarship to reveal deeper complexities in the politics of immigrant integration. The project sharpens these three scholarly intersections by three multi-level jurisdictions – California and Arizona in the United States and Athens in Greece – and by employing comparative analysis to unpack how national governments and federalism dynamics shape coalition building around immigrant integration.

Why and when do political actors use violence? This project answers these questions by exploring the dynamics of the interactions between state authorities and political dissidents. Both the state and the dissidents face the dilemma of using violence to achieve their political goals. While structural factors influence state violence and dissident violence, I contend that we need to examine how the dynamics of the state-dissident interactions shape these actors’ political behavior. This project first asks if nonviolent methods of resistance are effective--and perhaps even more successful than violent methods--why do opposition movements ever resort to violence? I argue that the efficacy of nonviolent resistance changes over time. When the likelihood of demobilization increases, dissident movements doubt the effectiveness of nonviolent resistance and weigh violence as an alternative tactic. The first chapter of this dissertation shows that the failure in expanding the size of a movement over several periods provides increases the risk of demobilization, and so dissident violence. I also argue while the expansion of the movement decreases the risk of dissident violence, a sudden and large expansion in the size of the movement overburdens its monitoring and sanctioning capacities, which raises the risk of dissident violence. These arguments are supported empirically using two different datasets. In the second theoretical part of this project, I examine the effects of foreign interventions on the dynamics of state repression and dissident violence. I find that the diplomatic statements and efforts such as disapproving state behavior, asking for political reform, and threatening to impose economic sanctions and to deploy military forces either did not have a significant effect, or increased state repression and decreased state concession during the Arab Spring. Finally, the last part of this project contributes to the literature on the formal modeling of dissent-repression by developing a recursive model of political violence dynamics. In addition to addressing several drawbacks in the literature, this model endogenizes the mobilization and demobilization of the movement and explains how these changes affect dissident violence. Due to the complexity of the developed mathematical model, I use a computational model to find the optimal outcomes. This computational model also can be used for simulating the state’s and the dissidents’ behavior under different scenarios.
