Biological soil crusts (biocrust) are photosynthetic communities of organisms forming in the top millimeters of unvegetated soil. Because soil crusts contribute several ecosystem services to the areas they inhabit, their loss under anthropogenic pressure has negative ecological consequences. There is a considerable interest in developing technologies for biocrust restoration such as biocrust nurseries to grow viable inoculum and the optimization of techniques for field deployment of this inoculum. For the latter, knowledge of the natural rates of biocrust dispersal is needed. Lateral dispersal can be based on self-propelled motility by component microbes, or on passive transport through propagule entrainment in runoff water or wind currents, all of which remain to be assessed. I focused my research on determining the capacity of biocrust for lateral self-propelled dispersal. Over the course of one year, I set up two greenhouse experiments where sterile soil substrates were inoculated with biocrusts and where the lateral advancement of biocrust and their cyanobacteria was monitored using time-course photography, discrete determination of soil chlorophyll a concentration, and microscopic observations. Appropriate uninoculated controls were also set up and monitored. These experiments confirm that cyanobacterial biological soil crusts are capable of laterally expanding when provided with presumably optimal watering regime similar to field conditions and moderate temperatures. The maximum temperatures of Sonoran Desert summer (up to 42 °C), exacerbated in the greenhouse setting (48 °C), caused a loss of biomass and the cessation of lateral dispersal, which resumed as temperature decreased. In 8 independent experiments, biocrust communities advanced laterally at an average rate of 2 cm per month, which is half the maximal rate possible based on the instantaneous speed of gliding motility of the cyanobacterium Microcoleus vaginatus. In a span of three months, populations of M. vaginatus, M. steenstrupii, and Scytonema spp. advanced 1 cm/month on average. The advancing crust front was found to be preferentially composed of hormogonia (differentiated, fast-gliding propagules of cyanobacteria). Having established the potential for laterally self-propelled community dispersal (without wind or runoff contributions) will help inform restoration efforts by proposing minimal inoculum size and optimal distance between inoculum patches.

This brief article, written for a symposium on "Collaboration and the Colorado River," evaluates the U.S. Department of the Interior's Glen Canyon Dam Adaptive Management Program ("AMP"). The AMP has been advanced as a pioneering collaborative and adaptive approach for both decreasing scientific uncertainty in support of regulatory decision-making and helping manage contentious resource disputes -- in this case, the increasingly thorny conflict over the Colorado River's finite natural resources. Though encouraging in some respects, the AMP serves as a valuable illustration of the flaws of existing regulatory processes purporting to incorporate collaboration and regulatory adaptation into the decision-making process. Born in the shadow of the law and improvised with too little thought as to its structure, the AMP demonstrates the need to attend to the design of the regulatory process and integrate mechanisms that compel systematic program evaluation and adaptation. As such, the AMP provides vital information on how future collaborative experiments might be modified to enhance their prospects of success.

The Glen Canyon Dam Adaptive Management Program (AMP) has been identified as a model for natural resource management. We challenge that assertion, citing the lack of progress toward a long-term management plan for the dam, sustained extra-programmatic conflict, and a downriver ecology that is still in jeopardy, despite over ten years of meetings and an expensive research program. We have examined the primary and secondary sources available on the AMP’s design and operation in light of best practices identified in the literature on adaptive management and collaborative decision-making. We have identified six shortcomings: (1) an inadequate approach to identifying stakeholders; (2) a failure to provide clear goals and involve stakeholders in establishing the operating procedures that guide the collaborative process; (3) inappropriate use of professional neutrals and a failure to cultivate consensus; (4) a failure to establish and follow clear joint fact-finding procedures; (5) a failure to produce functional written agreements; and (6) a failure to manage the AMP adaptively and cultivate long-term problem-solving capacity.

Adaptive management can be an effective approach for addressing complex ecosystem-related processes like the operation of the Glen Canyon Dam, particularly in the face of substantial complexity, uncertainty, and political contentiousness. However, the Glen Canyon Dam AMP shows that a stated commitment to collaboration and adaptive management is insufficient. Effective management of natural resources can only be realized through careful attention to the collaborative design and implementation of appropriate problem-solving and adaptive-management procedures. It also requires the development of an appropriate organizational infrastructure that promotes stakeholder dialogue and agency learning. Though the experimental Glen Canyon Dam AMP is far from a success of collaborative adaptive management, the lessons from its shortcomings can foster more effective collaborative adaptive management in the future by Congress, federal agencies, and local and state authorities.

The science community has made efforts for over a half century to address sustainable development, which gave birth to sustainability science at the turn of the twenty-first century. Along with the development of sustainability science during the past two decades, a landscape sustainability science (LSS) perspective has been emerging.

The science community has made efforts for over a half century to address sustainable development, which gave birth to sustainability science at the turn of the twenty-first century. Along with the development of sustainability science during the past two decades, a landscape sustainability science (LSS) perspective has been emerging. As interests in LSS continue to grow rapidly, scholars are wondering what LSS is about and how LSS fits into sustainability science, while practitioners are asking how LSS actually contributes to sustainability in the real world. To help address these questions, this dissertation research aims to explore the currently underused problem-driven, diagnostic approach to enhancing landscape sustainability through an empirical example of urbanization-associated farmland loss (UAFL). Based mainly on multimethod analysis of bibliographic information, the dissertation explores conceptual issues such as how sustainability science differs from conventional sustainable development research, and how the past, present, and future research needs of LSS evolve. It also includes two empirical studies diagnosing the issue of urban expansion and the related food security concern in the context of China, and proposes a different problem framing for farmland preservation such that stakeholders can be more effectively mobilized. The most important findings are: (1) Sustainability science is not “old wine in a new bottle,” and in particular, is featured by its complex human-environment systems perspective and value-laden transdisciplinary perspective. (2) LSS has become a vibrant emerging field since 2004-2006 with over three-decade’s intellectual accumulation deeply rooted in landscape ecology, yet LSS has to further embrace the two featured perspectives of sustainability science and to conduct more problem-driven, diagnostic studies of concrete landscape-relevant sustainability concerns. (3) Farmland preservationists’ existing problem framing of UAFL is inappropriate for its invalid causal attribution (i.e., urban expansion is responsible for farmland loss; farmland loss is responsible for decreasing grain production; and decreasing grain production instead of increasing grain demand is responsible for grain self-insufficiency); the real problem with UAFL is social injustice due to collective action dilemma in preserving farmland for regional and global food sufficiency. The present research provides broad implications for landscape scientists, the sustainability research community, and UAFL stakeholders.
