There is a considerable need for improved understanding of the outcome and amounts of water used to manage urban landscapes in arid and semiarid cities. Outdoor irrigation in urban parks consists of a large fraction of water demands in Phoenix, Arizona. Hence, ecohydrological processes need to be considered to improve outdoor irrigation management. With the goal of reducing outdoor water use and advancing the general knowledge of water fluxes in urban parks, this study explores water conservation opportunities in an arid city through observations and modeling.Most urban parks in Phoenix consist of a mosaic of turfgrass and trees which receive scheduled maintenance, fertilization and watering through sprinkler or flood irrigation. In this study, the effects that different watering practices, turfgrass management and soil conditions have on soil moisture observations in urban parks are evaluated. Soil moisture stations were deployed at three parks with stations at control plots with no compost application and compost treated sites with either a once or twice per year application instead of traditional fertilizer. An eddy covariance system was installed at a park to help quantify water losses and water, energy and carbon fluxes between the turfgrass and atmosphere. Additional meteorological observations are provided through a network of weather stations. The assessment covers over one year of observations, including the period of turfgrass growth in the warm season, and a period of dormancy during the cool season. The observations were used to setup and test a plot-scale soil water balance model to simulate changes in daily soil moisture in response to irrigation, precipitation and evapotranspiration demand for each park. Combining modeling and observations of climate-soil-vegetation processes, I provide guidance on irrigation schedules and management that could help minimize water losses while supporting turfgrass health in desert urban parks. The irrigation scenarios suggest that water savings of at least 18% can be achieved at the three sites. While the application of compost treatment to study plots did not show clear improvements in soil water retention when compared to the control plots, this study shows that water conservation can be promoted while maintaining low plant water stress.

Composite materials have gained interest in the aerospace, mechanical and civil engineering industries due to their desirable properties - high specific strength and modulus, and superior resistance to fatigue. Design engineers greatly benefit from a reliable predictive tool that can calculate the deformations, strains, and stresses of composites under uniaxial and multiaxial states of loading including damage and failure predictions. Obtaining this information from (laboratory) experimental testing is costly, time consuming, and sometimes, impractical. On the other hand, numerical modeling of composite materials provides a tool (virtual testing) that can be used as a supplemental and an alternate procedure to obtain data that either cannot be readily obtained via experiments or is not possible with the currently available experimental setup. In this study, a unidirectional composite (Toray T800-F3900) is modeled at the constituent level using repeated unit cells (RUC) so as to obtain homogenized response all the way from the unloaded state up until failure (defined as complete loss of load carrying capacity). The RUC-based model is first calibrated and validated against the principal material direction laboratory tests involving unidirectional loading states. Subsequently, the models are subjected to multi-directional states of loading to generate a point cloud failure data under in-plane and out-of-plane biaxial loading conditions. Failure surfaces thus generated are plotted and compared against analytical failure theories. Results indicate that the developed process and framework can be used to generate a reliable failure prediction procedure that can possibly be used for a variety of composite systems.

Bridge scour at piers is a major problem for design and for maintaining old infrastructure. The current methods require their own upkeep and there may be better ways to mitigate scour. I looked to the mangrove forests of coastal environments for inspiration and have developed a 2D model to test the efficacy of placing a mangrove-root inspired system to mitigate scour. My model tests the hydrodynamics of the root systems, but there are additional benefits that can be used as bioinspiration in the future (altering the surrounding chemistry and mechanical properties of the soil).Adding a mangrove inspired minipile system to bridge piers changes scour parameters within my 2D COMSOL models. For the volume of material added, the minipiles compare favorably to larger sacrificial piles as they reduce A_wcz and 〖τ'〗_max by similar (or even better) amounts. These two parameters are indicators of scour in the field. Within the minipile experiments, it is more beneficial to place them upstream of the main bridge pier as their own ‘mangrove forest.’ The value of A_wcz and 〖τ'〗_max for complex 2D models of scour is unclear and physical experiments need to be performed. The model geometry is based on the dimensions of the experimental flume to be used in future studies and the model results have not yet been verified through experiments and field trials. Scale effects may be present which cannot be accounted for in the 2D models. Therefore future work should be conducted to test ‘mangrove forest’ minipile systems in 3D space, in flume experiments, and in field trials.

Project teams expend substantial effort to develop scope definition during the front end planning phase of large, complex projects, but oftentimes neglect to sufficiently plan for small projects. An industry survey administered by the author showed that small projects make up 70-90 percent (by count) of all projects in the industrial construction sector, the planning of these project varies greatly, and that a consistent definition of “small industrial project” did not exist. This dissertation summarizes the motivations and efforts to develop a non-proprietary front end planning tool specifically for small industrial projects, namely the Project Definition Rating Index (PDRI) for Small Industrial Projects. The author was a member of Construction Industry Institute (CII) Research Team 314, who was tasked with developing the tool in May of 2013. The author, together with the research team, reviewed, scrutinized and adapted an existing industrial-focused FEP tool, the PDRI for Industrial Projects, and other resources to develop a set of 41 specific elements relevant to the planning of small industrial projects. The author supported the facilitation of five separate industry workshops where 65 industry professionals evaluated the element descriptions, and provided element prioritization data that was statistically analyzed and used to develop a weighted score sheet that corresponds to the element descriptions. The tool was tested on 54 completed and in-progress projects, the author’s analysis of which showed that small industrial projects with greater scope definition (based on the tool’s scoring scheme) outperformed projects with lesser scope definition regarding cost performance, schedule performance, change performance, financial performance, and customer satisfaction. Moreover, the author found that users of the tool on in-progress projects overwhelmingly agreed that the tool added value to their projects in a timeframe and manner consistent with their needs, and that they would continue using the tool in the future. The author also developed an index-based selection guide to aid PDRI users in choosing the appropriate tool for use on an industrial project based on distinguishing project size with indicators of project complexity. The final results of the author’s research provide several contributions to the front end planning, small projects, and project complexity bodies of knowledge.

A model is presented for real-time, river-reservoir operation systems. It epitomizes forward-thinking and efficient approaches to reservoir operations during flooding events. A model is presented for real-time, river-reservoir operation systems. It epitomizes forward-thinking and efficient approaches to reservoir operations during flooding events. The optimization/simulation includes five major components. The components are a mix of hydrologic and hydraulic modeling, short-term rainfall forecasting, and optimization and reservoir operation models. The optimization/simulation model is designed for ultimate accessibility and efficiency. The optimization model uses the meta-heuristic approach, which has the capability to simultaneously search for multiple optimal solutions. The dynamics of the river are simulated by applying an unsteady flow-routing method. The rainfall-runoff simulation uses the National Weather Service NexRad gridded rainfall data, since it provides critical information regarding real storm events. The short-term rainfall-forecasting model utilizes a stochastic method. The reservoir-operation is simulated by a mass-balance approach. The optimization/simulation model offers more possible optimal solutions by using the Genetic Algorithm approach as opposed to traditional gradient methods that can only compute one optimal solution at a time. The optimization/simulation was developed for the 2010 flood event that occurred in the Cumberland River basin in Nashville, Tennessee. It revealed that the reservoir upstream of Nashville was more contained and that an optimal gate release schedule could have significantly decreased the floodwater levels in downtown Nashville. The model is for demonstrative purposes only but is perfectly suitable for real-world application.

Large-scale cultivation of photosynthetic microorganisms for the production of biodiesel and other valuable commodities must be made more efficient. Recycling the water and nutrients acquired from biomass harvesting promotes a more sustainable and economically viable enterprise. This study reports on growing the cyanobacterium Synechocystis sp. PCC 6803 using permeate obtained from concentrating the biomass by cross-flow membrane filtration. I used a kinetic model based on the available light intensity (LI) to predict biomass productivity and evaluate overall performance.

During the initial phase of the study, I integrated a membrane filter with a bench-top photobioreactor (PBR) and created a continuously operating system. Recycling permeate reduced the amount of fresh medium delivered to the PBR by 45%. Biomass production rates as high as 400 mg-DW/L/d (9.2 g-DW/m2/d) were sustained under constant lighting over a 12-day period.

In the next phase, I operated the system as a sequencing batch reactor (SBR), which improved control over nutrient delivery and increased the concentration factor of filtered biomass (from 1.8 to 6.8). I developed unique system parameters to compute the amount of recycled permeate in the reactor and the actual hydraulic retention time during SBR operation. The amount of medium delivered to the system was reduced by up to 80%, and growth rates were consistent at variable amounts of repeatedly recycled permeate. The light-based model accurately predicted growth when biofilm was not present. Coupled with mass ratios for PCC 6803, these predictions facilitated efficient delivery of nitrogen and phosphorus. Daily biomass production rates and specific growth rates equal to 360 mg-DW/L/d (8.3 g/m2/d) and 1.0 d-1, respectively, were consistently achieved at a relatively low incident LI (180 µE/m2/s). Higher productivities (up to 550 mg-DW/L/d) occurred under increased LI (725 µE/m2/s), although the onset of biofilm impeded modeled performance.

Permeate did not cause any gradual growth inhibition. Repeated results showed cultures rapidly entered a stressed state, which was followed by widespread cell lysis. This phenomenon occurred independently of permeate recycling and was not caused by nutrient starvation. It may best be explained by negative allelopathic effects or viral infection as a result of mixed culture conditions.

A successful implementation of a Pavement Management System (PMS) allows agencies to make objective and informed decisions in maintaining their pavement assets effectively. Since 2008, the City of Phoenix, Arizona, has implemented PMS to maintain approximately 7,725 km (4,800 mi) of pavements. PMS is not a static system but a dynamic system requiring regular updates to reflect pavement performance and meet the agency's goals and budget. After upgrading to the Automated Road Analyzer (ARAN) 9000 in 2017, there is a need for Phoenix to evaluate its PMS. A low pavement condition index (PCI) for newly paved roads and the requirements for more than 35% of scheduled fog seal projects to be upgraded to heavier treatments observed, also motivated this research effort. The scope of this research was limited to the flexible pavement preservation program and the objectives are: (1) to evaluate the effectiveness of the existing City of Phoenix PMS and (2) to recommend improvements to the existing PMS. This study evaluated technical and non-technical aspects of Phoenix’s preservation program. Since pavements in a structurally sound condition are good candidates for preservation treatment, a single pavement performance indicator, which allows agencies to be more flexible with their preservation treatments and minimize the pavement performance data collection and modeling efforts, was explored. A simple yet measurable and trackable pavement performance indicator, Surface Cracking Index (SCI), representing the overall pavement condition to perform PMS analysis for a preservation program, was proposed. In addition, using a performance indicator, the International Roughness Index (IRI) to represent the ride quality or roughness, is a challenge for many local governments due to the nature of urban roadway related conditions such as stop and go driving conditions, abrupt lane change maneuvering, and lower prevailing speed. Therefore, a surface roughness indicator, Mean Profile Depth (MPD) measuring pavement surface macrotexture, was explored, and is proposed to be integrated in the PMS to optimize preservation treatments and recommendation strategies. While Phoenix will directly benefit from this research study outcomes, any agency who uses PMS, or plans to use PMS for their preservation program, will also benefit from this research effort.

Infrastructure systems are facing non-stationary challenges that stem from climate change and the increasingly complex interactions between the social, ecological, and technological systems (SETSs). It is crucial for transportation infrastructures—which enable residents to access opportunities and foster prosperity, quality of life, and social connections—to be resilient under these non-stationary challenges. Vulnerability assessment (VA) examines the potential consequences a system is likely to experience due to exposure to perturbation or stressors and lack of the capacity to adapt. Post-fire debris flow and heat represent particularly challenging problems for infrastructure and users in the arid U.S. West. Post-fire debris flow, which is manifested with heat and drought, produces powerful runoff threatening physical transportation infrastructures. And heat waves have devastating health effects on transportation infrastructure users, including increased mortality rates. VA anticipates the potential consequences of these perturbations and enables infrastructure stakeholders to improve the system's resilience. The current transportation climate VA—which only considers a single direct climate stressor on the infrastructure—falls short of addressing the wildfire and heat challenges. This work proposes advanced transportation climate VA methods to address the complex and multiple climate stressors and the vulnerability of infrastructure users. Two specific regions were chosen to carry out the progressive transportation climate VA: 1) the California transportation networks’ vulnerability to post-fire debris flows, and 2) the transportation infrastructure user’s vulnerability to heat exposure in Phoenix.

The presence of expansive soils underneath pavement structures is considered one of the most common sources of pavement distresses, due to differential settlements caused by differential moisture distribution attributed to soil heterogeneity and seasonal climatic fluctuations. The cost of the repairs to the infrastructure caused by expansive soils is estimated to exceed 10 billion dollars annually in the US, as reported by Puppala and Cerato (2009). Although many studies have been developed to better understand the volume change of unsaturated soils and incorporate the effect of swelling/shrinkage behavior into pavement design procedures, current methodologies are still based on simple correlations with index properties or other empirical methods. Such solutions lead to poor or uneconomical design practices. The objective of this study was to calibrate and implement a new mechanistic, stochastic model that predicts pavement distresses caused by the presence of expansive soils. Three major tasks were completed to fulfill the objective of this study: 1) a laboratory research program performed to estimate the volume change of compacted specimens, with different expansion potential, due to the simultaneous application of suction and net normal stresses, 2) the calibration of a new mechanistic free-swell model for expansive soils tailored to pavement structures, based on elevation information collected from the Long Term Pavement Performance (LTPP) program, and 3) the incorporation and calibration of the free-swell stochastic model results into the current Pavement Mechanistic-Empirical (ME) Design procedure using the International Roughness Index (IRI) models. The results presented includes: 1) an empirical model to estimate volume change due to the coupled effect of suction, and net normal stresses, for soils with different soil index properties, 2) a calibrated model to adjust the free-swell results of the mechanistic-stochastic model developed by Olaiz et al. (2021), and 3) an updated IRI equation for asphalt concrete pavements to account for volume change fluctuations due to changes in suction stress conditions. The models presented can be easily implemented into currently available pavement design procedures and greatly improves over the existing empirical models that have been used for more than four decades.

Quantifying the interactions among food, energy, and water (FEW) systems is crucial to support integrated policies for the nexus governance. Metropolitan areas are the main consumption and distribution centers of these three resources and, as urbanization continues, their role will become even more central. Despite this, the current understanding of FEW systems in metropolitan regions is limited. In this dissertation, the key factors leading to a more sustainable FEW system are identified in the metropolitan area of Phoenix, Arizona using the integrated WEAP-MABIA-LEAP platform. In this region, the FEW nexus is challenged by dramatic population growth, competition among increasing FEW demand, and limited water availability that could further decrease under climate change. First, it was shown that the WEAP platform allows the reliable simulations of water allocations from supply sources to demand sectors and that agriculture is a key stressor of the nexus, which will require additional groundwater (+83%) and energy (+15%) if cropland area is preserved over the next 50 years. Second, the climate change impacts on the food-water nexus were quantified by applying the WEAP-MABIA model with climate projections up to 2100 from 27 GCMs under different warming levels. It was found that the increases in temperature will lead to higher atmospheric evaporation demand that will, in turn, reduce crop production at a rate of -4.8% per decade. In the last part, the fully integrated WEAP-MABIA-LEAP platform was applied to investigate future scenarios of the FEW nexus in the metropolitan region. Several scenarios targeting each FEW sector were compared through sustainability indicators quantifying availability/consumption, reliability, and productivity of the three resources. Results showed that increasing renewable energy and changing cropping patterns will increase the FEW nexus sustainability compared to business-as-usual conditions. The findings of this dissertation, along with its analytical approach, support policy making towards integrated FEW governance and sustainable development.
