Qualifications based selection (QBS) of construction services uses a variety of criteria to evaluate proponents and select a contractor for the project. The criteria typically fall into three categories: past performance and technical capability, key personnel, and price, with price often being considered the most important factor in selection. Evaluation and the merits of the key personnel category is not well described or discussed in research. Prior research has investigated the evaluation criteria elements and their ability to differentiate proponents. This case study uses QBS evaluation data from fifty-eight construction projects to show that use of a structured interview process provides the highest level of differentiation of qualifications of proponents, as compared to the proposed price and the technical proposal. The results of the analysis also indicate: 1) the key personnel element (the interview) is statistically more important than price,

2) Contractors who propose on projects using QBS should use their best people in proposal response, and 3) Contractors should educate/prepare their teams for interviews, people count.

Within the vast area of study in Organizational Change lays the industrial application of Change Management, which includes the understanding of both resisters and facilitators to organizational change. This dissertation presents an approach of gauging levels of change as it relates to both external and internal organization factors. The arena of such a test is given through the introduction of the same initiative change model, which attempts to improve transparency and accountability, across six different organizations where the varying results of change are measured. The change model itself consists of an interdisciplinary approach which emphasizes education of advanced organizational measurement techniques as fundamental drivers of converging change. The observations are documented in the real-time observed cased studies of six organizations as they progressed through the change process. This research also introduces a scaled metric for determining preliminary levels of change and endeavors to test both internal and external, or environmental, factors of change. A key contribution to the work is the analysis between both observed and surveyed data where a grounded theory analysis is used to help answer the question of what are factors of change in organizations. This work is considered to be foundational in real-time observational studies but has a promise for future additional contributions which would further elaborate on the phenomenon of prescribed organizational change.

Food banks are the foundation of the emergency food network, and while their chief mission is to mitigate hunger, the rise in obesity and other diet-related diseases among clientele has incited the need for better nutritional control with regards to procurement of inventory at food banks. The purpose of this research was to determine if procured inventory at United Food Bank in Mesa, Arizona could meet minimum MyPlate recommendations for a typical food bank client and what implications the results could have for future policy. Inventory data was obtained from United Food Bank for fiscal year 2013-2014 and analyzed utilizing the MyPlate Analysis Program to determine contributions of each food category to MyPlate recommendations. Inventory was separated by MyPlate food category and analyzed to determine contribution towards a meal built around MyPlate recommendations. Results showed that the inventory could meet the minimum requirements for protein and grains for a family of four for at least three days, the amount of time an emergency food box is designed to last. On the contrary, the inventory did not meet minimum vegetable, fruit or dairy requirements. These results indicate that typical food bank inventory does not meet USDA MyPlate recommendations and that having nutritional policy in place could potentially drive donations and purchases to enhance the nutritional quality of future food bank inventory.

The purpose of this thesis is to explore how Blockchain technology can help solve problems large corporations commonly face. For example, it is a common problem for large businesses and organizations to manage sales contracts with thousands of items on them. Likewise, it can be difficult to accurately monitor complex payment histories with thousands of items on them. Another issue is the difficulty that is introduced when making periodic reconciliations based on separate recording systems. At a broader level, some organizations may hesitate to do business with new strange companies or oversea companies for the first time because they do not trust that the other organization can deliver what they promise. Such problems cost organizations a lot of money, effort, and time to solve. However, Blockchain technology, first developed in 2009, could revolutionize how the business community deals with these common problems. The shared and immutable ledger on Blockchain can help organizations to keep track on transactions, manage the contracts in a smarter way, ensure correct purchase history records, eliminate the periodically reconciliation processes, and provide visibility for real-time transactions.

This article summarizes exploratory research conducted on private and public hospital systems in Australia and Costa Rica analyzing the trends observed within supply chain procurement. Physician preferences and a general lack of available comparative effectiveness research—both of which are challenges unique to the health care industry—were found to be barriers to effective supply chain performance in both systems. Among other insights, the ability of policy to catalyze improved procurement performance in public hospital systems was also was observed. The role of centralization was also found to be fundamental to the success of the systems examined, allowing hospitals to focus on strategic rather than operational decisions and conduct value-streaming activities to generate increased cost savings.

Services procured by government agencies are often ridden with delay and costly change orders. Government agencies may react to these failures by implementing restrictive terms and conditions intended to ensure that the service is delivered on time and within budget. While potentially helpful (and nearly always counterproductive), this approach often fails to recognize the cause of the procurement failure \u2014 inadequate request for proposal (RFP) draftsmanship. The RFP must provide the vendor, or service provider, with a comprehensive understanding of the client's motivations for soliciting the bid, the environment in which the materials and services will be utilized, and accurate specifications for those materials and services. In summary, the RFP must be a clean and concise roadmap of client expectations. This thesis describes, for the novice RFP drafter, a value-based approach to preparing a request for proposal.

A public North American university needed a tool to automate their Vendor of Record rotation program. The goal was to give each vendor in the program fair opportunities and to be open and honest with how vendors were selected. This tool was created in Microsoft Excel with VBA to code

A public North American university needed a tool to automate their Vendor of Record rotation program. The goal was to give each vendor in the program fair opportunities and to be open and honest with how vendors were selected. This tool was created in Microsoft Excel with VBA to code macros. The three major Excel sheets are the Masters, the FM Interface, and the Executive Interface. The Masters act as a database and house data for each project. It is a plain Excel worksheet populated with tables. The FM Interface is a macro-enabled Excel workbook. It is distributed to every Facilities Manager in the program. The FM Interface communicates with the Masters in the background. The FMs use the various inputs and buttons to go through every step of procuring a project. They start by initializing a project, and are given a generated list of vendors who are qualified. This list is automatically rotated for every project. Then they fill in an RFQ and it is automatically emailed to the required vendors. When the Facilities Manager receives every quote, they input them into the program and they are saved to the database. When the project is complete, the manager must fill out a satisfaction survey to measure safety, cost, schedule, and quality of work. This is the main method of tracking vendor performance. The last sheet, the Executive Interface, is given only to the administrator of the program. It generates various reports, such as vendor performance, FM performance, and insurance status. It also has many administrative functions including insurance updating, vendor input, and delete project/vendor. The automated tool has been used without error on over 50 projects by 11 different Facilities Managers. The university's Facilities Management team is pleased with the automated process.

The aim of this thesis is to improve the user experience within FedEx's eProcurement system, directly address feedback received from customer surveys, and to make recommendations for the Sourcing and Procurement Division within FedEx. In the first part, the overall client engagement is outlined with the specific timeline between New Venture Group and FedEx. The thesis encompasses three deliverables that were integral parts to the semester-long consulting engagement. The thesis then dives into methodology and each deliverable individually. After months of conference calls and best practice research, consulting efforts are summarized in the results. In a detailed discussion sections, the thesis forecasts opportunities for FedEx within sourcing and procurement. Here, the thesis draws on sources from various companies and research. Furthermore, overall recommendations are given to FedEx and acknowledgements are made. In conclusion, the thesis hopes to offer FedEx improvements to leverage improved functionality of eProcurement that will become available in the next upgrade of the Performance Management System.

Unmanned aerial vehicles have received increased attention in the last decade due to their versatility, as well as the availability of inexpensive sensors (e.g. GPS, IMU) for their navigation and control. Multirotor vehicles, specifically quadrotors, have formed a fast growing field in robotics, with the range of applications spanning from surveil- lance and reconnaissance to agriculture and large area mapping. Although in most applications single quadrotors are used, there is an increasing interest in architectures controlling multiple quadrotors executing a collaborative task. This thesis introduces a new concept of control involving more than one quadrotors, according to which two quadrotors can be physically coupled in mid-flight. This concept equips the quadro- tors with new capabilities, e.g. increased payload or pursuit and capturing of other quadrotors. A comprehensive simulation of the approach is built to simulate coupled quadrotors. The dynamics and modeling of the coupled system is presented together with a discussion regarding the coupling mechanism, impact modeling and additional considerations that have been investigated. Simulation results are presented for cases of static coupling as well as enemy quadrotor pursuit and capture, together with an analysis of control methodology and gain tuning. Practical implementations are introduced as results show the feasibility of this design.

ABSTRACT

The current Saudi Arabian (SA) procurement system leads to many losses in money and benefits in projects. Also, the use of the traditional procurement system in SA has been identified as one of the causes for poor performance in the delivery of construction and the major risk to the SA government. A questionnaire has been developed and carefully designed based on literature review. The purpose of the survey was to identify the validity of the recent claims that the procurement system in SA is broken and to improve the current SA procurement system. The questionnaire was sent out to 1,396 participants including included 867 engineers, 256 consultants, 93 contractors, 35 owners and 132 architects and 13 academics.

All participants have been registered and licensed professionals at the SA Council for professional engineers, who work in both private and public sectors. The participants are interested in the SA procurement and contracts system with experience ranging from one to more than twenty-five years with the majority of twenty-five years of experience in common construction sectors such as; residential and commercial buildings, healthcare buildings, industrial building and heavy civil construction.

Most of the participants from both private and public sectors agreed with the survey questions subject matter regarding: zone price proposals, contractors' evaluation, risks, planning, projects' scope, owners concern and weekly risks reports (WRR). The survey results showed that the procurement system is the major risk to projects, affects construction projects negatively and is in need of improvement.

Based on the survey and literature review, a model, called Saudi government performance procurement model (SGPPM), has been developed in which the most expert contractor is chosen through four phases: submittals& education, vendors selection, illustration and execution. The resulting model is easy to implement by SA government and does not require special skills or backgrounds.
