The presence of drug cartels within Mexico impacts U.S. national security, foreign policy, U.S. crime rates, and public health policy. Due to the direct and indirect effects that the cartels have on the United States, this paper examines the Mérida Initiative, the current U.S. anti-cartel policy, and makes several recommendations for future policy directions. Using official documents as well as current academic research, this paper examines the outcomes of past comparable policies that the United States has implemented in Colombia and Afghanistan to address the issue of drug trafficking. The paper then builds on the present successes of the Mérida Initiative by recommending several policies in the areas of international cooperation, agricultural development, Mexican targeting and enforcement, and U.S. law enforcement. This paper recommends that information sharing between countries should be increased to reduce the likelihood that pressure place on cartels will cause displacement; crop eradication cease and alternative crop development be implemented to reduce illicit crop growth; the joint Mexican-U.S. enforcement focus should move from high-value targets to more highly connected members; the United States should increase vetting for gun purchases to help keep guns out of the hands of cartel members; and domestic drug policies should shift toward treatment and demand-focused policies. By implementing the recommended policies, this paper suggests that the influence of cartels within Mexico as well as the United States may be reduced.

The purpose of this project is to better understand the factors associated with, and effects of, prison visitation for children during maternal and paternal incarceration. As gatekeepers, caregivers play a pivotal role in the facilitation of parent-child prison visitation. Yet, some caregivers may be more likely to take children to visit than others. Additionally, among those children who do visit, visitation may be positive in some ways and negative in others. To advance prior work, this study (1) assesses the relationship between caregiver type and parent-child prison visitation and (2) investigates the emotional and behavioral responses of children who visit. The current research uses mixed-methods and is carried out in two phases. For Phase 1, quantitative data on 984 children collected from structured interviews with incarcerated parents (N=279 mothers; N=143 fathers) in the Arizona Department of Corrections are used to examine the relationship between caregiver type and the likelihood of parent-child prison visitation. Descriptive statistics and logistic regression analyses are conducted separately for maternal and paternal incarceration. Phase 2 draws on caregivers' accounts of 40 children who visit their parent in prison to assess children's emotional and behavioral reactions to visitation. Data are coded to identify positive and negative responses, "visitation paradox" indicators, prior life circumstances and child age. Thematic content analyses are conducted to capture major themes. Analyses from Phase 1 confirm a significant relationship between caregiver type and mother-child and father-child visitation. Other factors that affected the likelihood of parental visitation included child situational factors, parent stressors, institutional barriers and child demographics, although these effects differed depending upon which parent was in prison. Results from Phase 2 revealed overwhelmingly negative responses among children to parental prison visitation. Key themes that accounted for child reactions included institutional context and parental attachment. This research adds to the collateral consequences of incarceration literature by providing greater insight into the imprisonment experience for vulnerable families. Further, these results have direct implications for correctional policy and practice pertaining to the manner and regulation of prison visits and also inform reentry efforts through a family-centric approach.

Juvenile delinquency is a complex issue that effects youth, families, and society. Studies have found that parenting styles are a significant contributor to numerous behaviors that influence juvenile delinquency, specifically substance use and poor academic achievement. This literature has been used by to the juvenile justice system to develop family based interventions for delinquent youth in efforts to reduce recidivism. However, previous studies have primarily sampled from the general population, which has limited their usefulness in creating selective interventions for the delinquent population. This thesis offers Baumrind (1966) and Maccoby & Martin's (1983) theory of parenting style typologies as a framework for understanding the effects of parenting style on substance use and academic achievement among delinquent youth. Using juvenile court case files from Maricopa County collected from 2005-2010, (N = 181), logistic regression was performed to test the hypotheses that (1) delinquent youth with Authoritarian, Uninvolved, and Permissive parenting will be more likely to use substances than youth with Authoritative parenting and that (2) delinquent youth with Authoritarian, Uninvolved, and Permissive parenting will be more likely to have poor academic achievement than youth with Authoritative parenting. Using Authoritative parenting as the reference group, it was found that delinquent youth with Permissive and Uninvolved parenting had a higher likelihood of substance use than delinquent youth with Authoritative parenting, and that delinquent youth with Permissive parenting had a higher likelihood of poor academic achievement than youth with Authoritative parenting. These findings have important theoretical implications as well as practical implications for intervention strategies for delinquent youth, which are additionally discussed.

Contemporary criminological literature seldom studies important ethnic subgroup differences in crime and delinquency among Hispanic/Latino youth. Therefore, their risk for crime and delinquency is poorly understood in light of the enormous ethnic and generational mixture experiences within of experiences within the Hispanic/Latino population in the United States. Using social control theory and cultural evaluations of familism, this thesis examines dissimilarities in the risk for crime and delinquency, in addition to its relations with family unity, parental engagement, youth independence, and family structure among second generation Mexicans (n = 876) and second generation Cubans (n = 525) using data from the Children of Immigrants Longitudinal Study (CILS) 1991-2006 (Portes and Rumbaut). The results concluded that second generation Cubans who obtained government assistance were more likely to engage in crime than second generation Mexicans. Consistent with social control theory, a major finding in this thesis is that presence of a family member who is involved in criminal activity increased crime within the sample of second generation Mexicans and second generation Cubans. Furthermore, in households less than five, second generation Cubans who have a delinquent family member were more likely than second generation Mexicans who have a delinquent family member to report criminal involvement, while in households greater than five, second generation Mexicans who have a delinquent family member were more likely than second generation Cubans who have a delinquent family member to report criminal involvement.

The effectiveness of police behavior on criminal activity has improved over the last thirty years. Yet, some police practices remain ineffective against crime. Because there is the potential for disconnect between their behavior and crime control, the police's legitimacy is threatened. Legitimacy is important because its acquisition is requisite for any organization to exist. Police therefore look to other sources of legitimacy, such as their institutional environment: The network of agencies who share similar challenges, and the collection of entities that influence the form and function of the police (e.g., sovereigns). When the police consider the practices and expectations of their institutional environment through the process of isomorphism, agencies resemble one another despite idiosyncratic exigencies. This process endows them with legitimacy. Largely studied at the interorganizational level, isomorphism can also apply at the intraorganizational level. This study considers the latter level of analysis. Because the study of isomorphism in policing has lacked empirical assessment, the current study borrowed from the field of spatial analysis. This is feasible insofar as police behavior can be understood territorially, including isomorphic processes. By controlling for the most pertinent territorial predictors of police behavior, spatial dependence can be understood as the manifestation of isomorphism. Further, local indicators of spatial autocorrelation in interaction with spatial dependence can be understood as the institutional influence of sovereigns. Considerable attention is spent elaborating these concepts. Across four dependent variables (juvenile arrests made by the District of Columbia Metropolitan Police Department for 2008 for violent crime, property crime, drug crime, and gun crime), isomorphic processes were overwhelmed by ecological variables for three criteria. For juvenile drug arrests, the behavior of distinct areal units was influenced by several sovereign entities from within the police department. Methodologically, this study introduces a novel empirical way of exploring isomorphism. Theoretically, it enriches the study of isomorphism by introducing the importance of territoriality. In terms of police practice, it suggests an innovative method for police organizational change, a process that is typified by resistance. By engaging sovereign entities in the change process, this resistance can be overcome in a naturally occurring ecological phenomenon.

Prior research has found links between family environment and criminal outcomes, but research is lacking on why these factors often occur together within families. Parental criminality, family size, and family disruption have been analyzed as risk factors for juvenile delinquency, but their relationships with each other have gone largely unexplored.

Prior research has found links between family environment and criminal outcomes, but research is lacking on why these factors often occur together within families. Parental criminality, family size, and family disruption have been analyzed as risk factors for juvenile delinquency, but their relationships with each other have gone largely unexplored. This thesis explores the relationship between parental criminality, having children, number of children, and patterns of residence with children. Data from the National Longitudinal Survey of Youth '97 are used to associate likelihood of having children, likelihood of having any children out of residence, percent of children in residence, and number of children with arrest prevalence and self-reported offending. Results were generally supportive. Moderate effect sizes were found for likelihood of having children, with large effects on likelihood of having any children out of residence. Moderate effects were found for percentage of children in residence, and large effects were found for number of children.

Child advocacy centers provide a safe, child-friendly environment for the forensic interview and subsequent investigation of child victimization cases. However, very little research has examined the effects of burnout, secondary trauma, and organizational stressors on forensic interviewers. The goal of the present project was addressing the following research questions. Do forensic interviewers experience burnout and secondary trauma associated with their profession? How do organizational stressors mitigate or increase these effects among forensic interviewers? Data was collected by conducting an online survey of forensic interviewers working at child advocacy centers across the United States. Specifically, burnout was measured with the Oldenburg Burnout Inventory, and secondary trauma was measured with the Secondary Traumatic Stress Scale (STSS). The current study utilized bivariate correlations, and OLS regression models to analyze the effects of burnout, secondary trauma, and organizational stressors on forensic interviewers. The results indicate burnout and secondary trauma among interviewers in the sample. Job support, funding constraints, and heavy caseloads all influence the outcome measures. Policy recommendations include continued education, training, and mental health services for forensic interviewers. Future researchers should conduct qualitative interviews and expand on variables within the current dataset such as note taking, peer evaluations, and forensic interviewing protocols in order to gain further insight into this population.

The #MeToo Movement has sparked debate across the world as to how prevalent sexual assault is and what can be done to help survivors. Although sexual assaults are the least likely crime to be reported to police, it is important to examine the criminal justice system’s treatment of these cases.

The #MeToo Movement has sparked debate across the world as to how prevalent sexual assault is and what can be done to help survivors. Although sexual assaults are the least likely crime to be reported to police, it is important to examine the criminal justice system’s treatment of these cases. The focus of this thesis is on the prosecution of sexual assault cases. Specifically, the goal is to uncover the factors that impact prosecutorial decision-making in sexual assault cases across three different timepoints. This study examines qualitative interviews conducted in 2010 with 30 Deputy District Attorneys from Los Angeles, California. Results reveal that prosecutors’ largely rely on their “gut feelings” about whether a case will be successful based on a combination of factors, including: victim credibility, availability of evidence, and corroboration of the victim’s story, just to name a few. The study concludes with an examination of these results, a discussion on the limitations of the study and a guide for future research, and what policy changes can come from these findings.

The Zero Tolerance Policy began appearing in secondary schools in the early 1990's. In the late 1980's, crimes committed by juveniles were at an all-time high. Fears that the violence would spill onto campus propelled lawmakers and school officials to take preventative measures. With the creation of the Gun-Free School Zone Act of 1990 and Gun-Free Act of 1994, any individual caught with a weapon on campus would be found in violation of the Act and be punishable by law. In addition to the Acts, School Resource Officers (SROs) became more prominent on campus. SROs were originally on campus to teach drug prevention programs, however SROs began to take on more of a disciplinary role to support the Zero Tolerance Policy. Furthermore, educators began turning towards SROs to handle less serious incidents such as behavioral outbursts. As SROs took a more active role, arrests among students started to rise. Many think this is a direct pathway to our criminal justice system, more commonly known as the school-to-prison pipeline. This pipeline disproportionately affects African Americans. This paper will examine the creation, aims and purpose of the Zero Tolerance Policy as well as what incidents helped create and install the policy. This paper will look at what the Zero Tolerance Policy looks like since it has been enacted. Moreover, there will be a focus on which students are affected the most and if this policy will lead to criminal justice contact in the future. Lastly, alternatives to the Zero Tolerance Policy will be discussed and if the policy can be improved or should it be eliminated.

This study draws upon original data to identify protective factors of resilience among Indigenous college students who experience victimization with the goal of facilitating safety and health. The data draws from 16 interviews and 95 surveys with Indigenous college students about their victimization, including their experiences with the global issue of Missing and Murdered Indigenous Peoples (MMIP). This research uses a decolonizing methodology, a trauma-informed approach, and a human-centered design while incorporating aspects of community-based participatory research with Indigenous populations. Many participants experienced at least one form of victimization (82%), and nearly all (94%) were aware of the MMIP crisis. Interviews revealed that MMIP had an emotional, psychological, and social impact on students regardless of their relationship with a victim. Participants identified several protective factors that enhanced their resilience, including reclaiming identity, reciprocity, taking healing actions, self-reflection, taking healthy risks, having goals, being with their community and their family, and having courage and strength. These findings provide support for five culturally appropriate university policy recommendations to enhance Indigenous students’ resilience through culturally-competent programming, evaluation, and training.
