First, an increasing mass trend of antimicrobials (1,431 ± 22 mg/day/1000 people)

This thesis focuses on applying wastewater-based epidemiology (WBE) to inform the population health status by studying antimicrobials, polymers, and mental health drugs (antidepressants, benzodiazepines, and Z-drugs) from community ranging in size (1600 to 481,420 people) in near real-time. First, an increasing mass trend of antimicrobials (1,431 ± 22 mg/day/1000 people) in wastewater was found in Arizona, with no evidence suggestive of the possible reintroduction of personal care products banned by the US Food and Drug Administration (FDA) ban during the pandemic (Chapter 2). Second, the use of mental health-related drugs (antidepressants, benzodiazepines, and Z-drugs) was estimated in community wastewater in the US and Mexico during the COVID-19 pandemic and compared against the prescription volume data obtained from the Medicaid database. Average mass consumption rates estimated using WBE ranged between 62 for Temazepam and 1,100 for Clonazepam in units of mg/day/1000 people in the United States. WBE data suggested an increase in Ketamine use (p < 0.05) during the COVID-19 pandemic (2020) relative to pre-pandemic time (2019). However, the volume of Ketamine uses as informed by prescription data did not increase suggesting illegal use of the drug might have increased during the COVID-19 pandemic (Chapter 3). I hypothesize that in addition to mental health drugs and antimicrobials, plastics also increase as a function of pandemic (Chapter 4). This necessitates an understanding of potential analytical challenges, which were investigated in Chapter 4 by conducting a literature review. An inventory of all the municipal wastewater treatment plants globally was created (Chapter 5). This study tabulated about107,000 in 129 countries serving 2.7 billion people (35% of the global population). This analysis suggests that about one-third of the world’s population could be reached by conducting WBE at centralized wastewater treatment plants. This dissertation demonstrates the utility of WBE in fields as diverse as tracking antimicrobials, substance misuse, and unsustainable materials such as plastics. WBE is broadly applicable to populations around the world to aide Sustainable Development Goals. The implementation of WBE in decision level from authority and stakeholders expedite the process of tracking community health against epidemic, infectious diseases and chemical exposure.

This work explores the dynamics in emergence, deployment, and execution of modern technoscientific initiatives in the U.S. government. I focus on the federal initiative that developed vaccine and other responses to the Covid-19 crisis. This included federal policy mechanisms used during crisis, political and financial risk in federal technoscientific solutions, and conditions for technoscientific solutions success. The focus on these dynamics during crisis response is an approach to understanding overarching governance of technoscientific initiatives in non-crisis times. The process of exploration includes a series of interviews with senior officials engaged in technoscientific initiative development. Two studies governed by the tenets of the Delphi approach were completed, one in 2020 with senior government officials engaged in Operation Warp Speed, and another in 2021 with former senior government officials involved in government-funded technoscientific initiatives including the National Nanotechnology Initiative, the National Manufacturing Initiative, and the Precision Medicine Initiative. These results were coded and then the data were triangulated and corroborated through the use of public media, follow up interviews, and fact-checking in the local Washington, D.C. policy network. This work reveals a series of theoretical, policy, and practical results. The theoretical contributions include that high profile technoscientific initiatives are undertheorized in Innovation Policy and Science and Technology Studies. This work also establishes an early typology of U.S. government technoscientific initiatives. In addition, this work suggests policy and practical contributions regarding federal responses to emerging crises, as well as lessons from crisis-intervention policies that might be useful without crises.

The recent global pandemic outbreak has adversely impacted the morale and wellbeing of frontline workers. This thesis highlights the benefit of having a humanistic leader in these challenging circumstances. The purpose of this study is to conduct a comprehensive review of leadership concepts to determine why humanistic leadership is more effective in leading front-line employees. This study aims to develop a humanistic leadership model intended to change the behavior of leaders. Among the main findings of the study is that there is a lack of focus on humanism in the medical field, which is why promoting humanistic coaching among healthcare leaders is important in illustrating selfawareness, respect, human connection, and communication between healthcare professionals.

In Arizona part-time instrumental music educators often spend more time per week with high school students than full-time core subject teachers. Members of the gig economy and heavily involved in the marching arts, these part-time teachers make the conscious choice to seek multiple gig positions to piece together a full-time income void of traditional employee benefits. The COVID-19 pandemic is changing the American workforce, prompting employers to hire more gig workers than standard salaried employees across all industries. However, some part-time workers who rely on social interactions for income are struggling to maintain a career throughout the health crisis. Although unable to see their students in person and prepare for competitions like a normal season, part-time instrumental music educators are continuing to work and teach. Whether each teacher is explicitly aware of it or not, the entire part-time teaching community relies on the accrual and mobilization of social capital to secure and maintain gigs and, by extension, a living. In this thesis, I employ Pierre Bourdieu’s theory of capital to investigate how part-time instrumental music educators are adapting to virtual remote teaching prompted by the COVID-19 pandemic and why they have not experienced job loss to the same extent as many other Americans in this arduous time. Through participant-observer ethnography and direct interviews with 12 active part-time instrumental marching music teachers I analyze not only the social mechanisms that lead to career success but also how each teacher conceptualizes their own vocational narrative. Unlike the idealized “American Dream” narrative of hard work and pulling yourself up by your bootstraps, part-time teachers attribute their success to social relationships and luck. As Arizona prepares for a harsh decline in music student enrollment over the next five years due to the pandemic part-time music educators must be aware of how to encourage their students to become the next generation of teachers and how they can work to overcome the daunting privilege gap in musical ensemble participation.

How does a university serve the needs of students in the face of a global pandemic? In truly unprecedented times, administrators were pushed to perform in new modalities and under very different circumstances. For many months, change was the only constant and student support needs were a whole new world to navigate. The purpose of this phenomenological action research study was to conduct outreach and implement wellness programming as an intervention to reduce loneliness in college students experiencing isolation or quarantine due to COVID-19. Four theoretical frameworks guided the study, including the work of Astin (1975, 1984, 1993, 2001), Kuh (2001), Hawkley and Cacioppo (2010), and Fullan (2001). In this qualitative study, data pertaining to student well-being, loneliness and motivation to persist were collected through the use of pre- and post-intervention semi-structured interviews as well as participant journal entries. Study participants were undergraduate students who had tested positive for COVID-19 or had been exposed to COVID-19 and were therefore in isolation or quarantine, respectively. The intervention extended the length of the semester and involved implementation of outreach and wellness programming initiatives for each participant. Through the findings provided, one can see the impact of isolation or quarantine on college students as well as the influence of the intervention on student well-being, connection, and persistence to graduation. The discussion of this work will describe the implications of this study as well as the lessons learned.

Homeownership is an essential part of the American Dream and one of the most important tools for anyone in the 21st century to build wealth. Unfortunately, the COVID-19 pandemic has introduced a level of uncertainty to a market that has been largely stable since the last recession. This has proven to be a major roadblock affecting multiple generations of Americans in their quests to develop wealth. A particularly interesting case study through this crisis has been the housing market of Phoenix Arizona. When the challenges presented by the pandemic began to unfold, thousands of home listings and sales were canceled all the while newly unemployed Arizonians began to worry about meeting their mortgage payments. However, this disruption didn’t last long, several months after the beginning of the pandemic housing prices quickly began to swell. Many listings continue to be sold for tens of thousands of dollars above the asking price which has led investors to ask: how have Phoenix homes been able to seemingly ignore the economic downturn? Today we are living in the hottest housing market since early 2007, and many expert opinions on the state of the market conflict with one another. Some expect housing prices to crash, others believe this growth is sustainable. A complex web of interconnected financial and human systems has led us to the position we are in today and several important questions have been left unanswered. What forces have driven the market to such dramatic heights? Who have been the winners and losers in the Arizona housing market during the pandemic? And what can be expected to happen in the near future as the “new normal” served to us by COVID-19 unfolds? The purpose of this thesis is to explore these questions and identify the underlying factors that have created the current market conditions. It will begin with an analysis of relevant supply and demand factors, then move to identify groups of winners and losers, to finally develop a prescriptive outlook for challenges facing Phoenix’s housing market.

The purpose of this study was to explore factors and personnel involved in the decision-making process used to determine electronic heath record (EHR) training methods employed by healthcare organizations in 2023. Additionally, the purpose was to learn more about EHR training leaders’ perspectives of various training methods, and to determine how and to what extent EHR training methods were impacted by the COVID-19 pandemic. Bounded rationality and the theory of transactional distance were the two guiding theories for this study.This mixed-methods action research study was conducted in a virtual setting and included 47 EHR training leader participants who worked at various health systems across the United States. Data was collected via an 11 item EHR training methods survey. Quantitative data was analyzed through descriptive statistics and a Wilcoxon rank test was used to analyze changes in EHR training methods in 2019 and 2023. Qualitative data was reviewed, coded, and analyzed in such a way as to be consistent with the grounded theory approach. Data was triangulated to corroborate findings. Results indicated that the pandemic, or other contributing factors between 2019 and 2023, had a statistically significant effect on EHR training methods. In addition, the majority of EHR training leaders felt that the most effective training method was a majority in-person with some virtual/remote/eLearning, and that the most efficient training method was a majority of virtual/remote/eLearning with some in-person. EHR Training Directors, EHR Training Managers, and Executive Leaders were the most identified roles involved in the decision-making process which typically involved collaborative meetings and discussions with various stakeholders. Furthermore, resources, cost, and effectiveness were the most identified driving factors related to EHR training method decisions. The discussion focuses on answering the four guiding research questions and provides implications for practice including suggestions for organizations to minimize cognitive limits in the decision-making process, re-evaluate EHR training decisions to ensure appropriate decision-makers were involved and that decisions aligned with their goals, and consider if resources and cost should be the leading driving factors related to EHR training methods.
