Description
The main objective of the research was to gather as much information and arguments about why we need to end the war on drugs and put them into one piece of work that was compelling and thorough, but also concise. This goal was achieved through first explaining how addiction is strongly related to the environment around the addict and whether they have adequate tools to bond with those around them. After coming to the conclusion that the war on drugs has been a failure and is misunderstood by most people, the strategy for legalization of recreational drugs was outlined as well as the economic, social, and health benefits of pursuing that strategy. The conclusion is that while the war on drugs has good intentions, it has been largely ineffective and imposed cruel punishments on addicts that end up causing more harm than they prevent, it is time to move forward and legalize all recreational drug use with licensed sales, harm reduction programs, and proper education to create a more effective strategy of preventing drug use and the harm it brings.

Injection drug use can result in a variety of negative health complications, many of which are caused or exacerbated through reuse and/or sharing of used injection equipment such as syringes, cookers, cottons, etc. The purpose of this thesis is to review the impact of the lack of resources such as needle exchange programs (NEPs) and general access to syringes on intravenous drug users in Maricopa County. This review is placed within the larger context to contrast with increased access to sterile syringes in major cities of the United States where there have been policies implemented aiming at harm reduction models of community outreach such as NEPs. To supplement this policy analysis, I conducted seven interviews and analyzed interview data to provide personal insights from the perspectives of users. I also surveyed nine current injection drug users, asking them questions about their use of syringes. Increasing awareness of the perspectives of injection drug users and the harms associated with intravenous drug use, especially when drug users are unable to access sterile, new syringes will help to facilitate increased access to harm reduction resources and reduce stigma.

In this field study, 103 individuals from two different music festivals, one in California and one in Michigan, were surveyed to observe current attitudes surrounding harm reduction strategies associated with psychedelic drug usage in the EDM scene. Topics from the survey included but were not limited to the chemical testing of substances, frequency of usage, spacing between usage, and adverse effects associated with usage. It was concluded that harm reduction education should become more integrated within the EDM scene in order to provide research-based evidence for ravers to make better decisions for their health. While authorities have pushed "just say no", the lack of education altogether in the community is life threatening. Education is the key to saving minds, bodies, and lives.

Description
Utilizing a compilation of existing literature, theory and current praxis, a clear case for instituting a needle exchange in Maricopa County is visible.. Research on HIV rates are consulted to establish a foundation for understanding the value of needle exchange programs nationally and in Maricopa County. Case studies on existing needle exchange efficacy are also used to support the proposal and outline the success of needle exchanges in reducing rates of infection.
