In recent years the state of Arizona passed a series of laws affecting undocumented immigrants, including Proposition 300 in 2006 outlawing in-state tuition for undocumented youth. However, there has also been a reaction from these youth who refused to be relegated to the shadows and are demanding rights. Using mixed ethnographic methods, this dissertation research analyzes how undocumented Mexican youth in Arizona have experienced liminality after the passage of Proposition 300 as well as their ability to utilize their increased marginalization in order to build community amongst themselves and fight for basic rights--a process known as cultural citizenship. These immigrant youth are of the 1.5 generation, who are brought to the United States at a young age, grow up in the country and share characteristics with both first and second- generation immigrants. Even though undocumented 1.5 generation immigrants are raised and acculturated within this country and treated the same as other children while in the public school system, they have been denied basic rights upon approaching adulthood because of their illegality. This includes limiting access to affordable higher education as well as public services and legal work. Consequently, they are unable to fully incorporate into U.S. society and they end up transitioning into illegality after leaving school. This is especially true in Arizona, a state that has passed some of the strictest anti-immigrant laws in the country aiming to deter undocumented immigrants from staying in the state. However, I argue that this increased marginalization has had an unintended consequence of creating a space that allowed for these youth to come together and form a community. I further posit that this community provides valuable social capital and access to resources and information that mitigates the possibility of downward assimilation. Moreover, this community offers its members a safety net that allows them to publically claim their undocumented status in order to fight for their right to have a pathway towards citizenship. As a result, they have been able to gain some victories, but are still fighting for their ultimate goal to become citizens.

In The Archive and the Repertoire, Diana Taylor discusses how performance, gestures, resistances within a community holds an embodied memory and enacts the transmission of knowledge within that community. Taylor discusses how this embodied memory is alternative to the written archive of history, history of interaction, history of meaning, history of language. Through the consideration of performance, Taylor urges her reader to reconsider oral and performative transmission of culture, knowledge, customs, traditions, and resistance. This project considers whether this reconsideration can be extended or expanded to oral and performative transmission of law within a community. Specifically, this research explores the conflict between the project of nationality and the reality of social organizing on a community/collective level. It asserts that this conflict is manifested most dramatically within border communities. The dissertation examines how the role of written law in the borderlands divides land and inhabitants and reconstructs a new understanding of the borderlands through oral histories and resistance by border communities. The overall goal of the dissertation is to challenge current scholarship to address the conceptual and sociopolitical task of a world in which legal representations and abstractions supersede the complex reality of community relations. As legal anthropologist Sally Falk Moore identified, we must consider carefully whether or not law controls the social context and what this means for our own definitions of community, what are the boundaries and borders of communities, and the seemingly limitedness of social interaction that becomes based on such legal definitions. The dissertation analyzes the defining disconnect of law from the social context that manifests itself amongst border communities along the U.S.-Mexico border. By exploring how law creates, sustains, molds, and connects the phenomenon of sovereignty, economy, and international borders, we can begin to understand how actions of border communities along the U.S.-Mexico border define the disconnect of law from the social context by redefining community itself.

The United States is facing an emerging principal shortage. This study examines an intervention to deliver professional development for assistant principals on their way to becoming principals. The intervention intended to boost their sense of efficacy as if they were principals while creating a supportive community of professionals for ongoing professional learning. The community was designed much like a professional learning community (PLC) with the intent of developing into a community of practice (CoP). The participants were all elementary school assistant principals in a Title I district in a large metropolitan area. The researcher interviewed an expert set of school administrators consisting of superintendents and consultants (and others who have knowledge of what a good principal ought to be) about what characteristics and skills were left wanting in principal applicants. The data from these interviews provided the discussion topics for the intervention. The assistant principals met regularly over the course of a semester and discussed the topics provided by the expert set of school administrators. Participant interaction within the sessions followed conversation protocols. The researcher was also a participant in the group and served as the coordinator. Each session was recorded and transcribed. The researcher used a mixed methods approach to analyze the intervention. Participants were surveyed to measure their efficacy before and after the intervention. The session transcripts were analyzed using open and axial coding. Data showed no statistically significant change in the participants' sense of efficacy. Data also showed the participants became a coalescing community of practice.

This study situated a lesbian, gay, bisexual, and transgender (LGBT) softball league within the logic of homonormativity and queer futurity and explored how community and identity were constituted, practiced, negotiated, and problematized. The project endeavored to address the questions: What is the meaning and significance of community for the League participants? To what extent and how does participation in the League affect gender and sexual identity discourse and practice? And, in the context of the League, how are dominant ideologies and power structures reinforced, disrupted, and produced? A critical ethnography was undertaken to render lives, relations, structures, and alternative possibilities visible. Data was collected through participant observation, interviews, open-ended questionnaires, and archival document analysis. A three stage process was employed for data transformation including description, analysis, and interpretation. LGBT identified sports clubs, formed as a result of identity politics, are understood to be potential sites of transformation and/or assimilation. Although the League was imbued with the discourses of inclusion and acceptance, the valorizing of competition and normalization led to the creation of hierarchies and a politics of exclusion. The League as an identity-based community was defined by what it was not, by what it lacked, by its constitutive outside. It is possible to learn a great deal about community by looking at what and who is left out and the conspicuous absence of transgender and bisexual participants in the League highlights a form of closure, a limit to the transformative potential of the League.

This study describes how the concept of “community” is framed in traditional public and charter high school guiding statements and interviews with school leaders. Guiding statements from public high schools in Arizona were analyzed and interviews were conducted with principals from traditional public schools and charter school principals. The findings suggested similarities between traditional public high schools and charter high schools in their framing of the concept of community, suggesting that schools are loosely coupled to state and federal education departments in particular, and to varying degrees at the district level: The guiding statements and high school leaders generally distinguished between the “school as community” frame inside the school and the “the local community” frame focused on the community outside of the school. Both traditional public high schools and charter schools emphasized the importance of both frames and their connections with “the local community.” Differences between traditional public schools and charter schools were observed, as schools appeared to attempt to legitimize themselves in different ways to the communities they are located in. Despite open enrollment policies leading to inter-district enrollment, traditional public schools have a mandate to primarily serve students from a specific area and were framed in the guiding statements and by school leaders as being part of and serving a geographically defined community that they have close ties to, the “school as a member of community” frame. Charter schools, on the other hand, focused on creating and serving a specific educational community characterized by shared interests, ideals, and expectations (‘school as community”) and contributing to the community that the school is located in (“school as a contributor to community”).

My dissertation is situated in the speculative—that rhetorical domain of human affairs concerned with conditions we cannot entirely predict or control. Specifically, my research investigates the polarization and unease many of us feel as we imagine a world in which humans are no longer in the driver’s seat. It offers a literate practice of framing to facilitate substantive talk about the possible effects of the impending technology. To pursue this line of inquiry, I draw from Kenneth Burke’s frames of acceptance and rejection. In particular, I developed a computer-based tool and tested the prototype in a pilot project. The study is designed to assess the technai (rhetorical problem-solving tools that transform limits and barriers into possibilities) I fashioned from Burke’s six frames of acceptance and rejection to prompt participants to articulate epic, tragic, comedic, elegiac, satirical and burlesque driving futures. Findings from the study reveal that the practice of framing helps scaffold participants’ thinking beyond the good/bad binary and toward more realistically complex understandings and expectations of the future of driving. For example, one student commented that “the frames guided discussion and added a well-rounded perspective that we individuals may not have otherwise taken into consideration.” Ultimately, this study demonstrates the power of effectively designed deliberative experiences. Technai teach useful practices to teachers, students, scholars – all of whom need opportunities to critically assess the risks and rewards of our technology-laden lives. This research pushes our scholarship to focus on rhetorics that surround speculative public scientific controversies like the driverless car, in order to advocate for our individual and collective well-being.

As universities, nonprofits, community foundations, and governmental organizations proliferate the language of leadership development and social transformation, it is with an inadequate understanding of what agency is being provoked. With an emphasis on ‘career-focused’ tools and techniques in community development literature and pedagogy, there is too little understanding of the knowledge being drawn upon and created by community workers (CWs). Furthermore, this knowledge is often tacit, bodily, spiritual, and collective, making it even more alien to the empiricism-focused world of social science. Situated meaning-making must be recapitulated in the study of community development in order to better address the complexity and ambiguity of specific practices and the associated construction of identities.

This study suggests an alternative way to understand and analyze community development work. Building on fieldwork in the Kumaoni Himalaya of India, it is argued that community workers make sense of the world in large part through the co-construction of dialectic identity metaphors (DIMs). These DIMs help explain to the workers the way the world works, the way it does not work, and what to do about it. More than formal community development theory, I suggest community workers look to dominant DIMs to structure organizational vision and program creation. Furthermore, ideological fragments within local DIMs contribute to the reproduction of dominant ways of knowing and the creation of best practices. For this reason, in situ examination of DIM creation and maintenance is useful for understanding how and why CWs collectively construct their identities and the co-constitutive work.

Urban ecosystems cover less than 3% of the Earth's land surface, yet more than half of the human population lives in urban areas. The process of urbanization stresses biodiversity and other ecosystem functions within and far beyond the city. To understand the mechanisms underlying observed changes in biodiversity patterns, several observational and experimental studies were performed in the metropolitan area of Phoenix, Arizona, and the surrounding Sonoran Desert. The first study was comprised of seven years of arthropod monitoring using pitfall traps in common urban land-use types. This study revealed differences in community structure, diversity and abundance over time and between urban and wildland habitats. Urban habitats with high productivity had higher abundances of arthropods, but lower diversity compared to wildland habitats. Arthropod abundance in less-productive urban habitats was positively correlated with precipitation, but abundance in high-productivity urban habitats was completely decoupled from annual fluctuations in precipitation. This study showed the buffering capacity and the habitat heterogeneity of urban areas. To test the mechanisms controlling community diversity and structure in urban areas, a major field experiment was initiated. Productivity of the native shrub Encelia farinosa and bird predation of associated arthropods were manipulated to test whether bottom-up or top-down forces were more important in urban habitats compared to wildland habitats. Abundance, richness and similarity were monitored, revealing clear differences between urban and wildland habitats. An unusually cold and dry first season had a negative effect on plant growth and arthropod abundance. Plants in urban habitats were relatively unaffected by the low temperature. An increase in arthropod abundance with water availability indicated bottom-up forces in wildland habitats, whereas results from bird exclusions suggested that bird predation may not be as prominent in cities as previously thought. In contrast to the pitfall study, arthropod abundance was lower in urban habitats. A second field experiment testing the sheltering effect of urban structures demonstrated that reduced wind speed is an important factor facilitating plant growth in urban areas. A mathematical model incorporating wind, water and temperature demonstrated that urban habitats may be more robust than wildland habitats, supporting the empirical results.

On May 12, 2009, hundreds of Immigration Customs and Enforcement (ICE) raided Agriprocessors, a meat packing plant in the sleepy town of Postville, Iowa, and arrested 389 workers. These workers, primarily Spanish speaking immigrants from Guatemala and Mexico, were charged with felony aggravated identity theft. This criminalization of immigration is a critical point in immigration policy in the United States, representing a ritual performance of the exclusion of immigrants from American society. In stark juxtaposition to the raid itself, the community of Postville was working to welcome the very immigrants that were targeted by ICE. In attempts at inclusion, Postville had created an adult soccer league that provided a sense of community and identity for immigrants. Using the classic anthropological method of ethnography, this research draws on extensive time immersed in the community of Postville to conduct a qualitative case study of the day-to-day meanings of immigration in the United States. This dissertation examines the adult soccer league and the ICE raid as examples of cultural performances of inclusion and exclusion by using anthropological concepts of nation, sport, and performance. Performance is used to mark national identity in both instances--a shifting, hybrid `transnational' identity in the case of the immigrants playing in the soccer league--and a clearly delineated `American' identity in the case of the ICE raid. Moreover, national identity is tied to other aspects of identity, such as gender. As the performances create national `imagined communities,' they also gender their participants and nations themselves. Ultimately this reveals the way that immigration itself is gendered, and the way in which American immigration policy is designed to promote an American national identity. These efforts are not only to the detriment of immigrants in the United States as laborers but also to the communities with jobs that draw these workers. The case study of Postville provides a lens to examine the meanings of immigration policy from the ground up and in the lives of those it impacts most--immigrants and the communities in which they reside.

This document examines the many ways in which the arts can benefit rural areas. It aims to illuminate potential opportunities found in rural areas for all types of artists, and discusses important points on building arts programs, organizations, and events in these areas. Having a strong arts presence can positively impact the economy, education system, community and well-being in rural areas. The arts help to strengthen community identity, provide exposure to new artistic experiences while preserving local culture, create a more resilient economy, strengthen the education system, and provide a creative outlet for community members. Musicians visiting a rural community have access to a unique and fulfilling opportunity to create, advocate, share and learn. Creating short and long term arts programs and organizations within these communities is an important way of guaranteeing a more sustainable presence of the arts. This document outlines rural areas and their typical characteristics, discusses the impact the arts can have on the rural economy, education system, and well being of the community and its individuals, and explores the many opportunities and experiences available to visiting artists and musicians in rural areas. It also discusses key issues and approaches when creating arts programs, events, and organizations in rural areas. Interviews with rural residents, artists and musicians, and arts advocates, along with the author’s personal experiences and observations provide unique insight into arts advocacy in rural areas, and why it is important.
