Beneficiary participation has become popular in international development generally, and it is an essential feature of sustainable development. But there are diverse definitions of and motivations for using beneficiary participation, and empirical literature on its effects is underdeveloped. This dissertation aims to clarify what beneficiary participation is and whether there is empirical support for claims about its benefits.

I review historical trends in international development that led to the popularity of both sustainable development and beneficiary participation. This review identifies central themes in defining beneficiary participation and motivations for using it.

I also developed a new typology of beneficiary participation based on a literature review of how scholars define beneficiary participation. I found that the main dimensions of beneficiary participation are (1) participants, (2) channels, (3) types of inputs, (4) timing, and (5) goals. By making these dimensions explicit, this work helps researchers and development practitioners more clearly describe the types of beneficiary participation they study, employ, and advocate for.

To contribute to empirical literature about beneficiary participation, I conducted a case-study of two urban development projects in Bhopal, India. I collected data with a structured survey of project beneficiaries in four slums (two slums from each project) and semi-structured interviews with each project's organizers. And project documents provided secondary data on both projects. The results indicate that local elites did not capture a disproportionate share of either project's benefits, at least with respect to individual household toilets. Because project organizers rather than beneficiaries selected households that would receive toilets, both cases serve as counterexamples to the claim that beneficiaries must intensely participate for projects' benefits to be distributed equitably.

Finally, I review academic literature for empirical evidence that supports claims about the advantages of beneficiary participation. There is relatively strong empirical support for the claim that beneficiary participation improves project outcomes, but empirical support for most other claims (i.e., that it helps make projects more efficient, distribute benefits equitably, and sustain project benefits) is weak. And empirical research suggests that one claimed benefit, empowerment, rarely materializes. In general, more empirical research about beneficiary participation is needed.

This mixed-methods research study examined the level of collective action that is occurring among non-governmental organizations (NGOs) working in maternal and child health in Haiti. This study takes the view that health, and by extension, maternal and child health, is a global public good; global public goods are most efficiently provided by the means of collective action. Therefore, to the extent that maternal and child health services are provided efficiently in Haiti, collective action should be occurring.

This study utilized a semi-structured interview approach to gather both qualitative and quantitative data. A total of 17 participants who were managers or executives of NGOs working in maternal and child health in Haiti were interviewed. The interviews also gathered quantitative data that characterized types of cooperation that were occurring among NGOs. The qualitative data that were collected in these interviews were analyzed using thematic analysis, and quantitative data were analyzed using social network analysis. The findings concluded that while there is cooperation occurring among NGOs in Haiti, the cooperation levels are low, networks are not very dense and there is overall general consensus that more cooperation is needed

As feminist understandings of the role that gender plays in the field of international development have evolved over time, there have been countless criticisms of organizations in the field due to their slowness in accounting for and responding to these academic contributions. Largely, these criticisms are lobbied against oversimplifications of the use of the term gender, often as interchangeable with the term girls/women, effectively excluding boys/men. In attempt to determine the extent to which boys and men have been excluded from the discourse of gender equality focused international development programs, this thesis conducts a rhetorical analysis of Plan International’s ‘Because I am a Girl’ Campaign. As an international nongovernmental organization that has made some attempt to include boys and men in its work, it serves as an important site for investigating why development organizations have not fully embraced the work done in masculinities studies and in feminist/gender studies on development. The analysis concludes that the intended audience is critical in shaping the way that an organization represents its gender-related programming.

Through critical discourse analysis, this thesis explores the construction of poverty and development within and across the United Nations Millennium Development Goals and the proposed post-2015 Sustainable Development Goals texts. The proposed post-2015 Sustainable Development Goals frame the international development landscape for the next 15 years, therefore it becomes imperative for civil society to understand their dominant economic schemes for poverty alleviation in order to adopt or oppose similar methods of poverty abatement. Deductively, this thesis investigates Keynesianism and neoliberalism, the dominant economic discourses whose deployments within the goals have shaped transnational frameworks for interpreting and mitigating poverty. It assesses the failures of the Millennium Development Goals, as articulated both by its creators and critics, and evaluates the responsiveness of the United Nations in the constitution of the proposed post-2015 Sustainable Development Goals in relation to these critiques through the lens of liberal feminist and World Social Forum discourses. These activist and oppositional social discourses embody competing values, representations, and problem-solution frames that challenge and resist the dominant economic discourses in both sets of goals. Additionally, this thesis uses an inductive approach to critically analyze both sets of goals in order to identify any emergent discursive frameworks grounded in each text that assist in understanding the problems of, and solutions to, poverty.

The idea that population growth presents a major threat to global stability has existed ever since Thomas Malthus first theorized about the catastrophic implications of the Industrial Revolution in 1798. This oversimplified, alarmist narrative later dovetailed with Cold War anxieties about the teeming population of newly designated "third world" nations in the United States post-WWII, inspiring decades of international policy focused on restricting the fertility of women in the global South. Today, global family planning programs suggest that the distribution of contraceptives is an essential means to empowering women around the world, but a historical analysis of the coercive and eugenicist inclinations of the population and development field reveals that not much has changed outside of rhetorical fronts. By focusing only on fertility reduction as a direct route to slowing population growth and solving problems supposedly directly related to it, traditional policies fail to acknowledge the systemic inequalities that perpetuate social systems like poverty and gender inequity. Zero population growth narratives frame women in the global South as objectified reproductive bodies in need of external manipulation, and in doing so, embody a Western colonialist mentality of cultural and technological superiority. This thesis argues that while the scarcity of resources available for an exponentially growing global population is alarming, more attention should be paid to the driving forces behind the inequitable distribution of those resources than attempts to regulate the fertility of those who are most disadvantaged by the system in the first place.

The Arizona Global Development Network (AGDN) is a group of diverse nonprofit organizations within the state. This network is a platform for member organizations to collaborate and exchange ideas on a wide range of topics regarding international development. Announced in 2016, the United Nations Sustainable Development Goals (SDGs) consists of 17 goals determined by the United Nations to address complex issues regarding human health, inequality and the environment around the globe. This self-designed code categorization study and semi-structured qualitative interviews aimed to explore Arizona’s international impacts and its alignment to the SDGs. First, the study completed a comprehensive observation of the information presented on these organizations’ websites. Second, interviews were conducted with representatives from each organization. The findings of this study provide an in-depth understanding of the network’s contributions to the wider, international community.

The majority of trust research has focused on the benefits trust can have for individual actors, institutions, and organizations. This “optimistic bias” is particularly evident in work focused on institutional trust, where concepts such as procedural justice, shared values, and moral responsibility have gained prominence. But trust in institutions may not be exclusively good. We reveal implications for the “dark side” of institutional trust by reviewing relevant theories and empirical research that can contribute to a more holistic understanding. We frame our discussion by suggesting there may be a “Goldilocks principle” of institutional trust, where trust that is too low (typically the focus) or too high (not usually considered by trust researchers) may be problematic. The chapter focuses on the issue of too-high trust and processes through which such too-high trust might emerge. Specifically, excessive trust might result from external, internal, and intersecting external-internal processes. External processes refer to the actions institutions take that affect public trust, while internal processes refer to intrapersonal factors affecting a trustor’s level of trust. We describe how the beneficial psychological and behavioral outcomes of trust can be mitigated or circumvented through these processes and highlight the implications of a “darkest” side of trust when they intersect. We draw upon research on organizations and legal, governmental, and political systems to demonstrate the dark side of trust in different contexts. The conclusion outlines directions for future research and encourages researchers to consider the ethical nuances of studying how to increase institutional trust.

Universities have played a key, but often understudied, role in international development throughtechnical assistance, the education of international students and the research of critical global issues (Morgan, 1979; BIFAD, 2011). Understanding internationalization in higher education can help uncover nuances of the role that United States (U.S.) universities play in U.S. international development efforts. This paper seeks to answer: “How do internationalization activities differ in public research universities with varying levels of publicness?” The study follows multicase qualitative methodology and a framework from Horn et al. to collect data on 5 dimensions of internationalization, students, scholars, research orientation, curriculum content and organizational support, to compare internationalization at four U.S. public research universities with varying levels of state funding and state change (2007). Case selection is grounded on dimensional publicness theory to provide a theoretical foundation for the variables used: level of state appropriations and percent change of state appropriations. Through a purposeful case selection process, four U.S. public research intensive universities with similar size, endowment and research activity were selected. Results showed that all universities have internationalization efforts across all dimensions but nuances exist in how internationalization is actualized at institutions. Cases with low state funding differed noticeably in student and research characteristics but did not differ in curricular and organizational support. Differences across cases can be explained by an economic rationale for the need to subsidize state budget cuts with full- paying international students and increased research grants. Similarities can be explained by other non-economic rationales that may insulate curriculum and organizational support from budgetary costs. While results demonstrate a clear commitment to internationalization, further research will need to be conducted to determine if results hold true against a dramatic shift in world events since 2017 which include a rise in nationalism, a global pandemic and decrease global standing of the United States.

This honors thesis examines the relationship between economic development and human development in the Caribbean island nation of St. Lucia. Factors affecting this relationship such as foreign direct investment and governmental policy were studied. Economic and human development indicators as well as personal interviews were utilized to determine the state of this relationship. This study showed that recent economic growth in St. Lucia is becoming increasingly unsustainable and may not be leading to improvements in human development, while also directly worsening inequality.
