Healthcare systems and health insurance are both concepts implemented in every country to provide access to the general population. Countries undergo healthcare reforms in order to increase the performance of the system. In 2010, the Affordable Care Act (ACA) was introduced in the United States to increase coverage and create a more inclusive health insurance market. For comparison, the recent reforms in Chile and Singapore were observed as points to determine what concepts work well and what can be implemented in the U.S. system. Unlike the United States, Chile and Singapore completely altered the system that was previously in use. In Chile, the reforms began in the 1970s and made two more major changes in 1973 and early 2000s. Singapore began its reform in the 1960s and created the medical savings account system that is still in use today. To analyze the system further, the medical professions of neurology, physician assistants and optometry were compared in each country. In regards to neurology, the coverage of services in Chile and Singapore are similar in that select medical procedures are covered. In contrast, the United States offers coverage on a case-by-case basis. For physician assistants, such a profession does not exist in Chile or Singapore. In the United States, the profession is rapidly expanding, and coverage is offered for most services provided. Optometry is a stand-alone profession in both the U.S. and Singapore. The services provided by the optometrists are selectively covered by insurance, depending on whether it is considered a medical problem. Chile covers the services often provided by optometrists, however, the ophthalmologist is the provider, as optometry does not exist. This study concluded that the U.S. should continue to provide a more inclusive healthcare system that includes vision and dental care. The U.S., like Singapore, should also adopt a more integrative system. Under this system, patient care would be provided in a way that professionals specializing in the care are included in every step of the process.

Conflict in Israel is ongoing and permeates through international borders by stimulating discussion worldwide. Whether or not diplomatic relations have been successful, counterterrorism policies have developed and been adopted by other countries like the United States. The targeting and elimination of militant terrorist figures is one of the policies that have stirred much controversy. The effectiveness of it, however, continues to be in question. This research paper aims to take a rounded approach to analyze the efficacy of targeted killings for national security. I employ a three-dimensional method by measuring the influence of targeted killings on violence, public opinion, and economy. Statistical analysis is conducted through Paired-Sample T-tests with data derived from the period of the al-Aqsa Intifada. There is suggestive evidence that targeted killings have a significant negative effect on Palestinian violence.

This thesis investigates the environment of support for reclassified English Language Learners (RCELLs) in Arizona schools. Arizona English Language Learner (ELL) policy and pedagogy have been the subjects of research nationwide; many studies demonstrate that ELLs struggle before, during and after participating in Arizona ELL programs (Lillie et al. 2012; Roa 2012; Garcia, Lawton & de Figuieredo 2012; Office of Civil Rights 2012). Despite evidence that the achievement gap between RCELLs and mainstream students is not closing, little information is available about additional language support that RCELLs might receive in mainstream classrooms. This thesis addresses that void of information through: 1) A literature review of the framework of RCELL support, as outlined by the Arizona Department of Education and relevant studies, and 2) a study of teacher and principal opinion about support components for RCELLs and whether such support is adequate. Study findings present that teachers and principals generally believe RCELLs are well-supported, in terms of both the availability and quality of study-defined support components. Yet there is only weak consensus among teachers that support components are adequate. Additionally, teachers' knowledgeability related to important RCELL support components is low, undermining the reliability of teacher responses. The disconnect between participants' optimistic perceptions of support and the external evidence of low RCELL achievement is rationalized by two conjectures. The first is that teachers are not knowledgeable about RCELL support components and cannot accurately gauge the quality of such support. The second is that existing support components are effective at assisting RCELLs with English learning but are not sufficient to close RCELL academic content achievement gaps.

As Arizona enters its fifteenth year of drought and Lake Mead hits historic lows, water management and policy planning will become increasingly important to ensure future water security in the Southwestern region of the United States. This thesis compares water demand trends and policies at the municipal level in Phoenix and Tucson, Arizona over the time period from 1980-2010. By analyzing gallons per capita per day (GPCD) trends for each city in the context of population growth, drought, and major state and local policies over the twenty year period, reasons for declines in per capita water demand were explored. Despite differences in their available water sources and political cultures, both the City of Phoenix and the City of Tucson have successfully reduced their per capita water consumption levels between 1980 and 2010. However, this study suggests that each city's measured success at reducing GPCD has been more a result of external events (supply augmentation, drought, and differing development trends) rather than conservation and demand reduction regulations adopted under the auspices of the Groundwater Management Act.

This paper describes a mixed methods investigation of undergraduate mental health support practices at Arizona State University (ASU), as well as an outside look at peer and other leading institutions. Methods employed in this study include: ASU undergraduate student survey to assess perception of resources provided by ASU and the likelihood to disclose physical and mental health conditions, key informant interviews to understand ASU mental health support from the perspective of those who implement support measures, participant observation of study abroad events that provide resources to prospective and pre-departure students, and a document review of the study abroad website from peer and other institutions. The target population of this study is undergraduate students who participate or plan to participate in study abroad programs across the United States. The sample population for the undergraduate student survey is undergraduate students at ASU, as well as sixteen institutions for the document review. Significant findings from the research include student concerns about financial and academic barriers to study abroad, as well as a greater likelihood to disclose physical health conditions rather than mental health conditions due to fear of stigma or of being a burden to program coordinators. Additionally, it was found that there is a separation between available resources and student awareness and use of these resources. ASU can work to remedy this disconnect by explicitly presenting easily accessible resource information on the website and in pre-departure materials, as well as addressing mental health awareness abroad in an inclusive manner towards all students in addition to those with pre-existing mental health conditions. Overall, more work should be done to fulfill the vision of comprehensive mental health support at ASU.

In 2014, we are seeing change on social issues such as same-sex marriage and marijuana legalization at a rate that is visibly faster than major social issues of the past. Statistics show that these issues are fan-favorites with the millennial generation, while also showing that this same group overwhelmingly dominates popular online platforms, a major tool that social issues of the past lacked. This study aims to examine whether or not there is a correlation between the online presence of millennials, the coverage by the media, and the policy-making decisions by legislators. With that idea in mind, perhaps we can prove that millennials have the ability to set the stage for social change. The instantaneous supply and demand of the Internet has created a climate where responses to our questions and ideas are expected faster than ever. By better understanding the dynamics of the relationships between these three groups, perhaps we can find solutions for creating change faster and more effectively.

In 2007, the Center for Biological Diversity (CBD) petitioned the United States Fish and Wildlife Service (USFWS) and the California Department of Fish and Wildlife (CDFW) to list the American pika (Ochotona princeps) as an endangered species. After several petition denials, the petition was evaluated during both 90-day, and 12-month reviews. Ultimately, both petitions were denied and the pika was not given protection under the Endangered Species Act (ESA). During the petitioning years, 2007 through 2013, there were many newspaper publications, press releases, and blog entries supporting the listing of the pika. Information published by these media ranged from misleading, to scientifically inaccurate. The public was swayed by these publications, and showed their support for listing the pika during the public comment period throughout the 12-month status review in California. While the majority of the public comments were in favor of listing the pika, there were a few letters that criticized the CBD for making a poster child out of a "cute" species. During the 12-month status review, the CDFW contacted pika experts and evaluated scientific literature to gain an understanding of the American pika's status. Seven years after the original petition, the CDFW denied listing the pika on the grounds that the species is not expected to become extinct in the next few decades. This case serves as an example where a prominent organization, the CBD, petitions to list a species that does not warrant protection. Their goal of making the pika the face of climate change failed when species was examined.

This paper seeks to analyze the relationship between energy subsidies on fossil fuels by countries and corresponding energy consumption, specifically electricity, by its citizens and occupants. The purpose of this was to determine whether pre-tax subsidies and post-tax subsidies have an effect on that consumption. This paper will discuss the prospect of accounting for post-tax subsidies as a method to curb rampant energy consumption throughout the world, with the focus being on residential electricity use. The two case studies, the Netherlands and Saudi Arabia, will illustrate the consumption patterns in relatively similar economic societies with different subsidy policies. Saudi Arabia will be a high pre-tax subsidy example while the Netherlands will be shown to account for some of the post-tax subsidies through an externality tax system. At the end of this analysis, this paper will show that the heavy subsidization of electricity production is strongly correlated to residential electricity consumption at levels that many officials would deem unsustainable, and that as such, subsidy reform is both beneficial and necessary.

I argue that the relationship between the United States and Israel has harmed the United States, the Palestinians, and the rest of the Middle East. For the United States section, I support this argument by discussing the corruption of AIPAC, national debt, anti-American sentiment in the Middle East, NSA spying and surveillance and the effects of the Iraq War. For the Palestinian section, I support this argument by discussing how the war crimes committed against the Palestinians are done with weapons supplied to Israel by the United States. Lastly, I go over how the rest of the Middle East is harmed by this by discussing how the Iraq War has affected the Iraqis there and how the Libyan regime change affected the people in Libya.

A comprehensive review of the managed retreat literature reveals mixed feelings towards the legality, practicality and cost of the policy action as a way to react to rising sea level and coastal erosion. Existing research shows increasing costs of severe storm damage borne to insurance companies and private citizens, furthering the need for long-term policy actions that mitigate the negative effects of major storms. Some main policy actions are restricting development, strategically abandoning infrastructure, funding buyout programs, utilizing rolling easements, and implementing a variety of protective structures. These policy actions face various problems regarding their feasibility and practicality as policy tools, including wavering public support and total costs associated with the actions. Managed retreat specifically faces public scrutiny, as many coastal property owners are reluctant to retreat from the shore. This paper will use examples of managed retreat in other countries (Netherlands, Belgium, and France) to develop plans for specific municipalities, using their models, costs and successes to generate in-depth policy plans and proposals. When observing Clatsop County, Oregon and assessing its policy options, its established that the best policy option is a combination of beach nourishment and Controlled Reduced Tides. This paper analyzes several features of the county, such as the importance of its coastal economic activity and its geographical makeup, to decide what policy actions would be best to mitigate its risk from sea level rise and flood damages. The process used to determine the best course of action for Clatsop County can be replicated in other municipalities, although the resulting policies will obviously be unique to the area.
