Since its launch by the US Green Building Council (USGBC), Leadership in Energy and Environmental Design (LEED) certification has been postured as the "gold standard" for environmentally conscious, sustainable building design, construction and operations. However, as a "living measurement", one which requires ongoing evaluation and reporting of attainment and compliance with LEED certification requirements, there is none. Once awarded, LEED certification does not have a required reporting component to effectively track continued adherence to LEED standards. In addition, there is no expiry tied to the certification; once obtained, a LEED certification rating is presumed to be a valid representation of project certification status. Therefore, LEED lacks a requirement to demonstrate environmental impact of construction materials and building systems over the entire life of the project. Consequently, LEED certification is merely a label rather than a true representation of ongoing adherence to program performance requirements over time. Without continued monitoring and reporting of building design and construction features, and in the absence of recertification requirements, LEED is, in reality, a gold star rather than a gold standard. This thesis examines the lack of required ongoing monitoring, reporting, or recertification requirements following the award by the USGBC of LEED certification; compares LEED with other international programs which do have ongoing reporting or recertification requirements; demonstrates the need and benefit of ongoing reporting or recertification requirements; and explores possible methods for implementation of mandatory reporting requirements within the program.

Vehicles powered by electricity and alternative-fuels are becoming a more popular form of transportation since they have less of an environmental impact than standard gasoline vehicles. Unfortunately, their success is currently inhibited by the sparseness of locations where the vehicles can refuel as well as the fact that many of the vehicles have a range that is less than those powered by gasoline. These factors together create a "range anxiety" in drivers, which causes the drivers to worry about the utility of alternative-fuel and electric vehicles and makes them less likely to purchase these vehicles. For the new vehicle technologies to thrive it is critical that range anxiety is minimized and performance is increased as much as possible through proper routing and scheduling. In the case of long distance trips taken by individual vehicles, the routes must be chosen such that the vehicles take the shortest routes while not running out of fuel on the trip. When many vehicles are to be routed during the day, if the refueling stations have limited capacity then care must be taken to avoid having too many vehicles arrive at the stations at any time. If the vehicles that will need to be routed in the future are unknown then this problem is stochastic. For fleets of vehicles serving scheduled operations, switching to alternative-fuels requires ensuring the schedules do not cause the vehicles to run out of fuel. This is especially problematic since the locations where the vehicles may refuel are limited due to the technology being new. This dissertation covers three related optimization problems: routing a single electric or alternative-fuel vehicle on a long distance trip, routing many electric vehicles in a network where the stations have limited capacity and the arrivals into the system are stochastic, and scheduling fleets of electric or alternative-fuel vehicles with limited locations to refuel. Different algorithms are proposed to solve each of the three problems, of which some are exact and some are heuristic. The algorithms are tested on both random data and data relating to the State of Arizona.

Industrial activities have damaged the natural environment at an unprecedented scale. A number of approaches to environmentally responsible design and sustainability have been developed that are aimed at minimizing negative impacts derived from products on the environment. Industrial activities have damaged the natural environment at an unprecedented scale. A number of approaches to environmentally responsible design and sustainability have been developed that are aimed at minimizing negative impacts derived from products on the environment. Environmental assessment methods exist as well to measure these impacts. Major environmentally responsible approaches to design and sustainability were analyzed using content analysis techniques. The results show several recommendations to minimize product impacts through design, and dimensions to which they belong. Two products made by a manufacturing firm with exceptional commitment to environmental responsibility were studied to understand how design approaches and assessment methods were used in their development. The results showed that the company used several strategies for environmentally responsible design as well as assessment methods in product and process machine design, both of which resulted in reduced environmental impacts of their products. Factors that contributed positively to reduce impacts are the use of measurement systems alongside environmentally responsible design, as well as inspiring innovations by observing how natural systems work. From a managerial perspective, positive influencing factors included a commitment to environmental responsibility from the executive level of the company and a clear vision about sustainability that has been instilled from the top through every level of employees. Additionally, a high degree of collaboration between the company and its suppliers and customers was instrumental in making the success possible.

This research study investigated the effects of high fidelity graphics on both learning and presence, or the "sense of being there," inside a Virtual Learning Environment (VLE). Four versions of a VLE on the subject of the element mercury were created, each with a different combination of high and low fidelity polygon models and high and low fidelity shaders. A total of 76 college age (18+ years of age) participants were randomly assigned to one of the four conditions. The participants interacted with the VLE and then completed several posttest measures on learning, presence, and attitudes towards the VLE experience. Demographic information was also collected, including age, computer gameplay experience, number of virtual environments interacted with, gender and time spent in this virtual environment. The data was analyzed as a 2 x 2 between subjects ANOVA.

The main effects of shader fidelity and polygon fidelity were both non- significant for both learning and all presence subscales inside the VLE. In addition, there was no significant interaction between shader fidelity and model fidelity. However, there were two significant results on the supplementary variables. First, gender was found to have a significant main effect on all the presence subscales. Females reported higher average levels of presence than their male counterparts. Second, gameplay hours, or the number of hours a participant played computer games per week, also had a significant main effect on participant score on the learning measure. The participants who reported playing 15+ hours of computer games per week, the highest amount of time in the variable, had the highest score as a group on the mercury learning measure while those participants that played 1-5 hours per week had the lowest scores.

Postwar suburban sprawl resulted in environmental consequences that engendered backlash from those concerned about the quality life in the places they lived, played, and worked. Few cities grew as rapidly as Phoenix and therefore the city offers an important case study to evaluate the success and limits of environmentalism in shaping urban growth in the postwar period.

Using three episodes looking at sanitation and public health, open space preservation, and urban transportation, I argue three factors played a critical role in determining the extent to which environmental values were incorporated into Phoenix's urban growth policy. First, the degree to which environmental values influenced urban policy depends on the degree to which they fit into the Southwestern suburban lifestyle. A desire for low-density development and quality of life amenities like outdoor recreation resulted in decisions to extend municipal sewers further into the desert, the creation of a mountain preserve system, and freeways as the primary mode of travel in the city. Second, federal policy and the availability of funds guided policies pursued by Phoenix officials to deal with the unintended environmental impacts of growth. For example, federal dollars provided one-third of the funds for the construction of a centralized sewage treatment plant, half the funds to save Camelback Mountain and ninety percent of the construction costs for the West Papago-Inner Loop. Lastly, policy alternatives needed broad and diverse public support, as the public played a critical role, through bond approvals and votes, as well as grassroots campaigning, in integrating environmental values into urban growth policy. Public advocacy campaigns played an important role in setting the policy agenda and framing the policy issues that shaped policy alternatives and the public's receptivity to those choices.

Urban policy decisions are part of a dynamic and ongoing process, where previous decisions result in new challenges that provide an opportunity for debate, and the incorporation of new social values into the decision-making process. While twenty-first century challenges require responses that reflect contemporary macroeconomic factors and social values, the postwar period demonstrates the need for inclusive, collaborative, and anticipatory decision-making.

This study evaluates the potential profitability and environmental benefit available by providing renewable energy from solar- or wind-generated sources to electric vehicle drivers at public charging stations, also known as electric vehicle service equipment (EVSE), in the U.S. Past studies have shown above-average interest in renewable energy by drivers of plug-in electric vehicles (PEVs), though no study has evaluated the profitability and environmental benefit of selling renewable energy to PEV drivers at public EVSE. Through an online survey of 203 U.S.-wide PEV owners and lessees, information was collected on (1) current PEV and EVSE usage, (2) potential willingness to pay (WTP) for upgrading their charge event to renewable energy, and (3) usage of public EVSE if renewable energy was offered. The choice experiment survey method was used to avoid bias known to occur when directly asking for WTP. Sixty percent of the participants purchased their PEVs due to environmental concerns. The survey results indicate a 506% increase in the usage of public pay-per-use EVSE if renewable energy was offered and a mean WTP to upgrade to renewable energy of $0.61 per hour for alternating current (AC) Level 2 EVSE and $1.82 for Direct Current (DC) Fast Chargers (DCFC). Based on data from the 2013 second quarter (2Q) report of The EV Project, which uses the Blink public EVSE network, this usage translates directly to an annual gross income increase of 668% from the original $1.45 million to $11.1 million. Blink would see an annual cost of $16,005 per year for the acquisition of the required renewable energy as renewable energy credits (RECs). Excluding any profit seen purely from the raise in usage, $3.8 million in profits would be gained directly from the sale of renewable energy. Relative to a gasoline-powered internal combustion engine passenger vehicle, greenhouse gas (GHG) emissions are 42% less for the U.S. average blend grid electricity-powered electric vehicle and 99.997% less when wind energy is used. Powering all Blink network charge events with wind energy would reduce the annualized 2Q 2013 GHG emissions of 1,589 metric tons CO2 / yr to 125 kg CO2 / yr, which is the equivalent of removing 334 average U.S. gasoline passenger cars from the road. At the increased usage, 8,031 metric tons CO2 / yr would be prevented per year or the equivalent of the elimination of 1,691 average U.S. passenger cars. These economic and environmental benefits will increase as PEV ownership increases over time.

Titanium dioxide (TiO2) nanomaterial use is becoming more prevalent as is the likelihood of human exposure and environmental release. The goal of this thesis is to develop analytical techniques to quantify the level of TiO2 in complex matrices to support environmental, health, and safety research of TiO2 nanomaterials. A pharmacokinetic model showed that the inhalation of TiO2 nanomaterials caused the highest amount to be absorbed and distributed throughout the body. Smaller nanomaterials (< 5nm) accumulated in the kidneys before clearance. Nanoparticles of 25 nm diameter accumulated in the liver and spleen and were cleared from the body slower than smaller nanomaterials. A digestion method using nitric acid, hydrofluoric acid, and hydrogen peroxide was found to digest organic materials and TiO2 with a recovery of >80%. The samples were measured by inductively coupled plasma-mass spectrometry (ICP-MS) and the method detection limit was 600 ng of Ti. An intratracheal instillation study of TiO2 nanomaterials in rats found anatase TiO2 nanoparticles in the caudal lung lobe of rats 1 day post instillation at a concentration of 1.2 ug/mg dry tissue, the highest deposition rate of any TiO2 nanomaterial. For all TiO2 nanomaterial morphologies the concentrations in the caudal lobes were significantly higher than those in the cranial lobes. In a study of TiO2 concentration in food products, white colored foods or foods with a hard outer shell had higher concentrations of TiO2. Hostess Powdered Donettes were found to have the highest Ti mass per serving with 200 mg Ti. As much as 3.8% of the total TiO2 mass was able to pass through a 0.45 um indicating that some of the TiO2 is likely nanosized. In a study of TiO2 concentrations in personal care products and paints, the concentration of TiO2 was as high as 117 ug/mg in Benjamin Moore white paint and 70 ug/mg in a Neutrogena sunscreen. Greater than 6% of Ti in one sunscreen was able to pass through a 0.45 um filter. The nanosized TiO2 in food products and personal care products may release as much as 16 mg of nanosized TiO2 per individual per day to wastewater.

The handling of waste encompasses the following processes: recycling, collection, treatment, and disposal. It is crucial to provide a cost-effective waste management system that improves public health and reduces environmental risks. In developing countries, proper handling of solid and hazardous wastes remain severely limited in urban cities if the industries and hospitals producing it do not take responsibility. Recycling and reusing of 12% of total waste in Phnom Penh is an active industry in Cambodia, driven by an informal network of waste pickers, collectors, and buyers. This thesis examines the environmental situation of solid and hazardous wastes in Phnom Penh. The socio-economic background of waste pickers and their current practices for handling solid and hazardous wastes will be mainly discussed in order to understand health and sanitation impacts and risks for disposal of solid and hazardous waste by these informal waste pickers. Surveys and interviews with the following sources are conducted: waste pickers, community members, observation at local dumpsites, governmental officials, and other non-government organization agencies in Phnom Penh, Cambodia. This thesis reports the external and internal factors that hinder safety and cost-effective management for disposal of solid and hazardous wastes. Multiple literature reviews are assessed in regards to the health effects, economic, and social impacts in developing countries. Evidentially, after attending several training and environmental awareness-raising programs, waste pickers expressed concerns about their health and the environment. Instead of receiving support, waste pickers are under economic pressure to use improper tools for waste picking, to stop working, get access to health care/service, to change their career, and prevent contact to limit serious communicable diseases and disability. As a result, the government and other related government agencies have made an effort to establish sanitation handling, treatment, and disposal systems by closing the old dumpsite. Due to limited entrepreneurship and business experience after training, most waste pickers cannot initiate micro business or find new jobs and then resume their waste picking. In conclusion, this thesis proposed that there are alternative technologies and management methods that will allow waste pickers to maintain employment while minimizing hazardous waste. Some examples of alternatives for waste pickers are establishing a material recovery center and alternative higher income occupation.

Facilities Management (FM) around the globe at different companies in different industries are often forced to make difficult decisions on whether or not to transition a workplace environment and how to decide what factors of a workplace environment can benefit or hinder a company's productivity. The data and research presented within this paper are targeted at aiding and educating FM in determining what factors to consider in a workplace transition to an open-seating design and validate the importance of recognizing how these factors impact the productivity of the individual and the organization. Data contained in this paper was gathered through two different survey samples: 1) a semiconductor company that transitioned its employees from cubicles and offices to an open-seating environment; and 2) a general study open to professionals and their experiences and opinions on workplace environments. This data was used to validate or disprove the views on open-seating workspace held by the FM industry today. Data on the topic of how employees react to being transitioned to open-seating environments and looking at the breakdown of the results between engineers and non-engineers is examined within this research. Also covered within the research is data on transitions to other seating environments outside of open-seating concepts to evaluate and compare transition types. Lastly, data was gathered and discussed on the amount of time needed to adapt after a transition and what environment types were linked to being the most productive. This research provides insight on workplace environments and transitions and how they have an impact on productivity and can be used in the decision process when considering transitioning environments.

The United States resettles more refugees each year than any country, yet little is known about the influence that the Refugee Resettlement Program has on our communities. Program evaluation in the United States is primarily concerned with outcomes and efficiency; while there has been an absence of collecting data to measure the impact that social programs have on communities. This study explores the impact of refugee resettlement on a metropolitan area by surveying professionals with experience working or volunteering with refugee populations. These professionals rate the extent to which they believe refugee resettlement influences social, economic, and environmental variables in the community, and explain the nature of the influence they believe the program has on the community. The data collected from these surveys will introduce the perceived impact of refugee resettlement from the perspective of those with professional experience in the area. By exploring the effects that the Refugee Resettlement Program has on Phoenix, this data can assist in the creation of community assessments for refugee resettlement and comparable social programs.
