Farmers' markets are a growing trend both in Arizona and the broader U.S., as many recognize them as desirable alternatives to the conventional food system. As icons of sustainability, farmers' markets are touted as providing many environmental, social, and economic benefits, but evidence is mounting that local food systems primarily serve the urban elite, with relatively few low-income or minority customers. However, the economic needs of the market and its vendors often conflict with those of consumers. While consumers require affordable food, farmers need to make a profit. How farmers' markets are designed and governed can significantly influence the extent to which they can meet these needs. However, very little research explores farmers' market design and governance, much less its capacity to influence financial success and participation for underprivileged consumers. The present study examined this research gap by addressing the following research question: How can farmers' markets be institutionally designed to increase the participation of underprivileged consumers while maintaining a financially viable market for local farmers? Through a comparative case study of six markets, this research explored the extent to which farmers' markets in Central Arizona currently serve the needs of farmer-vendors and underprivileged consumers. The findings suggest that while the markets serve as a substantial source of income for some vendors, participation by low-income and minority consumers remains low, and that much of this appears to be due to cultural barriers to access. Management structures, site characteristics, market layout, community programs, and staffing policies are key institutional design features, and the study explores how these can be leveraged to better meet the needs of the diverse participants while improving the markets' financial success.

Fruit and vegetable (FV) consumption continues to lag far behind US Department of Agriculture (USDA) recommendations. Interventions targeting individuals' dietary behaviors address only a small fraction of dietary influences. Changing the food environment by increasing availability of and excitement for FV through local food production has shown promise as a method for enhancing intake. However, the extent to which local production is sufficient to meet recommended FV intakes, or actual intakes, of specific populations remains largely unconsidered. This study was the first of its kind to evaluate the capacity to support FV intake of Arizona's population with statewide production of FV. We created a model to evaluate what percentage of Dietary Guidelines for Americans (DGA) recommendations, as well as actual consumption, state-level FV production could meet in a given year. Intake and production figures were amended to include estimates of only fresh, non-tropical FV. Production was then estimated by month and season to illustrate fluctuations in availability of FV. Based on our algorithm, Arizona production met 184.5% of aggregate fresh vegetable recommendations, as well as 351.9% of estimated intakes of Arizonans, but met only 29.7% of recommended and 47.8% of estimated intake of fresh, non-tropical fruit. Much of the excess vegetable production can be attributed to the dark-green vegetable sub-group category, which could meet 3204.6% and 3160% of Arizonans' aggregated recommendations and estimated intakes, respectively. Only minimal seasonal variations in the total fruit and total vegetable categories were found, but production of the five vegetable sub-groups varied between the warm and cool seasons by 19-98%. For example, in the starchy vegetable group, cool season (October to March) production met only 3.6% of recommendations, but warm season (April to November) production supplied 196.5% of recommendations. Results indicate that Arizona agricultural production has the capacity to meet a large proportion of the population's FV needs throughout much of the year, while at the same time remaining a major producer of dark-green vegetables for out-of-state markets.

Our study calculates the estimated difference in water use, energy demands, and CO2 emissions of head lettuce associated with the production (land preparation and growing operations, chemical inputs, irrigation) and the transportation (diesel demand) to the Phoenix metro area from:

Our study calculates the estimated difference in water use, energy demands, and CO2 emissions of head lettuce associated with the production (land preparation and growing operations, chemical inputs, irrigation) and the transportation (diesel demand) to the Phoenix metro area from:
       1. A local level, defined here as within Maricopa County, Arizona (AZ).
       2. From the central coast of California (CA) in Monterey County.

Our research results demonstrate that local lettuce is more resource intensive than non-local or regional produce. Production in Maricopa County has significantly higher (more than double) energy demands and emissions than Monterey County. Irrigation and chemical inputs are the greatest contributors to energy demand in Maricopa, but it is primarily irrigation that contributes to emissions. Comparatively, transportation and chemical inputs are the greatest contributors to energy demand in Monterey, and it is primarily transportation that contributes to emissions.

This life cycle inventory suggests that we need to reconsider the “food miles” framing of the local food debate and whether local food production is a viable sustainable alternative to the current food system in the arid Southwest. However, we also recognize that factors beyond resource-use and emissions affect policymakers’ and consumers’ demands for local foods. Future studies ought to provide a more nuanced look at the issue that also includes social, psychological, and economic factors that influence food policies and purchases. These results have important implications for future water management and suggest the need to pursue more water efficient practices in AZ.

Consumers can purchase local food through intermediated marketing channels, such as grocery stores, or through direct-to-consumer marketing channels, for instance, farmers markets. While the number of farms that utilize direct-to-consumer outlets keeps increasing, the direct-to-consumer sales remain lower than intermediated sales. If consumers prefer to purchase local food through intermediated channels, then policies designed to support direct channels may be misguided. Using a variety of experiments, this dissertation investigates consumer preferences for local food and their demand differentiated by marketing channel. In the first essay, I examine the existing literature on consumer preferences for local food by applying meta-regression analysis to a set of eligible research papers. My analysis provides evidence of statistically significant willingness to pay for local food products. Moreover, I find that a methodological approach and study-specific characteristics have a significant influence on the reported estimates for local attribute. By separating the demand for local from the demand for a particular channel, the second essay attempts to disentangle consumers’ preferences for marketing channels and the local-attribute in their food purchases. Using an online choice experiment, I find that consumers are willing to pay a premium for local food. However, they are not willing to pay premiums for local food that is sold at farmers markets relative to supermarkets. Therefore, in the third essay I seek to explain the rise in intermediated local by investigating local food shopping behavior. I develop a model of channel-selection in a nested context and apply it to the primary data gathered through an online food diary. I find that, while some consumers enjoy shopping at farmers markets to meet their objectives, such as socialization with farmers, the majority of consumers buy local food from supermarkets because they offer convenient settings where a variety of products can be bought as one basket. My overall results suggest that, if the goal is to increase the sales of local food, regardless of the channel, then existing supply-chain relationships in the local food channel appear to be performing well.

A unit plan was created to address a need to educate and create awareness of local foods to elementary aged students. After researching local foods and problem based learning, information was consolidated and developed into a comprehensive unit plan that serves as a teacher resource guide. This unit plan was created to provide information, tools, and resources for upper elementary students from 4th to 6th grade to learn about local foods in hopes of impacting student health and knowledge as well as building a foundation for their future eating habits. Another goal of this unit plan focuses on promoting students' awareness of local foods within their community and the benefits of buying locally in general. This unit contains seven lessons aligned to the current Arizona state standards that have creative and engaging activities ranging from socratic seminars, creating a brochure, and performing skits. Each lesson contains student objectives, clearly laid out lesson plans, and the majority of supplemental materials included such as videos, handouts, Google slides, and photographs. These lessons were planned with the intention of being able to be realistically taught in a 45-60 minute class period and laid out in a way that would be easy for teachers to read and then teach without much preparation. Simple and effective assessments are integrated throughout the unit and provide a means of tracking student progress and understanding of concepts. This unit plan is designed to engage students and plant ideas in their heads about where their food comes from and how learning about local foods can be beneficial for their community and their health.

This study explores the processes of designing strategies. The context of this research is scoped to the direct-marketing activities of small farm operators in eastern Iowa. The research intent is to explore and articulate trends in decision-making processes that assist small farm operators in eastern Iowa with direct marketing farm-to-table products, to explore and articulate how the design process creates differentiated value, and to explore and articulate the relationship between the design process and the way that small farm operators in eastern Iowa conceptualize their direct-marketing strategies.

The research design takes a post-positivist approach and uses a grounded theory methodology. The study does not have a starting hypothesis but instead starts with the research intent described previously. Convergent mixed methods and a flexible plan are used for data collection including semi-structured interviews and surveys with key concepts operationalized into Likert scales. The participants are selected from eastern Iowa farmers’ markets and Community Supported Agriculture (CSA) directories. For the qualitative data analysis, a grounded theory method is used to code interview response data, categorize the codes into related groups, and let the themes and sub-themes emerge from the data. For the quantitative data analysis, descriptive and inferential statistics are calculated on the aggregate data set.

The study finds that small farm operators are making strategic decisions about marketing mix variables such as product quality and relationship building, there are statistically significant correlations between design concepts and direct-marketing strategies, and that farmers designed their strategies by using the design process.
