ABSTRACT Current federal and state education mandates were developed to make schools accountable for student performance with the rationale that schools, teachers, and students will improve through the administration of high-stakes tests. Public schools are mandated to adhere to three accountability systems: national, state, and local. Additional elements include the recent implementation of the Common Core standards and newly devised state accountability systems that are granted through waivers as an alternative to the accountability mandates in the No Child Left Behind Act NCLB of 2001. Teachers' voices have been noticeably absent from the accountability debates, but as studies show, as primary recipients of accountability sanctions, many teachers withdraw, "burn out," or leave the profession altogether. The present study is based on the premise that teachers are vital to student achievement, and that their perspectives and understandings are therefore a resource for educational reform especially in light of the accountability mandates under NCLB. With that premise as a starting point, this dissertation examines practicing urban teachers' experiences of accountability in culturally and linguistically diverse schools. To fulfill these goals, this qualitative study used individual and focus group interviews and observations with veteran elementary school teachers in an urban Southwestern public school district, to ascertain practices they perceive to be effective. The study's significance lies in informing stakeholders, researchers, and policymakers of practicing teachers' input on accountability mandates in diverse urban schools.

Sustainability visioning (i.e. the construction of sustainable future states) is considered an important component of sustainability research, for instance, in transformational sustainability science or in planning for urban sustainability. Visioning frees sustainability research from the dominant focus on analyzing problem constellations and opens it towards positive contributions to social innovation and transformation. Calls are repeatedly made for visions that can guide us towards sustainable futures. Scattered across a broad range of fields (i.e. business, non-government organization, land-use management, natural resource management, sustainability science, urban and regional planning) are an abundance of visioning studies. However, among the few evaluative studies in the literature there are apparent deficits in both the research and practice of visioning that curtails our expectations and prospects of realizing process-based and product-derived outcomes. These deficits suggests that calls instead should focus on the development of applied and theoretical understanding of crafting sustainability visions, enhancing the rigor and robustness of visioning methodology, and on integrating practice, research, and education for collaborative sustainability visioning. From an analysis of prominent visioning and sustainability visioning studies in the literature, this dissertation articulates what is sustainability visioning and synthesizes a conceptual framework for criteria-based design and evaluation of sustainability visioning studies. While current visioning methodologies comply with some of these guidelines, none adhere to all of them. From this research, a novel sustainability visioning methodology is designed to address this gap to craft visions that are shared, systemic, principles-based, action-oriented, relevant, and creative (i.e. SPARC visioning methodology) and evaluated across all quality criteria. Empirical studies were conducted to test and apply the conceptual and methodological frameworks -- with an emphasis on enhancing the rigor and robustness in real world visioning processes for urban planning and teaching sustainability competencies. In-depth descriptions of the collaborative visioning studies demonstrate tangible outcomes for: (a) implementing the above sustainability visioning methodology, including evaluative procedures; (b) adopting meaningful interactive engagement procedures; (c) integrating advanced analytical modeling, sustainability appraisal, and creativity enhancing procedures; and (d) developing perspective and methodological capacity for long-range sustainability planning.

A methodology is developed that integrates institutional analysis with Life Cycle Assessment (LCA) to identify and overcome barriers to sustainability transitions and to bridge the gap between environmental practitioners and decisionmakers. LCA results are rarely joined with analyses of the social systems that control or influence decisionmaking and policies. As a result, LCA conclusions generally lack information about who or what controls different parts of the system, where and when the processes' environmental decisionmaking happens, and what aspects of the system (i.e. a policy or regulatory requirement) would have to change to enable lower environmental impact futures. The value of the combined institutional analysis and LCA (the IA-LCA) is demonstrated using a case study of passenger transportation in the Phoenix, Arizona metropolitan area. A retrospective LCA is developed to estimate how roadway investment has enabled personal vehicle travel and its associated energy, environmental, and economic effects. Using regional travel forecasts, a prospective life cycle inventory is developed. Alternative trajectories are modeled to reveal future "savings" from reduced roadway construction and vehicle travel. An institutional analysis matches the LCA results with the specific institutions, players, and policies that should be targeted to enable transitions to these alternative futures. The results show that energy, economic, and environmental benefits from changes in passenger transportation systems are possible, but vary significantly depending on the timing of the interventions. Transition strategies aimed at the most optimistic benefits should include 1) significant land-use planning initiatives at the local and regional level to incentivize transit-oriented development infill and urban densification, 2) changes to state or federal gasoline taxes, 3) enacting a price on carbon, and 4) nearly doubling vehicle fuel efficiency together with greater market penetration of alternative fuel vehicles. This aggressive trajectory could decrease the 2050 energy consumption to 1995 levels, greenhouse gas emissions to 1995, particulate emissions to 2006, and smog-forming emissions to 1972. The potential benefits and costs are both private and public, and the results vary when transition strategies are applied in different spatial and temporal patterns.

Public demands for accountability and educational change are at an all-time high. No Child Left Behind set the stage for public accountability of educators and the recently created Race to the Top grant raised the stakes of public school accountability even more with the creation of national standards and assessments as well as public accountability of individual teacher performance based on student test scores. This high-stakes context has placed pressure on local schools to change their instructional practices rapidly to ensure students are learning what they need to in order to perform well on looming Partnership for Assessment of Readiness for College and Careers (PARCC) exams. The purpose of this mixed methods action research study was to explore a shared leadership model and discover the impact of a change facilitation team using the Concerns Based Adoption Model tools on the speed and quality of innovation diffusion at a Title One elementary school. The nine-member change facilitation team received support for 20 weeks in the form of professional development and ongoing team coaching as a means to empower teacher-leaders to more effectively take on the challenges of change. Eight of those members participated in this research. This approach draws on the research on change, learning organizations, and coaching. Quantitative results from the Change Facilitator Stages of Concern Questionnaire were triangulated with qualitative data from interviews, field notes, and Innovation Configuration Maps. Results show the impact on instructional innovation when teacher-leadership is leveraged to support change. Further, there is an important role for change coaches when leading change initiatives. Implications from this study can be used to support other site leaders grappling with instructional innovation and calls for additional research.

Increasing computational demands in data centers require facilities to operate at higher ambient temperatures and at higher power densities. Conventionally, data centers are cooled with electrically-driven vapor-compressor equipment. This paper proposes an alternative data center cooling architecture that is heat-driven. The source is heat produced by the computer equipment. This dissertation details experiments investigating the quantity and quality of heat that can be captured from a liquid-cooled microprocessor on a computer server blade from a data center. The experiments involve four liquid-cooling setups and associated heat-extraction, including a radical approach using mineral oil. The trials examine the feasibility of using the thermal energy from a CPU to drive a cooling process. Uniquely, the investigation establishes an interesting and useful relationship simultaneously among CPU temperatures, power, and utilization levels. In response to the system data, this project explores the heat, temperature and power effects of adding insulation, varying water flow, CPU loading, and varying the cold plate-to-CPU clamping pressure. The idea is to provide an optimal and steady range of temperatures necessary for a chiller to operate. Results indicate an increasing relationship among CPU temperature, power and utilization. Since the dissipated heat can be captured and removed from the system for reuse elsewhere, the need for electricity-consuming computer fans is eliminated. Thermocouple readings of CPU temperatures as high as 93°C and a calculated CPU thermal energy up to 67Wth show a sufficiently high temperature and thermal energy to serve as the input temperature and heat medium input to an absorption chiller. This dissertation performs a detailed analysis of the exergy of a processor and determines the maximum amount of energy utilizable for work. Exergy as a source of realizable work is separated into its two contributing constituents: thermal exergy and informational exergy. The informational exergy is that usable form of work contained within the most fundamental unit of information output by a switching device within a CPU. Exergetic thermal, informational and efficiency values are calculated and plotted for our particular CPU, showing how the datasheet standards compare with experimental values. The dissertation concludes with a discussion of the work's significance.

ABSTRACT Recent studies indicate that top-performing companies have higher-performing work environments than average companies. They receive higher scores for worker satisfaction with their overall physical work environment as well as higher effectiveness ratings for their workspaces (Gensler, 2008; Harter et al., 2003). While these studies indicate a relationship between effective office design and satisfaction they have not explored which specific space types may contribute to workers' overall satisfaction with their physical work environment. Therefore, the purpose of this study is to explore the relationship between workers' overall satisfaction with their physical work environments and their perception of the effectiveness of spaces designed for Conceptual Age work including learning, focusing, collaborating, and socializing tasks. This research is designed to identify which workspace types are related to workers' satisfaction with their overall work environment and which are perceived to be most and least effective. To accomplish this two primary and four secondary research questions were developed for this study. The first primary question considers overall workers' satisfaction with their overall physical work environments (offices, workstations, hallways, common areas, reception, waiting areas, etc.) related to the effective use of work mode workspaces (learning, focusing, collaborating, socializing). The second primary research question was developed to identify which of the four work mode space types had the greatest and least relationship to workers' satisfaction with the overall physical work environment. Secondary research questions were developed to address workers' perceptions of effectiveness of each space type. This research project used data from a previous study collected from 2007 to 2012. Responses were from all staff levels of US office-based office workers and resulted in a blind sample of approximately 48,000 respondents. The data for this study were developed from SPSS data reports that included descriptive data and Pearson correlations. Findings were developed from those statistics using coefficient of determination.

Extreme hot-weather events have become life-threatening natural phenomena in many cities around the world, and the health impacts of excessive heat are expected to increase with climate change (Huang et al. 2011; Knowlton et al. 2007; Meehl and Tebaldi 2004; Patz 2005). Heat waves will likely have the worst health

Extreme hot-weather events have become life-threatening natural phenomena in many cities around the world, and the health impacts of excessive heat are expected to increase with climate change (Huang et al. 2011; Knowlton et al. 2007; Meehl and Tebaldi 2004; Patz 2005). Heat waves will likely have the worst health impacts in urban areas, where large numbers of vulnerable people reside and where local-scale urban heat island effects (UHI) retard and reduce nighttime cooling. This dissertation presents three empirical case studies that were conducted to advance our understanding of human vulnerability to heat in coupled human-natural systems. Using vulnerability theory as a framework, I analyzed how various social and environmental components of a system interact to exacerbate or mitigate heat impacts on human health, with the goal of contributing to the conceptualization of human vulnerability to heat. The studies: 1) compared the relationship between temperature and health outcomes in Chicago and Phoenix; 2) compared a map derived from a theoretical generic index of vulnerability to heat with a map derived from actual heat-related hospitalizations in Phoenix; and 3) used geospatial information on health data at two areal units to identify the hot spots for two heat health outcomes in Phoenix. The results show a 10-degree Celsius difference in the threshold temperatures at which heat-stress calls in Phoenix and Chicago are likely to increase drastically, and that Chicago is likely to be more sensitive to climate change than Phoenix. I also found that heat-vulnerability indices are sensitive to scale, measurement, and context, and that cities will need to incorporate place-based factors to increase the usefulness of vulnerability indices and mapping to decision making. Finally, I found that identification of geographical hot-spot of heat-related illness depends on the type of data used, scale of measurement, and normalization procedures. I recommend using multiple datasets and different approaches to spatial analysis to overcome this limitation and help decision makers develop effective intervention strategies.

Water is the defining issue in determining the development and growth of human populations of the Southwest. The cities of Las Vegas, Phoenix, Tucson, Albuquerque, and El Paso have experienced rapid and exponential growth over the past 50 years. The outlook for having access to sustainable sources of water to support this growth is not promising due to water demand and supply deficits. Regional water projects have harnessed the Colorado and Rio Grande rivers to maximize the utility of the water for human consumption and environmental laws have been adopted to regulate the beneficial use of this water, but it still is not enough to create sustainable future for rapidly growing southwest cities. Future growth in these cities will depend on finding new sources of water and creative measures to maximize the utility of existing water resources. The challenge for southwest cities is to establish policies, procedures, and projects that maximizes the use of water and promotes conservation from all areas of municipal users. All cities are faced with the same challenges, but have different options for how they prioritize their water resources. The principal means of sustainable water management include recovery, recharge, reuse, and increasing the efficiency of water delivery. Other strategies that have been adopted include harvesting of rainwater, building codes that promote efficient water use, tiered water rates, turf removal programs, residential water auditing, and native plant promotion. Creating a sustainable future for the southwest will best be achieved by cities that adopt an integrated approach to managing their water resources including discouraging discretionary uses of water, adoption of building and construction codes for master plans, industrial plants, and residential construction. Additionally, a robust plan for education of the public is essential to create a culture of conservation from a very young age.

Transformational sustainability science demands that stakeholders and researchers consider the needs and values of future generations in pursuit of solutions to sustainability problems. This dissertation research focuses on the real-world problem of unsustainable water governance in the Phoenix region of Central Arizona. A sustainability transition is the local water system is necessary to overcome sustainability challenges and scenarios can be used to explore plausible and desirable futures to inform a transition, but this requires some methodological refinements. This dissertation refines scenario methodology to generate water governance scenarios for metropolitan Phoenix that: (i) feature enhanced stakeholder participation; (ii) incorporate normative values and preferences; (iii) focus on governance actors and their activities; and (iv) meet an expanded set of quality criteria. The first study in the dissertation analyzes and evaluates participatory climate change scenarios to provide recommendations for the construction and use of scenarios that advance climate adaptation and mitigation efforts. The second study proposes and tests a set of plausibility indications to substantiate or evaluate claims that scenarios and future projections could become reality, helping to establish the legitimacy of radically different or transformative scenarios among an extended peer community. The case study of water governance begins with the third study, which includes a current state analysis and sustainability appraisal of the Phoenix-area water system. This is followed by a fourth study which surveys Phoenix-area water decision-makers to better understand water-related preferences for use in scenario construction. The fifth and final study applies a multi-method approach to construct future scenarios of water governance in metropolitan Phoenix in 2030 using stakeholder preferences, among other normative frames, and testing systemic impacts with WaterSim 5.0, a dynamic simulation model of water in the region. The scenarios are boundary objects around which stakeholders can weigh tradeoffs, set priorities and reflect on impacts of water-related activities, broadening policy dialogues around water governance in central Arizona. Together the five studies advance transformational sustainability research by refining methods to engage stakeholders in crafting futures that define how individuals and institutions should operate in transformed and sustainable systems.

Recently, a student in a Maricopa County, Arizona area school district drowned during a physical education class, resulting in a heightened awareness of school aquatics safety guidelines. The goal of this study was to use Wenger's idea of nurturing a Community of Practice (CoP) with the existing physical education CoP at GFJRHS (school pseudonym), to examine the current curriculum and enhance the program and safety standards. The study duration was a five-week period; the participants were 7th grade males. This action research addressed the following questions: 1.)To what extent does the new swim curriculum increase students' (a) self-efficacy for swimming, (b) self-efficacy for water safety, (c) perception of swim skills, and (d) perception of water safety skills? 2.) How, and to what extent, do students value different observational learning techniques presented during the swim unit? 3.) To what extent does the new swim curriculum increase students' swimming capabilities? 4.) How does working as a Community of Practice influence implementing an enhanced swim curriculum? 5.) What challenges and improvements do participants report during the enhanced curriculum? A triangulation mixed methods design was used to determine whether observational learning techniques and mini aquatics safety lessons incorporated into the curriculum improved students' swimming ability, self-efficacy, and safety knowledge. Pre-and post-test swim assessments, pre- and post-test surveys, focus group interviews and researcher journal observations provided data for the study. Both quantitative and qualitative data were collected to integrate the strengths of the varied forms of research. Cronbach's coefficient α was computed for the reliability of the survey and a multivariate repeated measures analysis of variance (ANOVA) was conducted to determine whether the new swim curriculum increased students' self-efficacy for swimming, self-efficacy for water safety, perception of swim skills, perception of water safety skills, and swimming capabilities. Results of this study indicated students' self-efficacy and perception of water safety skills increased, students' ability and perception of swimming skills increased, students valued all observational learning techniques, and teachers felt that functioning as a CoP was crucial to the process.
