Community colleges, like all higher education institutions in the United States, have not been immune to the increased national focus on educational accountability and institutional effectiveness over the past three decades. Federal and non-governmental initiatives aimed at tracking and reporting on institutional outcomes have focused on utilitarian academic and economic measures of student success that homogenize the goals, aspirations, and challenges of the individuals who attend these unique open-access institutions. This dissertation, which is comprised of three submission-ready scholarly peer-reviewed articles, examined community college students’ conceptualizations and valuations of “student success.” The research project was designed as a multiple methods single-site case study, and the data sources consisted of a large-scale student e-survey, follow-up semi-structured interviews with a heterogeneous group of students, semi-structured interviews with faculty and administrators, and a review of institutional documents. The interviews also incorporated two experimental visual elicitation techniques and a participatory ranking exercise. Article One introduces and operationalizes the author’s primary conceptual perspective, the capabilities approach, to develop a more comprehensive framework for understanding and evaluating community college student outcomes. This article documents the methodological process used to generate a theoretical and an empirical list of community college capabilities, which serve as the basis of future capabilities-based research on community college student success. Article Two draws on the student interview and student visual elicitation data to explore the capability category of “refuge” – a new, unexpected, and student-valued purpose of the community college as a safe escape from the complexities and demands of personal, home, and work life. In light of recent efforts to promote more structured and prescriptive college experiences to improve graduation rates, Article Three explores students’ perceptions of their pathways through the community college using the participant-generated and researcher-generated visual elicitation data. Findings indicate that students value the structure and the flexibility community colleges offer, as well as their own ability to be agents and architects of their educational experience. Taken together, these articles suggest that student success is less linear and more rhizomatic in structure than it is currently portrayed in the literature.

As India expanded its grid infrastructure, decentralized renewable energy technologies, such as off-grid solar, also emerged in parallel as an electrification solution. This dissertation critically examines the role of off-grid solar in facilitating rural electrification efforts in India. Specifically, it applies the frameworks of the multi-level perspective, capabilities approach, and energy justice to achieve three objectives: (1) trace the evolution of off-grid solar in India; (2) understand the role of solar micro-grids in improving household capabilities and well-being; (1) examine whether and how community-scale solar micro-grids can operate as just means of electrification. This research relies on qualitative case-study methods. The historical research in Paper 1 is based on published policy documents and interviews with energy experts in India. It finds that landscape-regime-niche actor relations and politics were crucial in shaping off-grid solar transition outcomes. There is also a narrative component, as the key narratives of energy security, environmental degradation, climate change and energy for development converged to create spaces for state and non-state interactions that could nurture the development of off-grid solar. The community-level research in Papers 2 and 3 analyze a local energy initiative of community operated solar micro-grid using semi-structured interviews and participant observations from three villages in Maharashtra. Solar micro-grids play an important part in expanding people’s choices and opportunities. The benefits are not uniform across all people, however. Increases in energy-related capabilities vary by economic class and gender, and to some extent this means certain biases can get reinforced. In addition, the inability of solar micro-grids to keep up with the changing electrification landscape and daily practices means that the challenges of affordability, reliability and community engagement emerged as important concerns over-time. Empirically, this dissertation finds that off-grid energy initiatives must be carefully designed to be in alignment with local values and realities. Theoretically, it adds to debates on justice in energy transitions by showcasing the regime-led innovations, and temporality elements of energy justice local energy initiatives.

Across the United States, placing bounties on fish is a management method that is used to remove an unwanted population. Bounties involve anglers being paid to catch a certain species, and they are offered for either population reduction or research. There are several factors involved in designing a fish bounty discussed in this thesis. Fish bounties are interesting in the sense that there is no “right way” to offer them. Each bounty has to be tailored to individual populations in order to achieve the desired goals. The first part of this thesis is a review of fish bounties across the United States, followed by a discussion of their effectiveness. The Brown Trout Incentivized Harvest at Lees Ferry is a topic of controversy and is the main subject of this thesis. The National Parks Service began this program in 2020 and is currently paying anglers $33 for every brown trout (Salmo trutta) they catch and turn in to the agency. This program was started in order to reduce the population of piscivorous brown trout at Lees Ferry, for concern they will disperse 60 miles downstream to where there is a population of protected humpback chub (Gila cypha). There are many opinions related to this incentivized harvest. One way to analyze this situation is to look at it from an animal rights perspective. Martha Nussbaum has created her Capabilities Approach to explain what rights animals are entitled to, as they are creatures deserving of the ability to flourish. This is helpful to assess which decision regarding brown trout and humpback chub is best.
